Abstract:
Within the framework of the al-Jisr Project on EU-GCC Public Diplomacy and Outreach Activities and with the support of the European Commission, the Istituto Affari Internazionali (IAI) and the Gulf Research Center organized a two-day workshop focusing on how the Mediterranean region can become a field of cooperation between the EU and GCC countries. The event brought together 30 policy officials and specialists to deliberate on questions such as: should the Mediterranean become a dimension in the EU-GCC political dialogue; where are the potential synergies when it comes to the role of energy; what ways and means of financial and economic cooperation present themselves to promote investment and development; and where do political and strategic interests between the EU and the GCC converge or diverge in the Mediterranean. A final roundtable served as a wrap-up for discussion with a focus on policy recommendations.

Abstract:
This weekend, the much-anticipated annual Arab Summit will convene in Damascus. The run-up to the twentieth summit -- the first ever held in Damascus -- has been overshadowed by the controversy surrounding Syria's role in undermining Lebanon's presidential elections. And Damascus has exacerbated regional concerns by inviting Iran to attend the summit. As a result of these developments, several Arab states have downgraded their planned level of representation at the meeting, dashing for now Syria's hopes of improving its tarnished image in the Arab world. Given these tensions, it is likely that this summit -- like so many of its predecessors -- will fail to make good on its ambitious agenda.

Abstract:
Turkish policymakers exhibit a high degree of selfconfidence and willingness to pursue intensive diplomatic initiatives in the Middle East. Turkey pursues a multidimensional policy line to foster peace and stability in the region, and has already enjoyed some degree of success. Turkish policymakers seek to utilize Turkey's good relations with Syria and Israel to wield an influence on these countries to facilitate Israeli-Syrian negotiations. The increasing level of trust to Turkey's new image of civil-economic power in the Middle East and the U.S. support for Turkey's potential contribution to chronic problems of the region have made Turkey a potential mediator in the decades-long Syrian-Israeli conflict.

104. Regional Politics in a Highly Fragmented Region: Israel's Middle East Policies

Abstract:
The region of the Middle East is highly conflict-loaded. The absence of one distinct regional power may be considered both cause and consequence of this structural feature. At the same time, there are significant power gaps between states in the Middle East, with Israel among the most powerful actors and accordingly defined as a potential regional power. Due to the specific empirical setting of the Middle East region, an analytical design emphasizing relational and procedural dynamics is required. In attempting to develop such a design, this paper utilizes three well-established schools of thought of international relations: (neo)realism, institutionalism, and constructivism. These three schools of thought are further used for developing hypotheses on both Israeli regional policy and its effects on the Middle East. After illustrating these hypotheses in relation to four periods in the contemporary history of Israel, theoretical lessons to be learned for the analysis of regional powers in other world areas are presented.

The world is simultaneously globalizing and regionalizing. The double processes of globalization and regionalization appear to be paradoxical. This seemingly paradoxical phenomenon has raised the question of whether regionalism contradicts or complements globalization and whether it obstructs or reinforces globalization. Abstract:
On December 3-4, Arab leaders representing Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates (UAE), and Oman met in the Qatari capital, Doha, for their annual Gulf Cooperative Council (GCC) summit, which for the first time was attended by an Iranian president. In November, the UAE set a precedent by impounding an Iranian-bound shipment of undisclosed material banned by UN Security Council Resolutions 1737 and 1747 because of its potential use for nuclear weapons or missile programs. All of this came against the background of the new U.S. National Intelligence Estimate, which assessed that Iran halted its nuclear weapons program in 2003.

Abstract:
On August 7, Iraqi prime minister Nouri al-Maliki and Turkish prime minister Recep Tayyip Erdogan signed a memorandum of understanding (MOU) in Ankara against the Kurdistan Workers Party (PKK). Although the PKK, based in northern Iraq, is on the U.S. State Department's list of Foreign Terrorist Organizations, lack of action against the group by Washington and Baghdad is poisoning Turkey's relations with both. Moreover, because the group operates from an area of Iraq controlled by the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), the PKK issue affects Turkey's ties with Iraqi Kurds as well. Does the MOU represent a breakthrough on any of these fronts?

Rarely has an EU Presidency been met with such high expectations as Germany's in the first half of 2007. With hindsight, it might be said that these expectations have largely been fulfilled. The agreement on a detailed mandate for the upcoming Intergovernmental Conference (IGC) under the Portuguese Presidency now offers a way forward for a Union that has been 'in crisis' since the French and Dutch no-votes. This report offers an overview of the German Presidency's aims in the various policy areas and makes an assessment of the achievements of its six-month term. A summary of the content and structural background of German EU policy is given, explaining developments since unification, Germany's motivations for European integration, public opinion on European integration and the stances taken by the key political players in Germany.
