1. A Constant Deadlock: Failure of Initiatives to Resolve the Current Tunisian Political Crisis

Abstract:
In early July 2021, a number of political parties and civil society organizations formed what is known as the Referendum Front, calling for the resignation of the Prime Minister and the Parliament, as well as conducting early elections. Meanwhile, the Ennahda government called for the formation of a political government headed by Al-Mashishi, which reflects the attempts of the concerned parties to resolve the current crisis. Such conflicting statements coincided with the Fitch announcing on July 8, 2021 reducing Tunisia’s sovereign rating from “B” to “B-” with further negative prospects. This is the ninth reduction since 2011. The Governor of the Central Bank emphasized that the reduction is caused by political instability and politicians hindering subsidy and wages reform.

Abstract:
In 2017, the Kurdistan Region of Iraq held an independence referendum, which triggered severe backlash, including the loss of control over the oil-rich city of Kirkuk. The backlash from the independence referendum prompted the regional government (Kurdistan Regional Government) to urgently shift policy and re-engage with Baghdad. Since then, the region has recovered politically and has implemented a pragmatic strategy to revitalize the economy and internal affairs. The KRG also launched diplomatic initiatives to restore relations with Iran and Turkey, and has pursued a policy of neutrality to manage the Region’s myriad of crises. Moreover, the KRG has pursued tactical alliances with Iraqi political parties to secure short-term gains, including the resumption of budget transfers from Baghdad. The KRG’s deal-making with Baghdad, however, has fallen short of translating into a sustainable policy, and many of the gains are fragile and dependent on Baghdad’s changing political scene. Without a long-term strategy, the KRG’s new leadership is unlikely to be able to deliver much needed institutional reforms to help curb corruption, improve governance, and enhance transparency in public affairs. And while the KRG has committed to reform politically, it remains unclear if it will bring about meaningful change and address structural challenges, such as entrenched crony networks, rentier economics, and partisan control over the public sector and security forces.The views expressed in this article are those of the author alone and do not necessarily reflect the position of the Foreign Policy Research Institute, a non-partisan organization that seeks to publish well-argued, policy-oriented articles on American foreign policy and national security priorities.

Abstract:
Cyprus is one of the key issues in Turkish Foreign Policy today, probably even more so than it has ever been. A peaceful settlement that optimizes the needs and minimizes the concerns of both the Turkish Cypriot and Greek Cypriot sides is of utmost significance and urgency. A settlement is needed not only to enable Turkey to continue its path towards European accession, but also in order to establish and perpetuate a peaceful coexistence between the two communities on the island. The suspension of efforts to solve the Cyprus issue after the referendum on April 24, 2004, could pave the way for unwelcome developments in Turkey, the EU and in the region as a whole. Therefore TESEV see it as their mission to alert policy makers, opinion leaders and diplomats of the urgency of the issue. As has been stated previously on different occasions, TESEV has three major areas of activity: Democratization, Good Governance and Foreign Policy. There has been a dynamic wave of political, economic, judicial and legal reforms in Turkey vis-à-vis her prospective membership of the European Union. Internal dynamics for democratization, local governance, fiscal policies, transparency and judicial reform and new perspectives in foreign policy have been subjects of concern in this process. These subjects are also the determinants of TESEV’s major program axes. The Foreign Policy Program, one of TESEV’s three main program areas, has been dealing with the Cyprus issue at both governmental and non-governmental levels, with specific reference to the Annan Plan. We support the Annan Plan as the basis for a viable solution. This monograph provides a historical account of the problem and settlement efforts, elaborates the Annan Plan and provides some suggestions for the way forward.
