61. How can activists best advance environmental reforms in MENA?

Abstract:
Decarbonising the current energy system does not secure a sustainable future if challenges beyond carbon emission are ignored and the economic model which continues to exacerbate the challenges we face is not rectified. Genuine environmental reform requires an intersectional approach, one which does not just patch over problems but instigates reform. The socio-political and environmental crises we face are symptoms of the same problem and must be treated as such. In order to reach a sustainable future, policies should resolve current issues without creating or exacerbating existing challenges. If there is a reason for social movements to exist, it is to challenge dominant values as flexible and changeable and to offer alternative ways to live. Across the MENA region, there are growing calls - from experts and activists - for reform in the region to simultaneously deal with wider socio-political issues whilst decarbonizing energy systems. In the MENA region, states are preoccupied with developing renewable energy (RE) at large scale. Examples include Morocco’s Ouarzazate Noor Solar Plant and Dubai’s Mohammed bin Rashid Al Maktoum Solar Park. This is an extension of the existing energy model. Megaprojects are political as much as economic projects. They support exclusionary political regimes and enable states to strengthen existing socio-political systems, and thus further reduce the political autonomy of the individual. Energy megaprojects are projections of state centralization, as they require no input from the localities in which they are placed. They therefore actively reduce political freedom. An alternative model - the decentralised RE model - allows for ownership and operation of RE to remain in the communities where it operates. Solar and wind technology is scalable, whereas previous technology was not. This allows for the creation of an energy system that is not only sustainable but also democratically owned and designed, and socially just. A decentralised system, whereby individuals have a direct say in how their energy systems operate, is vital in ensuring energy justice is achieved alongside climate justice.

Abstract:
Multiple disasters over the past two years have greatly harmed the mental health of the Lebanese population. Despite a long history with political turmoil, discussing mental health in Lebanon remains culturally taboo. Responses to mental health remain under-supported and challenges surrounding this sector will be critical in Lebanon’s transition out of the crisis. This paper seeks to investigate the current state of the mental health system in Lebanon and provides policy recommendations to improve its adaptability in responding to the multifaceted crisis the country is currently experiencing.

Abstract:
After a decade of popular uprisings and civil wars, the Middle East and North Africa (MENA) region is experiencing a deep governance crisis. The transformation, weakening or even the collapse of state institutions has changed the security framework, with direct implications for processes of Security Sector Governance and Reform (SSG/R). This report, produced in collaboration between ISPI and DCAF, explores multiple governance crises in the MENA region, providing case studies on Libya, Iraq, Tunisia, and Yemen. How can we effectively bring about meaningful SSG/R in hybrid security orders? In which way is “institutionalised insecurity” challenging traditional patterns of governance in vulnerable settings?

Abstract:
Throughout the past decade, Jordan has been able to successfully manoeuvre serious predicaments with the ultimate aim of achieving comprehensive development, regardless of the local and neighbouring political, economic and humanitarian challenges. Entering into the kingdom’s second century, the vision of His Majesty King Abdullah II concentrates on political reform, peaceful democratic transition and inclusion of all social segments, particularly the youth, in decision-making and public life. In His Majesty’s own words, “to promote political participation and increase the participation of political parties and youth in Parliament, we must revisit laws regulating political life, such as the election, political parties, and local administration laws, and continue political development efforts”. The emphasis in the coming phase must be to build a culture of coalition and collective action, focus on consolidation and social cohesion, and further strengthen the role of civil society and local communities in contributing to the peaceful democratic transition and solidifying through widening political participation, improving good governance, enlarging decision making processes and enhancing both accountability and civic duties. However, this process is one that requires constructive engagement, purposeful training, and periodic, systematic exploration of the continuously changing attitudes and perceptions of the people in order to sustain the reform and democratic process in Jordan. The continuous support of actors such as the Spanish Agency for International Development Cooperation (AECID), the European Union (EU) and the Center for Strategic Studies (CSS) at the University of Jordan, to build a culture of coalition and collective action particularly among CSOs, political empowerment of women and youth is crucial to ensure a meaningful transition. There is no one model of democratization that fits all societies. However, over the past 6 years, the solid partnership between AECID and CSS (through the project of Qararuna and TAHDIR), proved to be a successful model for paving the way for openness and democratic discourse in the country and the region.

Abstract:
The grievances that exploded all over the Arab region between 2010 and 2020 are historic in so many ways that it is hard to know where to start understanding them. Scholars should avoid a single-focus analysis and instead grasp why the protests across nearly a dozen countries have addressed almost every dimension of material, political, and psychological life. Four key factors that converge, though, should take priority in any assessment of what this decade means for the Arab region: (1) the expanding range of rights, denials, and grievances that citizens raise; (2) the fact that Arabs have unsuccessfully tried to redress these grievances since the 1970s without receiving any serious responses from their states; (3) the demands today to go well beyond reforms in individual policies and instead totally overhaul the governance systems and throw out the ruling elites; and, (4) the simultaneous uprisings across much of the Arab region, revealing the common suffering of citizens and the incompetence of governments in about a dozen states at least. In short, the deterioration of the quality of citizenship and the dilapidated state of public services and governance have reached such a severe condition that they have caused mass eruptions by citizens in multiple lands to redress these stressful and often dehumanizing realities.

Abstract:
Protests in Iraq and Lebanon have drawn global attention as protestors advocate for political and economic reform and an end to corruption, especially in the wake of the Beirut blast and Lebanon’s disaster response. These countries also face economic crisis and socio-political challenges relating to the millions of refugees and IDPs within their borders and the lack of sustainable policies to address displaced people’s needs. In Lebanon and Iraq, refugees and IDPs face discrimination and lack of access to educational and public health resources in addition to the widespread economic pain and disenfranchisement that these countries protest movements aim to confront. How have refugees in these countries been active in or left out of these movements? How can access gaps and discrimination be overcome to integrate refugee rights into these protest movements? How do protest movements reflect a desire to integrate refugees and IDPs into the social fabric of these countries?

Iraq’s sectarian-based political system has depended on oil rents since 2003 to ensure its legitimacy and buy loyalty. Already running out of steam and challenged by protesters, it faces a major new test due to the drop in oil prices caused by the COVID-19 crisis. Unable to maintain its expensive patronage system, and in the absence of any real political reform, the days of the Muhasasa Ta’ifia may be running out.
