451. Behind the French Tanker Bombing: Yemen's Ongoing Problems with Islamist Terrorism

Abstract:
Since September 2001, Yemen has worked hard to shed its image as a hotbed of Islamist terrorism. That image, however, was reinforced when London's al-Sharq al-Awsat Arabic daily reported that the Islamic Army of Aden (IAA, or Aden-Abyan Islamic Army), an al-Qaeda affiliate, claimed responsibility for an explosion that crippled a French tanker on October 6 in the Yemeni harbor of Mina' al-Dabba. Moreover, a recent letter allegedly written by Osama bin Laden praises the "bold heroic jihad operations . . . against the crusader's oil tanker." The attack, which killed one crewman, underscores Yemen's importance as an area of concern in the U.S. government's "war on terror."

Abstract:
Since its creation in 1948, Israel has had to contend with the constant threat of terrorism. To meet this challenge, Israel has created and maintained an elaborate counterterrorism system. Much of the Israeli effort has focused on developing defensive measures designed to prevent attacks on the civilian population and minimize casualties. Israel has developed this strategy for two reasons. First, most Palestinian terrorist attacks, as well as a smaller yet significant number of attacks by Lebanese groups, have been random attacks against civilians. Second, all Israeli governments have been highly sensitive to civilian casualties.

The enduring estrangement between the United States and Iran represents the central paradox for American policy in the Persian Gulf. The world has changed dramatically since the 1979 Islamic Revolution gave rise to a religious government in Tehran and ruptured U.S.-Iranian relations. Those changes have been felt even within Iran's revolutionary politics, through the ascendance of a popular reform movement crystallized by moderate president Mohammad Khatami's 1997 election. This development prompted an abatement in comprehensive U.S. sanctions and fueled expectations of rapprochement.

To prosecute the war on terrorism, President Bush has assembled a diverse coalition of countries for political, diplomatic, and military support. Some of those countries are long-standing friends and allies of the United States. Others have new or changing relationships with the United States. Although there may be a price for their support, America should not pay an excessive price—one that could be detrimental to longer-term U.S. national security interests. And though it may be necessary to provide a certain amount of immediate aid (directly or indirectly) as a quid pro quo for the support of other nations in our war on terrorism, the United States needs to avoid longer-term entanglements, openended commitments, and the potential for an extreme anti-American backlash.

As the smoke clears in New York and Kabul, one blind spot still blocks the Western lens in the war against terror. There remains no official definition of "terrorism." The need for such a definition was affirmed by representatives of over 150 countries at a UN conference held in October 2001 on "What is Terrorism?" They came armed with prior resolutions that ban terrorism in any context, no matter its grievance or goal. But the delegates argued that in order to isolate and criminalize the act itself, they would need to identify it. Otherwise, future thugs who massacre innocent civilians could argue that their case is somehow different, or somehow justified by context. They could claim: "One man's terrorist is another man's freedom fighter."

Abstract:
Kashmir is one of the conflicts implicated in the current "war" of the U.S. and its allies against certain forms of radical Islam. A long-term solution to the conflict in Kashmir cannot be found without consideration of the wishes of the Kashmiri people. The three-option plebiscite, giving Kashmiris a choice among accession to India, accession to Pakistan, or full sovereignty, is an avenue that must be explored. The United Nations should serve as the organizer of such a plebiscite and should be the ultimate guarantor of its results. Convincing Pakistan and India of the ultimate wisdom of such a course can be part of current negotiations around the events in Afghanistan that now demand our attention.

This week's piece focuses on the economic prospects for the euro-area in 2002. The euro-area economy has shown increasing signs of cyclical weakness since the beginning of 2001. These signs, compounded by the effects of accelerated decline in the United States since the September 11 terrorist attacks, indicate continuing stagnation into 2002 and growing difficulties for states to maintain their fiscal positions. SGP requirements are reducing the fiscal room for manoeuvre of euro-area states to respond to the current economic downturn. The absence of concerted intervention represents a considerable risk, particularly if global demand fails to pick up in 2002.
