11. Understanding the Dispute over the Treatment of Products Exported to the European Union from the Occupied Territories in the Context of the Transatlantic Trade and Investment Partnership

Abstract:
While the European Union (EU) does not recognize any legal Israeli sovereignty over the territories occupied by Israel in 1967, it does not grant preferential access to the EU market for goods produced in the Israeli settlements in this area, contrary to the preferential treatment for goods produced in Israel. This situation is different, however, as regards the United States (U.S.) trade policy, which does not make any distinction between goods pro- duced in Israel and in the Occupied Territories, since it grants the preferential access to both. Furthermore, the currently suspended negotiations of the super-regional trade agreement called the Transatlantic Trade and Investment Partnership (TTIP), spurred the enacting of a law that set the principal negotiating objectives of the U.S. regarding commercial partner- ships, which included some provisions to discourage politically motivated economic actions against the State of Israel. As TTIP embraced the free trade agreement between the EU and the U.S., the EU differentiation policy could become problematic for the two partners, which despite the failure of the negotiations, revealed much about economic diplomacy. Conse- quently, this article attempts to show the different approaches adopted by the two trading powers, in order to deal with the dispute over the treatment of products exported to the EU from the Occupied Territories.

Abstract:
Europe and Iran had begun to invest in a closer commercial relationship just when the United States withdrew from the nuclear deal in May 2018. Since then, Washington has re-imposed its stringent economic sanctions, targeting Iran’s oil exports as a major source of government revenue but also banning financial transactions with the country. This poses an enormous challenge for the EU, which had intended to use the 2015 agreement as a stepping stone to promote regional cooperation and, ultimately, a more comprehensive relationship with Iran. Paper produced in the framework of the IAI-FEPS project entitled “Europe and Iran in a fast-changing Middle East: Confidence-building measures, security dialogue and regional cooperation”, December 2018.

Abstract:
U.S. armed forces must react and interact in a variety of situations, proving the importance of not just experience but also of an educational foundation that supports today’s military, one confronting tighter budgets and a constricted force structure, utilizing greater technology, and facing increased ambiguity and international crises. Professional military education means more than fostering leadership in our best and brightest. Our goal at Marine Corps University is to serve as a dynamic institution capable of educating joint and combined forces to handle the complex realities of the twenty-first century. Several of these current realities, as well as past incidents that influence the present, are the focus of this issue of the Marine Corps University Journal. United States has extended the American idea of democracy so far afield that its reach can be felt across the globe. ere are those who argue that we have stretched our resources and our forces beyond their limits, while others claim that our interactions with other cultures enrich both domestic and foreign populations. As evidenced by situations such as the Bizerte Incident in Tunisia and the Arab Spring, we still have much to learn from our global interactions today and in the not-so-distant past.

Abstract:
When one has the opportunity to visit the heart of Anatolia, it is often an eye-opener. While we may read about developments in Turkey, it is quite different to absorb with all of your senses the numerous signs of a flourishing, vibrant, growing, modernizing Democracy. As such, Turkey is more important to U.S. foreign and security policy than ever before. Turkey can act as a strategic bridge along multiple azimuths. Turkey can also become a greater stakeholder and can act as a stabilizer, persuader, facilitator, mediator, as well as an example, as the global community struggles to cope with the challenges and opportunities presented by the new, emerging post-Cold-War strategic landscape. In this article I will touch on three topics: First, I will offer a brief assessment of where Turkey’s bilateral relations with the European Union and the United States stand from a U.S. point of view; next, I will describe three major strategic challenges that I believe Turkey, the European Union and the United States face in the Greater Middle East; and finally, I will attempt to analyze where the opportunities for and challenges to cooperation between Turkey, the European Union and the United States lie, given where bilateral relations stand and the challenges facing them.
