21. The Middle East in Conflict: The Empires Strike Back

Abstract:
In consideration of the general instability in the Middle East – the bloody Syrian civil war and its mounting refugee crisis, the overthrow of the Muslim Brotherhood in Egypt, the emergence of ISIL and ongoing fighting in Iraq, and the war in Yemen – the author argues that the geographical map of the region based on the 1916 Sykes-Picot Agreement is disintegrating. Furthermore, the author argues that the region’s turmoil has to some extent had a spillover effect on the three non-Arab states – Turkey, Iran, and Israel, which further adds troubles to the region. While Israel is largely an outlier, the author posits that Turkey, Iran, and Saudi Arabia will be embroiled in the “increasingly bitter contest for dominance of the Muslim Middle East.”

Abstract:
With no end to the conflict in Syria in sight, the four million people forced to flee the country have no foreseeable prospect of safe return. And as the impact of the crisis on neighbouring countries grows and aid dries up, the situation for these refugees is becoming increasingly dire. This briefing calls for a new approach by the international community, including Syria's neighbours; one which offers hope, safety and dignity to the millions of refugees, and gives them a chance to contribute to the societies and economies of their hosts.

Abstract:
Turkish Economic and Social Studies Foundation – TESEV and Friedrich Naumann Foundation have organized, in collaboration with the Mersin Chamber of Commerce and Industry a conference titled “Migrant Management of Syrians in Turkey in the Framework of the EU Migration Policy” on October 20th, 2015 in Mersin. The opening remarks were made by Burhanettin Kocamaz, the Mayor of the Mersin Metropolitan Mucipality; Şerafettin Aşut, the Chairman of the Mersin Chamber of Commerce and Industry; and Prof. Dr. Aydın Uğur the Chairman of the Executive Board of TESEV. During three panels entitled as Migrant management in Turkey in the framework of the EU migration policy, Management of Syrian migrants in Turkey, and Being a Syrian migrant in Turkey, public authorities, academics, and Syrians have discussed the challenges and policy recommendations to improve Syrians’ lives and migrant management in Turkey.

Abstract:
TESEV Foreign Policy Program and ORSAM (Center for Middle Eastern Strategic Studies) in order to understand the effects of Syrian asylum seekers to Turkey, visited Adana, Osmaniye, Hatay, Kilis, Gaziantep, Şanlıurfa, Mersin and Kahramanmaraş respectively during four different field study trips in three months. They held series of meetings with municipalities, professional organizations, chambers of trade and industry, civil society organizations, opinion leaders, locals and Syrians. This report has been prepared in the light of the observations and data gained from these field studies.

Abstract:
The Arab Spring has created significant challenges and unprecedented opportunities for NATO and its partners in the Mediterranean region. New security issues have emerged alongside new regimes and regional instability looms. State failure, civil conflict, and institutional collapse could present a number of major security threats, among them the creation of a refugee crisis affecting NATO members, increased illegal arms trafficking, and a breeding ground for militant groups in a Somali-like setting near European shores. These threats highlight the need for NATO to set up a plan for fostering regional stability and developing good relations with new and emerging leaders. The changing nature of regional security and Arab governance demands a multi-faceted approach which requires NATO to draw on expertise beyond its own, especially in empowering civil society and youth groups that are the cornerstone of sustainable democracy. Such new challenges require new partnerships and this memo intends to convey two core recommendations: restructure the Mediterranean Dialogue (MD) to allow for a more incentivized and effective partnership, and partner with other institutional actors to enable NATO to offer a more comprehensive assistance package. NATO should play to its strengths while working with organizations that specialize in other tasks that are necessary to meet these goals. Only robust partnerships will allow NATO
