Abstract:
Shortly after the early September release of the International Atomic Energy Agency’s report on Iran’s nuclear program, the Arms Control Association assembled a panel of top experts to assess the status of Iran’s nuclear effort and examine strategies to address it. The September 19 briefing for Congressional staffers was part of an ongoing series of briefings organized by ACA and its partners on “Solving the Iranian Nuclear Puzzle.” Along with nuclear terrorism, the potential acquisition of nuclear weapons by states not yet in possession of them is at the forefront of U.S. national security concerns. Iran dominates the field. The following Iran Nuclear Brief by Mark Fitzpatrick, Director of the Nonproliferation and Disarmament Program at the International Institute for Strategic Studies (IISS) in London, is based on his presentation at the September 19 briefing. It provides a status report on Iran’s nuclear and missile programs and an evaluation of their potential as a nuclear weapons threat.

It examines the background of Usama bin Ladin's 1996 declaration of jihad, al-Qa'ida's activities in the Kingdom of Saudi Arabia from 1996 to 2002, and the causes and evolution of the campaign waged by the group “al-Qa'ida on the Arabian Peninsula” (AQAP) from 2003 to 2006.

Abstract:
The issue of state fragility and the presence of radical religious movements in Yemen have occasioned misperceptions and confusions in recent debates about the country. This report argues that the language of “failed states” arises nearly exclusively in relation to countries deemed threatening to US security interests. Moreover, this language obscures rather than reveals how regime incentives to build state institutions can be incompatible with regime interests in survival. The result is that a seemingly neutral analytical category misrepresents local realities even while it is used as a warrant for policy initiatives that are likely to be counterproductive.

Abstract:
Yemen's problems have frequently been ascribed to neocolonialism, regional politics and domestic power struggles. Though these factors are contributory, they are only the tip of the iceberg. The real problems are endemic and deeply rooted in the nature of society and the evolution of the state. Although modern political institutions exist in Yemen, such as a supreme court, parliament, political parties, trade unions and a free press, these institutions do not necessarily operate as might be expected. In fact, what exists in Yemen is merely a despotic authority, where decision-making usually takes place outside the formal institutions. The weakness of the state limits its capacity to penetrate society, creating a void that has been filled by intermediaries who benefit from the regime's durability. These intermediaries also play a crucial role in the survival of the regime by controlling the peripheries.

News that the failed Christmas Day attack on a U.S. passenger jet was tied to al-Qaeda elements in Yemen prompted questions of whether the fractious Arab state might give rise to a Taliban-style regime. On May 6, Britain went to the polls to elect a new government, producing no clear result but forcing the resignation of Labor Party leader Gordon Brown. Within hours of taking over as prime minister, Conservative Party leader David Cameron had created a new body, a British national security council, whose first meeting focused on "discuss[ing] the situation in Afghanistan and Pakistan, and review[ing] the terrorist threat to the UK." Apart from Britain's economic problems, these issues and Middle East policy in general will likely dominate the new government's agenda -- and its relations with Washington.

Abstract:
It is far easier to talk about international cooperation in fighting terrorism than it is to achieve it. The world has made real progress in recent years – at both the formal and informal levels. At the same time, national differences still pose serious limits to what can be achieved and the threat is changing. Even if one only focuses on the “greater Middle East,” the threat now involves far more than terrorism per se and non-state actors. Cooperation in counter terrorism must deal with these changes and with the fact that there are no clear boundaries between terrorism and insurgency, and that terrorism is only a symptom of a far broader ideological struggle.
