Abstract:
This week's piece examines the prospects for the al-Qaida group and Osama bin Laden's wider terrorist network following the fall of the Taliban and the loss of many of its facilities in Afghanistan. Key elements of bin Laden's network have been seriously damaged. Some operational cells are likely to survive but most are likely to remain inactive for the foreseeable future in order to avoid detection. Al-Qaida is likely to remain active but less effective than hitherto. As long as the reasons for bin Laden's appeal to certain Islamist constituencies remains, new cells and entirely new groups will be formed within migrant communities and among those engaged in regional conflicts around the world.

The U.S. Department of State will shortly issue its semi-annual Palestine Liberation Organization Commitments Compliance Act (PLOCCA) report. This report, now several weeks overdue, details PLO and Palestinian Authority (PA) compliance with their "peace process" commitments. And in April, the State Department will release its annual report about global terrorism. The release of these reports comes just weeks after Israeli chief of staff Shaul Mofaz described the PA as a "terrorist entity." The content of these reports will be the subject of close scrutiny. How the United States characterizes the PA with regard to terrorist activities is an important signal — both of how the Bush administration will contribute to the lowering of violence as the first step to the resumption of Israeli–Palestinian negotiations, and of what the direction of U.S.–Palestinian relations will be during the George W. Bush/Ariel Sharon era.

Psyops and propaganda activities that aim to diminish Saddam in the eyes of his supporters, exacerbate existing strains between his inner circle and the military, stir up popular discontent, and embolden opponents of the regime are a crucial component of any policy that seeks regime change in Baghdad. Such efforts could keep Saddam on the defensive and create an atmosphere of crisis and tension, forcing the regime to divert assets to deal with internal security, and leaving fewer resources available for clandestine technology procurement or trouble-making elsewhere. Such efforts could transform the psychological environment in the country, creating an atmosphere in which a coup or uprising might occur.

Before September 11, U.S. policymakers would have been hard-pressed to justify significant military action against Iraq without a major provocation. The events of September 11 and the subsequent anthrax incidents, however, have highlighted the dangers of "business as usual" in an age of sophisticated terrorism and weapons proliferation, and the potentially high costs of ignoring the likes of Saddam Hussein; that is true whether or not Iraq was associated with these events. The risks of perpetuating a faltering containment policy, and the imperative of regime change in Iraq have never been clearer.
