1. Iraq’s New Electoral Law: Old Powers Adapting to Change

Abstract:
In December 2019, the Iraqi parliament approved a new electoral law following demonstrations calling for fundamental political change. However, it took over 11 months for the president to ratify it as Iraq’s political parties fought over the shape of electoral districts. This article examines the disputes that surrounded the adoption of the law and the compromises that led to diluting its potential for reform. It concludes that while the new law represents a small step in the right direction, it ultimately is insufficient to respond to the aspirations of protestors looking for an overhaul of their political representation.

The latest crackdown appears to have targeted senior defense and interior officials, spurring speculation that they are linked to previously detained princes rumored to be plotting a coup. On March 15, Saudi Arabia announced that 298 individuals have been arrested for bribery, embezzlement, wasting public funds, and other corruption offenses. Although none of the detainees has been named, they reportedly include high-ranking officers in the Defense and Interior Ministries, adding to rumors that recent royal crackdowns may be related to a planned coup.

Abstract:
The Conservative Fundamentalist movement in Iran, directly linked to the Republic’s Supreme Leader and the Islamic Revolutionary Guard Corps (IRGC), is apparently heading towards achieving a significant win in the parliamentary elections due to take place on February 21, 2020. This will play a pivotal role in mapping out political forces within the country before the presidential elections of next year, which the Conservatives might also seize from the moderate stream. The Conservatives are trying to take advantage of the heated political dynamics by using the current escalation with the US, after the murder of Qassem Soleimani, leader of ‘the Quds Force’, the rising possibilities of the failure of the nuclear agreement, and the referral of the Iranian case back to the Security Council, all for the sake of boosting their chances of taking control over the Regime’s center of authority.

Abstract:
The grievances that exploded all over the Arab region between 2010 and 2020 are historic in so many ways that it is hard to know where to start understanding them. Scholars should avoid a single-focus analysis and instead grasp why the protests across nearly a dozen countries have addressed almost every dimension of material, political, and psychological life. Four key factors that converge, though, should take priority in any assessment of what this decade means for the Arab region: (1) the expanding range of rights, denials, and grievances that citizens raise; (2) the fact that Arabs have unsuccessfully tried to redress these grievances since the 1970s without receiving any serious responses from their states; (3) the demands today to go well beyond reforms in individual policies and instead totally overhaul the governance systems and throw out the ruling elites; and, (4) the simultaneous uprisings across much of the Arab region, revealing the common suffering of citizens and the incompetence of governments in about a dozen states at least. In short, the deterioration of the quality of citizenship and the dilapidated state of public services and governance have reached such a severe condition that they have caused mass eruptions by citizens in multiple lands to redress these stressful and often dehumanizing realities.

Iraq’s sectarian-based political system has depended on oil rents since 2003 to ensure its legitimacy and buy loyalty. Already running out of steam and challenged by protesters, it faces a major new test due to the drop in oil prices caused by the COVID-19 crisis. Unable to maintain its expensive patronage system, and in the absence of any real political reform, the days of the Muhasasa Ta’ifia may be running out.

Lebanon’s economic downfall had a crippling effect on all healthcare sectors, and COVID-19 has further aggravated the crisis. To save an already ailing health sector, this paper written by medical professionals calls for urgent measures to tackle the immediate crisis. Its focuses on maintaining access to healthcare for all, enhancing primary and urgent care centres, controlling readmission, and introducing telemedicine. It highlights needed measures to reduce the financial strain on hospitals and puts forward recommendations to support healthcare providers as well as the pharmaceutical and medical supplies industry.

A year has passed since the Lebanese “17 October Uprising”. Just as with other Arab uprisings, the first anniversary raises many questions about successes and failures, the nature of the regime and the reasons behind its durability, the organizational requirements and mechanisms of a political transition, and about the despair or the hope that have been created. In this conversation, Paul Achcar and Jamil Mouawad address these different topics through a political analysis of the movement, its players, and the system and its components. The discussion is not limited to analysis, but also offers some ideas on how to move ahead. This will perhaps help in the transition from a state of contestation to consolidating an opposition that becomes a constant political player in the Lebanese scene.

10. Defeating al-Qaeda's Shadow Government in Yemen: The Need for Local Governance Reform

Recent U.S. attention in Yemen has focused largely on the war against the Iranian-backed Houthis, but another threat endures: al-Qaeda in the Arabian Peninsula. U.S. efforts to confront AQAP have historically relied on counterterrorism approaches such as air and drone strikes, direct-action raids, and partnerships with indigenous and coalition security forces. But the Yemeni branch of al-Qaeda has shown impressive resiliency by adopting a "hearts and minds" and local governing strategy to secure support, making it difficult to defeat. Its continuing strength requires a rethinking of the U.S. approach, one that confronts the terrorist group’s political strategy as much as its military strategy. In this Policy Focus, Daniel Green, a former defense fellow at The Washington Institute, draws on extensive research and interviews with Yemeni officials and civil society leaders to propose a new framework for defeating AQAP. His recommendations call for a U.S. strategy that extends beyond using strictly counterterrorism approaches and encompasses governance reform, capacity building, and enlisting locals in their own defense. Only through the active participation of communities in their security and governing can AQAP truly be defeated.
