Abstract:
The alliance between the PGA Tour and Saudi Arabia’s Public Investment Fund (which is chaired by Crown Prince Muhammad bin Salman and includes the LIV Golf league) is a strategic victory for Saudi Arabia, which has sought a more integrated presence in global and Western institutions. The merger opens up serious commercial leverage for Saudi Arabia, including control over the PGA Tour’s lucrative licensing operation. The deal has resolved a year-long legal dispute between the two organizations, but questions will be raised about the PGA Tour’s nonprofit status as well as monopoly issues that are being investigated by the US Congress.

Abstract:
Gamal Abdel Nasser, who ascended to power via a military coup, espoused socialist-oriented facets of Arab nationalism after he assumed government. For Nasser to effectively disseminate Arab nationalism beyond the confines of national boundaries, he needed to possess potent political propaganda instruments. During the era of Nasser, radio broadcasts and musical compositions emerged as very influential means of propaganda, prompting substantial investments in financial and material resources. Umm Kulthum's vocal prowess emerged as particularly prominent in endorsing Nasser's Arab nationalism endeavour, surpassing the contributions of other artists whose vocal abilities were employed. This study aims to examine the dissemination of Nasser's Arab nationalism during the 1950s and 1960s, employing propaganda tactics such as Umm Kulthum's vocal prowess and the Voice of Arabs radio. This paper examines the various dimensions of Umm Kulthum's contribution to disseminating Arab Nasserite nationalism by focusing on five key aspects. Firstly, it explores the utilisation of soft power as a means to disseminate political ideals and foster a shared sense of identity. Secondly, it delves into the role of Nasser's nationalism and radio broadcasts in this process. Thirdly, it investigates the radio as a tool for political propaganda in support of Nasser. Fourthly, it analyses Umm Kulthum's instrumental role in promoting Nasserite Arab nationalism. Lastly, it assesses the impact of Umm Kulthum's vocal prowess on the proliferation of Nasserite nationalism throughout the Arab world.

Abstract:
The end of the Cold War brought about new challenges and opportunities for Turkey in redesigning its foreign policy. The independence of the Central Asian countries, with which Turkey shares common cultural, historical, and linguistic features, prompted Turkey to rapidly adapt to the new environment in the post-Cold War world order. After three decades, Turkey’s engagement with the Central Asian republics has gradually increased and reached a level at which Turkey is capable of effectively combining its soft and hard power capabilities within regional parameters. This article critically analyzes 30 years of Turkish foreign policy in Central Asia with a focus on its regionalism and soft power elements. We argue that Central Asia has provided a unique opportunity for Turkey to reshape its foreign policy on regional terms by utilizing its soft power resources for the first time, the experience later serving as a model for other regions. and its now hegemonic position in Lebanese politics.

Abstract:
The United Arab Emirates (UAE) has exerted considerable influence in its region in recent years and has also been a major factor in U.S. foreign policy. The UAE military and its proxies fought for years in Yemen and still maintain significant influence there, despite a 2020 pledge to withdraw from the devastating conflict. The UAE and other Gulf states have normalized relations with Israel under the auspices of the Abraham Accords. The UAE also continues to receive billions of dollars worth of U.S. military equipment and weapons. On the soft power side, the UAE played host to World Expo 2020, also known as the Expo 2020 Dubai, a cultural event that brought together representatives from nearly every country in the world. A small army of U.S.–based lobbyists working on behalf of the UAE has played a role in all these events, and in nearly every aspect of U.S. foreign policy in the Middle East. Based on an exhaustive analysis of all Foreign Agents Registration Act (FARA) documents filed by organizations registered to work on behalf of UAE clients in 2020 and 2021, this brief offers a number of key findings regarding legal lobbying activities of the UAE in the United States.

5. China Is Playing by Turkey’s Media Rules

Abstract:
Chinese players have localized their strategies to improve China’s image in Turkey in recent years. Although China and Turkey have long maintained friendly relations at the official level, Turkish people remained notably skeptical of China throughout the 2000s. Indeed, Turkey’s unfavorable public opinion has been a constant headache for China, whose propaganda outlets in the country produce little Turkish language content that actually resonates with domestic audiences. Turkey also has few explicitly pro-China voices and no sizable overseas Chinese community, which has made positive public relations into an uphill battle for Beijing. But having acknowledged these weaknesses in recent years, the Chinese regime has opted for strategies that aim at building a new synergy with local actors in the Turkish mediasphere. Beijing has adapted to the local rules of Turkish media and sought new opportunities to elevate China’s image in Turkey by leveraging its friendly ties with Ankara. The Turkish government, which exerts substantial influence over domestic media, has provided new platforms for China to realize its soft power goals within a largely polarized setting with little press freedom. In this context, Turkey’s progovernment newspapers have published “advertorials” celebrating the achievements of the Chinese Communist Party. Similarly, journalists from Turkey’s state-owned Anadolu Agency have participated in Chinese-sponsored press tours to Xinjiang, where Beijing has sought to undercut the Turkish narrative around abuses against the Uyghurs. On the other end of Turkey’s polarized ideological spectrum, China has also appealed to left-wing opposition groups through its narratives, which emphasize the country’s anti-imperialist credentials. Such messaging strategies may already have produced some results in Turkey, as the most recent opinion polls reflect a gradual increase in the number of Turkish citizens who perceive China as a potential partner.

Abstract:
Somalia has a special place in the foreign policy of the Justice and Development Party (AK Party), which has been in power since November 2002. Turkey's relations with Somalia started to develop after the official visit of Turkish President Recep Tayyip Erdogan to Somalia on 19 August 2011, who was the prime minister at that time, to support Somalis affected by severe drought and civil war. After 2011, Turkey launched one of the largest humanitarian aid campaigns to Somalia. Turkey has not only developed a soft power policy in Somalia but also started to implement a hard power policy. In this respect, Turkey has been training hundreds of Somali soldiers and police in both Ankara and Mogadishu since 2012. At the same time, Turkey opened its largest military base abroad in Somalia in 2017. This research explores the reasons and dynamics behind Turkey's deepening of its security policy in Somalia and sheds light on what Turkey's security policy means for Somalia. The research argues that there is a combination of factors driving Turkey's security policy towards Somalia, including socio-cultural, economic, and geopolitical. This study examines Turkey's security policy with a holistic approach, using conceptual and theoretical perspectives.

7. COVID-19 in the MENA: Two Years On

Abstract:
Early in the pandemic, POMEPS convened an online workshop with a diverse group of scholars working across the MENA region to discuss the initial impacts and to think through possible trajectories. That workshop resulted in POMEPS Studies 39, which included twenty-one essays ranging across the MENA region. Several major themes ran across those essays. We collectively expected regimes to securitize the pandemic, using the excuse of lockdowns to crack down on a protest wave that had reached multiple countries in 2019 and to further entrench authoritarian rule. We expected variation in state capacity to be a critical variable in terms of the ability of states to effectively respond to the pandemic. And several essays anticipated soft power international competition, as great powers used vaccine diplomacy to sway public attitudes their way. Two years on, how did those predictions hold up? In April 2022, POMEPS convened a follow-up workshop with some of the same scholars and a number of new contributors to assess how well those early projections panned out, and to assess the actual impacts of COVID on the region after two years. We are delighted to now publish the results of that workshop and ongoing conversations among a diverse group of scholars of the region.

Fearing a Western-inspired overthrow, Tehran has intensified enforcement of morality laws, purged professors from universities, and poured billions of dollars into the creation of a separate national intranet. To understand Iranian anxieties about Western cultural invasion, one need look no further than Psychological Operations Quarterly, a journal published until recently by the IRGC’s Social-Cultural Directorate. Focusing on the “soft war” waged by various Western entities, the periodical covers such material as supposedly anti-Iranian films (Alexander, The Wrestler, Argo), the relationship between McDonald’s franchises and the fall of the Soviet Union, and the harm done by English-language textbooks to the Iranian mind. Since 1979, in response to such perceived threats, the Islamic Republic has intensified enforcement of morality laws, purged professors from universities, and poured billions of dollars into creating a national intranet separate from the wider internet, among other repressive moves. In this deeply sourced Policy Note, Iran expert Amir Toumaj discusses the many dimensions of Tehran’s paranoia, all of which lead back to fears of a U.S.-spurred “soft overthrow.” Unfortunately, he argues, American leaders will struggle in vain to change the minds of Iran’s ruling hardliners, but they can facilitate longer-term progress by promoting access to diverse viewpoints for the Iranian people.

Abstract:
International educational exchange has been used frequently as a foreign policy instrument by leading actors of the international arena since the post-Second World War years. This article on the other hand, aims to throw light on the policies and actions of a middle power; namely, Turkey, which has been designing various international scholarship programs for foreign policy ends since the early 1990s. Following a brief evaluation of the international educational exchange programs launched by the USA, Russia, the UK, the EU and China for foreign policy purposes, the study examines the Great Student Exchange Project introduced by Turkey in 1992 to carve out an influential place for itself in the South Caucasus and Central Asia. It will then delve into the Türkiye Scholarships Program, Mevlana Exchange Program and the scholarship programs of the Türkiye Diyanet Foundation, which have been introduced during the Justice and Development Party period to build up and/or boost friendly ties between Turkey and various targeted countries. The study finalizes by investigating the impact of these scholarship programs on the realization of Turkey’s foreign policy goals by exploring to what extent the sending countries align their foreign policy preferences with those of Turkey through analysis of their voting behaviours in the United Nations General Assembly.

As the world’s economic and political centre of gravity moves increasingly towards East and South Asia, we can expect a number of countries in these regions to devote more attention to the Middle East. The relations between East and South Asia and the Middle East have significantly expanded as a result of the global rise of Asian economic powers, particularly China, India, Japan and South Korea. Not only oil but also trade, investment, infrastructure, and tourism is the name of the business with the MENA region. Beyond energy and economic interests, questions arise about the potential geopolitical dimension of these evolving ties. What are the strategic implications of the projection of Asian countries in an unstable, fragmented and volatile region? How do they interact with each other and with other international players? Last but not least, will the Covid-19 pandemic be a game changer in (re)shaping relations in the future?
