101. Arabism and its Repercussions: Forms of Solidarity among Syrians in Latin America

Abstract:
This paper examines the stance taken by the Syrian diaspora in Latin America vis-à-vis the war in Syria and how it envisions its aftermaths. It builds on an ethnographic field research and analysis carried out between 2011 and 2014 in Argentina and Brazil, and expands its scope by including a questionnaire prepared by ARI on the diaspora’s future role in the reconstruction Syria in a post-conflict scenario. The questionnaire has been sent to Syrian immigrants and descendants from Chile, Argentina, Brazil and Mexico. The first section examines the patterns of Syrian emigration to Latin America and its diasporization process under the influence of the Syrian Social Nationalist Party and the Ba’ath. The second section shows how those historical elements have impacted the diaspora’s attitude towards the conflict in Syria. The last section analyzes the answers to the questionnaire and identifies the main topics of shared interest.

Abstract:
The international migrant crisis made headlines during summer 2015 and challenged the national asylum systems of many countries worldwide. Going beyond academic circles, hot debates on migrants and the role of asylum highlighted the gap and paradoxes that exist between claimed values of solidarity on the one hand, and the restrictive policies and regulations towards asylum seekers on the other hand. This paper documents this tension in oil and gas exporting states, particularly in the Gulf Cooperation Council (GCC) and the Central Asian Republics (CAR). It questions the claimed regional, ethnic and/or religious ties and the borders that have been closed to most asylum seekers from Syria and Afghanistan, who are presently living in poorer (oil and gas deprived) neighboring countries. This paper argues that in a time of low oil revenues and fiscal difficulties, rentier states give priority to the Raison d’Etat over any form of transnational solidarity and commitment to international human rights agreements and charters. New and creative institutional arrangements are needed to deal with the global refugee crisis, as traditional solidarities are, in both regions as well as in other rentier countries, victims of the modernization of politics and its uncaring redefinition of state interest in times of low oil revenues.

Abstract:
As the Syrian refugee crisis enters its eighth year, leveraging the private sector’s financial capital and capacity for innovation has emerged as an attractive solution to protracted displacement. But little evidence exists on the feasibility and effectiveness of this approach. This case study highlights a unique type of private-sector engagement in which mainstream business interests align with the needs of refugees and host communities. The IKEA–Jordan River Foundation (JRF) partnership demonstrates how diverse stakeholders can identify synergies, overcome legal and practical barriers, and sustain collaborations through effective management structures.

Abstract:
With the global displaced population exceeding 68 million, the global humanitarian response system is under unprecedented stress. With widening funding gaps and no resolution in sight, new solutions are needed to address the needs of over 68 million displaced people worldwide. The private sector’s innovative and financial capacity is emerging as one such avenue, resulting in dozens of partnerships with local and international nonprofits. Depending on local policy environments, such working arrangements create both opportunities and risks for partners and hosts. This report is an attempt to learn lessons from existing experiences and offer insights on what works under given circumstances. Through desk research on existing partnerships, semistructured interviews with key stakeholders, site visits with partners in Jordan and Uganda, expert roundtables, and public discussions, we gather insights on both conceptual and practical aspects of partnerships benefiting refugees. We introduce a conceptual framework on the variety of options available to partners and offer recommendations for organizing win-win partnerships in the future.

105. The Fatemiyoun Division: Afghan fighters in the Syrian civil war

Abstract:
Originally styled as a small detachment of volunteers and refugees mobilized to defend the shrine of Sayyeda Zeinab outside Damascus, the Fatemiyoun formation’s size and presence across Syria has slowly expanded throughout the war. At home, the IRGC began cultivating a narrative of Afghan “resistance” to transnational Sunni jihadism. Joining the Syrian jihad was increasingly promoted as a path to legal and social recognition within the Islamic Republic at a time when thousands of desperate young Hazaras were setting out to emigrate to Europe. This paper analyzes the origins and expansion of the Fatemiyoun Division, its recent role in the Syrian civil war, and the impact its Syrian jihad has had on the Hazara community in Iran as well as transnational militancy in Afghanistan. As the Syrian conflict winds down, the future of the Fatemiyoun as a fighting force remains unclear. But even if the formation were to be disbanded, the networks, narratives, and capabilities developed in Syria could help the IRGC raise a similar formation again in the future.

Abstract:
This paper explores the relationship between terrorism and human rights from the international legal perspective. It first reviews the definitional content of “terrorism” and “human rights” and then discusses their doctrinal interactions—considering terrorism as both a cause and a product of human rights violations and addressing counter-terrorism efforts as a source of human rights violations that can themselves generate support for terrorism. It concludes with some observations about issues of international terrorism in the context of refugee law, criminal law and humanitarian law as well as some recommendations for future action.

Abstract:
United Kingdom’s (UK) foreign policy towards the Syrian crisis is quite significant with reference to the entry of Syrian refugees into Europe and the strategic balance of power in the Middle East. UK being a major power in the European continent understands the importance of sharing the humanitarian responsibility for protecting, aiding and accommodating the Syrian refugees. The British Government is aware of the fact that it is not only providing humanitarian assistance to the Syrian refugees but also going to host their hostilities and affiliations in the ongoing conflict inside Syria. The arrival of Syrian refugees and asylum seekers in UK presents a complex case of national versus humanitarian concerns in foreign policy analysis. This research paper is an attempt to focus on the convergence and divergence of interests between UK’s Humanitarian assistance policy directed towards Syrian refugees and the British national security interests with reference to the strategic balance of power in the Middle East.

108. The plight of Palestinian refugees in Syria in the camps south of Damascus

Abstract:
After they took refuge in Syria after the 1948 war, Palestinians refugees were treated in the same way as other Syrian citizens. Permitted to fully participate in the economic and social life of Syrian society, they had the same civic and economic rights and duties as Syrians, except that they could neither be nominated for political office nor participate in elections. This helped them to feel that they were part of Syrian society, despite their refugee status and active role in the global Palestinian liberation struggle against the Israeli occupation of their homeland. At the start of the anti-government movement in Syria, when the peaceful uprising against the Assad regime turned into an armed conflict, the inhabitants of most Palestinian refugee camps tried to remain neutral. But as the conflict grew more violent and regional alliances changed, the disparities and significant differences between the Palestinian factions, especially between Hamas and Fatah, led to divisions in their positions vis-à-vis the Assad regime. These divisions were enhanced by the reduction of the role of the Palestinian diaspora in the struggle against the Israeli occupation and the new relevance of the geographic location of Palestinian refugee camps in the growing Syrian conflict. This was particularly true for the camps south of Damascus, because they separated the area west of Damascus from East Ghouta, both of which were opposition strongholds. These divisions resulted in the camps becoming targets in the armed conflict, leading to their bombardment and blockade, and the displacement of many of their residents to Lebanon, Turkey, Europe, and other locations both inside and outside Syria.

Recently with the sinking of the migrant boat off the coast of Greece, or the deceased of the Syrian child refugee on the beach of Turkey has us questioning how to tackle the refugee crisis. Deriving from the Refugee Convention of 1951, it states that a refugee is an individual “owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality, and is unable to, or owing to such fear, is unwilling to avail himself of the protection of that country.”

110. The Middle East and the Maghreb in the Czech Foreign Policy

Abstract:
In 2017 the Czech foreign policy toward the Middle East and the Maghreb did not witness significant shifts and followed the wider goals established in the previous years. It continued to be oriented on the stabilisation of the states affected by the wars in Syria, Iraq and Libya, limiting the number of refugee arrivals to Europe, strengthening the business co-operations with promising regional partners and enhancing the co-operation and strategic partnership with Israel. Accordingly, economic diplomacy, security assistance and humanitarian relief remained the dominant modes of engagement with most of the countries in the region. Similarly to the previous years, the Czech policy mostly reactively followed the common EU positions, while being proactive regarding the issues concerning Israel and, to a lesser extent, also Syria, Jordan, Iraq and Libya. The Czech policy for the Middle East did not strongly enter the domestic public debate. The only exceptions were the conflicting positions on the issue of the Czech embassy’s relocation to Jerusalem and the role of the ambassador in Syria.
