Abstract:
AKP's rise to power in Turkey brought economic development and the reexamination of the country's self-perception. Erdoğan's foreign policy aimed to develop relations with Middle Eastern countries so that Turkey could become the region's leader. This article focuses on Turkey's relations with Egypt within the Regional Security Complexes Theory framework. It argues that the rise of Turkey's influence and power led to new alignments between the region's countries. Following the coup led by General el-Sisi, Egypt became hostile to Ankara and sought allies to help it counterbalance Turkey. Thus, it began cooperating with Greece and Cyprus, states that do not belong to the Middle Eastern RSC. This new alignment then slowed down the process of normalisation of ties between Cairo and Ankara, which became possible only after both countries experienced economic problems, and the regional climate changed after the blockade of Qatar ended.

According to polls, the Turkish opposition candidate has a chance to defeat Recep Tayyip Erdoğan in next year’s presidential elections. Although the opposition parties’ vision of foreign policy is not consistent, as evidenced by public divergences in, for example, the approach to the EU or the war in Ukraine, they remain consistent with the need to improve Türkiye’s relations with the West.

Turkey will go to the polls at the latest in June 2023 to elect both the President and the parliament. These elections could bring to an end the period in which the AKP has ruled by means of various unofficial coalitions. The 2019 municipal elections also showed that it was possible for the opposition to defeat authoritarian regimes through elections, thereby showing voters how essential it was for them to join forces. Recep Tayyip Erdoğan seems to be playing all his cards to win this election, which should come as no surprise, given that he is both a shrewd politician and an ‘election machine’. Kemal Kılıçdaroğlu has advantages, but also disadvantages that put him in the weakest position of all the current candidates. This has been confirmed by multiple polls. Ekrem Imamoglu’s judicial conviction on 14 December 2022, and the fact that this verdict paves the way for his ban from politics, has completely changed his candidacy case. Mansur Yavaş’s nationalist background, and the fact that he still uses former MHP cadres in the staff of the municipality, may cause the Kurdish political movement to maintain distance from him if he is a candidate. Turkey’s 2023 election depends on what the οpposition does to anticipate the moves Erdoğan makes to stay in power.

U.S. concerns center on Turkey’s democratic backslide and deepening ties between Erdogan and Putin—but the Turkish president also wants to develop a rapport with Joe Biden and fortify his country’s weakened economy. In the seventh in a series of TRANSITION 2021 memos examining the Middle East and North Africa, Soner Cagaptay offers guidelines for reinforcing the strained U.S.-Turkey relationship. Principal causes for unease involve U.S. concerns about Turkey’s democratic backslide and deepening ties between President Recep Tayyip Erdogan and his Russian counterpart Vladimir Putin, particularly Ankara’s decision to purchase the S-400 missile defense system from Moscow. Yet Erdogan also wants to develop a rapport with President Biden and fortify his country’s weakened economy. Further, Ankara and Washington can find many areas for tactical cooperation in places such as Syria, Libya, and China’s Xinjiang province, where the government is carrying out a genocide against the Muslim Uyghur population “Erdogan needs to reverse the current dynamic by advancing the narrative that he is getting along just fine with Washington,” the author explains. “Thus, in this early phase of the U.S. administration, Biden would appear to have a brief window of leverage over his Turkish counterpart.” In the coming weeks, TRANSITION 2021 memos by Washington Institute experts will address the broad array of issues facing the Biden-Harris administration in the Middle East. These range from thematic issues, such as the region’s strategic position in the context of Great Power competition and how to most effectively elevate human rights and democracy in Middle East policy, to more discrete topics, from Arab-Israel peace diplomacy to Red Sea security to challenges and opportunities in northwest Africa. Turkey is making overtures for rapprochement with Egypt. How will Sisi respond? In a surprising development, Turkey-based media channels opposed to the Egyptian regime announced the suspension of all political programs attacking President Abdel-Fattah al-Sisi and his regime, based on directives from the Turkish government. Supporters of the Egyptian regime met the news with happiness and approval, counting it as a victory for Sisi. Yet the Egyptian regime itself refrained from showing enthusiasm towards this paradigm shift, contenting itself with a remark by Minister of Information Osama Heikal in which the minister said the move represented a “good gesture from Turkey.” Meanwhile, Egyptian Islamists residing in Turkey were struck by concerns that President Recep Tayyip Erdoğan could be contemplating handing them over to Cairo. Looking ahead, despite the importance of Erdogan’s gesture, any response from Sisi is still unclear

For at least his first decade at Turkey’s helm, if not longer, subsequent US administrations regarded Recep Tayyip Erdoğan as an important partner. More recently, the pendulum has swung the other way; Erdoğan has emerged as a bipartisan bête noir in Washington. President Biden has called Erdoğan an “autocrat”; Secretary of State Antony Blinken referred to Turkey as a “so-called strategic partner,” and large majorities from both parties in Congress have voted to sanction Turkey until it reverses its purchase of Russian weaponry. The image of Turkey that US policymakers appear to be operating with is, as one columnist summed it up, that “Turkey’s president does what he does because he gets away with it.” In other words, Erdoğan is in full control of Turkey’s foreign policy, and, having opened a gulf between the two allies, Washington’s options are to either compel a change in his behavior or suspend its partnership with Turkey until the end of his rule. Much like the earlier, now discarded, belief in Erdoğan’s comity, this view, too, deserves to be challenged.
