1. Palestinian Women: Between War Resilience and Their Role in Post-Conflict Reconstruction in Gaza.

Abstract:
Women constitute 49% of the total population, according to the Palestinian Central Bureau of Statistics (PCBS) reports, but their contribution to public life remains far below their numbers in society. According to the Palestinian Central Bureau of Statistics (PCBS) reports, women in the labor market will account for 19% in 2023. In decision-making centers, women’s participation remains low and one of the lowest rates in the region, despite being one of the most important indicators of gender equality, as data for 2021 showed that the percentage of women members of the Central Council constitutes about 23%, 19% of the members of the National Council, and 12% of the members of the Council of Ministers. There is also one-woman governor out of 15 governors, and 1% of the heads of local authorities in Palestine are women. As for the management of the councils of chambers of commerce, industry and agriculture, only 1% are women, about 19% of judges are women, and 18% of prosecutors are women. These figures reflect a marked exclusion of women from public life, which negatively affects their status, deepens gender inequality gaps, and at the same time prevents society from benefiting from women’s abilities and contribution to public life. This will inevitably affect the development of society and reinforce internal conflicts, especially gender conflicts. The exclusion of women in Palestine is a social tendency to exclude them from important public positions in the economy and politics, preventing them from expressing their opinions and limiting their public visibility. Despite the vital role that women play in crises, such as their steadfastness during the recent war on the Gaza Strip, in which various types of munitions were used including internationally banned ones, and came after years of siege imposed on Palestinian men and women, which deepened their suffering, but the general trend was to exclude women.

The immense extent of destruction in the Gaza Strip caused by the 2023-2024 Gaza War, requires massive rebuilding. This paper sets a vision of a long-term economic rebuilding plan, which is aimed at ending the humanitarian crisis and creating a functioning and sustainable economy. The rebuilding of the Gazan economy, and the Palestinian economy at large, should be planned and designed as part of an international-regional political and economic vision of stabilizing, strengthening and improving Israeli-Palestinian and Israeli-Arab relations, in the broader context of strengthening stability and prosperity in the Middle East.

4. CCAS Conference on Iraq Twenty Years On: Prospects of Epistemic Reconstruction

Abstract:
Commemorating the 2003 invasion of Iraq twenty years on, CCAS hosted a conference exploring the invasion’s economic, social, and geopolitical consequences, as well as its representation in Iraqi arts and culture. The conference, held on March 31 in partnership with George Mason University’s Middle East and Islamic Studies Program and the Arab Studies Institute, also included a screening of the 2004 documentary, About Baghdad, the first film made after the fall of the Ba‘th regime. The film screening provided a way of foregrounding native Iraqi voices and perspective on the aftermath of the war and was followed by a discussion with the film’s directors. The conference’s first panel session, titled “The Invasion of Iraq and After: Twenty Years On,” offered concise insights from a broad range of angles: the occupying forces, the state, the geopolitical order, and most importantly, ordinary Iraqis. It convened panelists with a considerable history of intellectual engagement with the subject, who had the challenge of presenting their work in only twelve minutes each—twelve minutes for “twenty years and more, and one million lives,” remarked Iraqi writer Sinan Antoon on the magnitude of responsibility in the task at hand. With emphasis on the process of constructing historical narratives while silencing certain historical events, Antoon highlighted how the “United States of Amnesia” has ignored or romanticized its actions (read congenital crimes) in the 1991 Gulf War and the 2003 invasion of Iraq. These actions, he asserted, led to the devastation of Iraq’s infrastructure, economic collapse, and the suffering of its people under American sanctions.

5. The Case for Sending a Multinational Force to Gaza

While the current Israeli military operation seeks to degrade the military capabilities of Hamas, the Israeli government has not put forward a coherent plan for what should happen to the Gaza Strip once the operation is over. The United States, the European Union and other key allies of Israel have stated their objection to an Israeli re-occupation of the Gaza Strip. Instead, the US administration and several other key actors have indicated their preference for the Palestinian Authority to govern Gaza. However, the President of the Palestinian Authority, Mahmud Abbas, and other prominent Palestinian figures have made it clear that they do not wish to take over the running of Gaza immediately after Israel’s military operation with no political horizon in sight. In the longer run, they expect to see the Gaza Strip incorporated into an independent Palestinian state. Importantly, the Palestinian Authority currently does not have the capacity to take over and govern the Gaza Strip. An interim solution that could assist in the governance of the Gaza Strip, while providing security and preventing further attacks on Israel, is deploying a large multinational peacekeeping force with a clear mandate and robust rules of engagement. In terms of its mission, size, mandate, and rules of engagement, such a multinational force would need to resemble KFOR in Kosovo and INTERFET in East Timor much more than the ineffective UNIFIL mission in southern Lebanon, which proved incapable of keeping Hezbollah forces away from Israel’s border. An effective peacekeeping mission in Gaza would have to fulfil three interlinked tasks. Security: It is still unclear how the present military operation in the Gaza Strip will end. If Israeli forces withdraw while there are still militant groups with the capacity for violence within Gaza, the multinational force may have to engage in peace enforcement. Under Chapter VII of the UN Charter, peacekeepers can be authorised to target particular actors, demobilize warring parties and decommission their weapons, and to support the transfer of territorial control from illegitimate non-state armed groups to legitimate authorities. The multinational force could assume gradual responsibility over parts of the Gaza Strip as part of a phased Israeli withdrawal. Careful coordination between the IDF and the peacekeeping mission will be crucial. Governance: The multinational force must prevent a vacuum in governance in Gaza. Part of its mission should be to ensure that basic civil authorities and essential services return to work and continue to function, and that internally displaced refugees can be temporarily accommodated and eventually return to their homes. An internationally-appointed High Representative should lead the mission’s civilian efforts, paving the way for a phased handover to Palestinian control. Reconstruction: The Gaza Strip is currently experiencing unprecedented levels of destruction. The multinational force can play a key role in initial reconstruction efforts, ensuring the supply of electricity and water returns quickly, and minimizing any hazard caused by unexploded ordnance, Hamas tunnels, and sewage spillages. Deploying multinational forces in Gaza will send a very clear message to Palestinians, Israelis and the rest of the region that there will not be a return to the status quo ante of “managing the conflict”. A peacekeeping mission in Gaza will be an interim phase and must be part of a broader diplomatic settlement that will include Israelis, Palestinians, key regional actors, and the international community. * This document is part of a series of policy papers which is a product of a joint project by the Mitvim Institute and the Berl Katzenelson Foundation to reflect on the post-war era with the support of the new Israel Fund. 6. Congregations turned to Actors: The case of Christian Local Reconstruction Committees in Nineveh

Abstract:
Local religious actors can play important roles in the physical and emotional rehabilitation of conflict-affected communities. In this study, the role of the Church-led local reconstruction committees (LRCs) in sustainable community rehabilitation in the Nineveh Plains of northern Iraq was examined on the basis of qualitative field research. The LRCs were formed after the liberation of the Nineveh Plains from the so-called Islamic State to directly engage conflict survivors, reduce dependency on external actors, enhance intra- and inter-community collaboration, and facilitate the rehabilitation process. The study demonstrates that despite complex security and political dynamics, local Church leaders can be strong local actors and drivers of change, particularly in influencing post-conflict rehabilitation and the rebuilding of communities. However, they need to be sensitive to the complex and highly politicised inter-communal and socio-political dynamics. This study concludes by providing a number of practical policy recommendations to local, national and international stakeholders.

7. Ways out of Europe’s Syria Reconstruction Conundrum

Rebuilding war-torn Syria poses a formidable challenge for European governments, which are unwilling to legitimise the Damascus regime by funding reconstruction. Instead, the EU and its member states could consider bankrolling small projects without regime involvement and testing an approach that trades aid for reforms. What’s new? The Syrian war is drawing to a close, but whether the regime in Damascus can also win the peace is uncertain. Few appear willing or able to invest significantly in reconstruction, and Europe, which could make substantial funds available, is withholding support absent a genuine political transition. Why does it matter? Without reconstruction, Syrians’ living conditions could deteriorate and leave the country’s recovery indefinitely postponed, perpetuating current instability. Yet many European leaders believe reconstruction support without substantial reforms could have a similar effect, empowering a regime intent on repression, not reconciliation. What should be done? Europe should consider supporting small-scale rehabilitation projects on condition of no regime interference. It could also test an incremental incentives-based approach – a progressive lifting of sanctions, gradual normalisation of relations and staggered disbursement of reconstruction funds – in exchange for political reforms and regime steps to ease repressive and discriminatory practices.

8. Waiting for no one: prospects and consequences of bottom-up reconstruction in Syria

Discussion paper for the workshop on: “The Politics and Modalities of Reconstruction in Syria”, Geneva, Switzerland, 7-8 February 2019. The war in Syria has not ended, yet uncoordinated bottom-up reconstruction efforts have already taken place in many areas where the bombing and violence have stopped. The government is prioritising restoring electricity, as it is inexpensive, but water, education, and health are harder to restore cheaply and quickly. The resumption of public services, and investment in regime areas depends on loyalty, reminiscent of pre-war sectarian politics. The extent of politicisation of the reconstruction efforts led by the Syrian government is reduced because of limited funds, and government disconnection from local levels. Bottom-up efforts to reconstruction are limited to individuals rebuilding their houses using remittances, or low-level housing projects. Lack of large funding for infrastructure, industry and health will slow growth, reinforce fragmentation of industry and reproduce the root causes of the conflict.

9. Reconstructing Iraq: Where Do We Stand

Abstract:
This month last year, the Kuwaiti government hosted a ‘Conference for the Reconstruction of Iraq’. It was attended by the United Nations Secretary General, António Guterres, along with dozens of foreign ministers and large numbers of other government and business representatives. The timing was perfect for Iraq. The country had recently announced the military defeat of the Islamic State (IS) and was enjoying an unprecedented level of optimism and all-round international good will. Until then, Iraq had for a number of years been suffering from a severe economic crisis, precipitated largely by decades of poor management of state resources, never-ending wars and crises, and the drop in oil prices. Hence, the country needed help and, luckily for the Iraqis, its neighbours were willing to help because failure to address reconstruction needs would add to the country’s fragility and chronic instability.

10. The New KRG Cabinet: Visions and Strategies for the Next Four Years

The 9th KRG Cabinet was formed in July of 2019. At its inception, the PM committed his new cabinet to a manifesto consisting of 52 critical reforms, designed to fulfill his pledge to improve services, enhance the rule of law, strengthen government institutions, and address chronic problems that have plagued Iraq for 100 years. All cabinet ministers were tasked, from the outset, with the mandate to prepare their respective ministries for the implementation of that manifesto. In his opening remarks, Dlawer Ala’Aldeen stated that, following the debate with the Prime Minister, who described his vision and strategies for the KRG Cabinet overall, this panel would dig deeper into the specific action plans of four key service-related ministries. These include the Ministries of Education, Health, Electricity, and Reconstruction & Housing. The Ministry of Planning, which plays a central role in the overall operation of the government and the expenditure of its budget, would be engaged as well.
