1. State and Social Movements in Iran: Phases of Contentious Activism

Abstract:
Social movements are considered by sociologists as agents of social change. They are not isolated entities but an outcome of prevailing circumstances and at, the same time, result from continuity with the historical roots. Moreover, the mobility of contemporary movements can only be shown in comparison with previous kind of collective actions. Two revolutionary movements within one century (Constitutional Revolution 1905-06 and Islamic Revolution1979), and eight years’ IranIraq war (1981-89) and globalization have significantly contributed to the evolution of distinctive nature of contemporary Iranian society. This makes it an interesting subject for research in general, and particularly the case of social movements and their transformation. The paper aims to give an overview of Iranian social movements from the constitutional movement to the recent Green movement of 2009. The intention is to find out, first, whether there was any continuity in social movements during this period; secondly, to investigate the differences of the recent Green movement from the previous social movements of modern-day Iran. An overview of social structure, the state-society relationship, causes of mobilization and the outcomes of each movement will be studied. Moreover, the complex relation between state and social movements that emerged overall will also be examined. The Touraine/Melucci model has been applied in Iranian milieu

2. Unintended Consequences of State-building Projects in Contested States: The EU in Palestine

Abstract:
The existing literature on state-building has focused mainly on post-conflict cases and ‘conventional’ examples of statehood, without taking into consideration the particularities of states that remain internally and/or externally contested. The EU’s engagement in Palestinian state-building through the deployment of EUPOL COPPS and EUBAM Rafah has generated various types of unintended consequences: anticipated and unanticipated, positive and negative, desirable and undesirable, some of which fulfill and some of which frustrate the initial intention. These have important reverberations for the EU’s conflict resolution strategies in Israel and Palestine, the most important being the strengthening of power imbalances and the enforcement of the status quo.

Abstract:
This study on Libya is one of a series of reports prepared within the framework of the EU-LISTCO project, funded under the EU’s Horizon 2020 programme. Libya is a special case within the EU-LISTCO project. It is in the western region of North Africa, bordered by the Mediterranean Sea to the north, Algeria and Tunisia to the west, Chad and Niger to the south, Sudan to the south-east and Egypt to the east. The security and stability of Libya is fundamental for the economic and political future of Europe, particularly in relation to migration, radicalisation and political economy. Because of the NATO-led intervention that brought about the collapse of the Libyan Arab al-Jamahiriyah, the country has now entered an interrelated social, economic and political crisis, and violence has been simmering for the past eight years. While the collapse of the previous government has been beneficial for some, numerous armed political actors now control the Libyan territory, supported and funded by external powers that often have contradictory political agendas. The purpose of this report is to answer the following research questions: what is the background of areas of limited statehood and contested order in Libya?; how and when can areas of limited statehood and contested order in Libya turn into governance breakdown and/or violent conflict, and how can these threats affect the security of the EU?; what are the resilience mechanisms in Libya?

Abstract:
This study presents the importance of patron states for de facto states within the context of Turkey-Northern Cyprus relations intending to highlight how and in what ways the Turkish Cypriot civil society is influenced by this relationship. It analyses the societal dissent in Northern Cyprus through a detailed study of the leading role played by trade unions given the conjectural developments since the early 2000s and argues that this differentiates Northern Cyprus from other de facto states. With the case analysis of Northern Cyprus, this study aims to contribute to the gap on the study of de facto states’ domestic affairs and the influence of patron states on the societal structures of these entities.

Abstract:
The conditions that brought about the rise and spread of violent transnational movements in the Middle East are complex and have been long in the making. In order to address the existence of V.T.M.s, the region must address the political and socio-economic challenges that provide the space for such groups to arise, foremost the lack of strong and legitimate state structures. This paper strives to provide the necessary historical and theoretical context in order to understand the enablers of V.T.M.s in today’s Middle East. Within this contextualized framework, the paper proceeds to consider strategies to reverse the V.T.M. trend.

Abstract:
Five months after Iraq’s May 2018 parliamentary elections, rival political blocs have broken deadlock and are set to form a new government. On October 2nd, the Iraqi parliament selected Barham Salih, a career politician from the Patriotic Union of Kurdistan (PUK), for the Iraqi presidency. Shortly after his election, Salih named Adil Abdul Mahdi, Iraq’s former oil minister, as prime minister. Iraqis and international observers applauded the selection of these politicians who have eschewed sectarian rhetoric as a victory for political compromise, but Salih and Abdul Mahdi face the challenge of answering popular calls for government reform after a summer marked by violent protests.

Abstract:
Power – be it tangible, intangible, natural, military, or economic – shapes the capacities of the state and its role within the international system. The Middle East is no exception to this realist reading of international affairs. The Arab Spring, the Syrian conflict, the war in Yemen and the Iranian nuclear deal have all created a battleground, often quite literally, for state power interests to compete with one another. How are these power configurations linked to identity? The United States sees itself as a stronghold of liberal democracy, Japan as the quintessential trading nation, and Switzerland is comfortably ensconced in its 200-year-old neutralism. This “sense of self,” or who states are, shapes and defines what they do. Power and identity routinely mould and inform each other. For a country like the United Arab Emirates, described by many analysts as a middle, regional, or rising power, these questions hold particular relevance as the UAE reshapes its position in the world.

This Policy Paper is part of the Middle East Institute's Regional Cooperation Series. Throughout 2016, MEI will be releasing several policy papers by renowned scholars and experts exploring possibilities to foster regional cooperation across an array of sectors. The purpose is to highlight the myriad benefits and opportunities associated with regional cooperation, and the high costs of the continued business-as-usual model of competition and intense rivalry. While the prospects for creating a regional architecture in the Middle East may seem grim currently, it is a crucial time to begin thinking about regionalization as a long-term project. The ongoing conflicts in the Middle East are likely to continue over the course of the coming decades, but it is possible that game-changing events could occur that create the political will necessary for adversaries like Saudi Arabia and Iran to cooperate. By looking at steps taken in Asia, Africa, Europe, and Latin America, this paper analyzes the conditions conducive to creating a regional order and how they arise at critical moments in history. Getting regionalization right can help create a pathway toward a regional institutional architecture and will be fundamental to establishing stability in the region.

Abstract:
Today, the creation of a Palestinian state appears to be a distant possibility: the international community rejected to manage the issue, and the leadership in these territories weakened because of its divisions, revealing their inability to advance. Both the political and the territorial partition between the Gaza strip, governed by the Hamas and the West Bank, under Palestinian authority in line with Fatah, reveal a profound crisis that questions the very contours of Palestinian politics. It also shows that Hamas’ integration in the political game made it impossible to pursue the security subcontacting system. Maintaining the system avoids reconstructing the Palestinian political community, and makes it difficult to develop a strategy that moves towards sovereignty. Since October 2015, the popular and pacific resistance project has been shelved by the return of the violence against Israeli civilians. The Palestinian leadership counts on internationalization of the cause, which has shown mediocre results. Will the replacement of Mahmoud Abbas by his competitors permit to leave the rut?

Abstract:
There is ample literature devoted to the sociology of the police in the western world, yet little research focuses on Arab countries. This study tries to fill this gap by offering an ethnographic study of Ras Beirut police station, the first and the only police station in Lebanon that has been reformed according to the community policing model. The academic works focusing on the importation of this model in developing countries point out how difficult it is to implement and emphasize its negative outcomes due to the local characteristics of each country. Fragmented on a sectarian and a political ground, Lebanon remains a perfect field to explore this hypothesis. Indeed the divisions of the Lebanese state weaken the interactions between the public and the private security forces. Nevertheless, many others factors, beyond the religious and the political divisions, explain Ras Beirut’s failure. The internal dynamics at work inside the police station and the influence of the patronage networks reduce considerably the chances of its success.
