Abstract:
The Tunisian revolution of 2010-11 has been understood as a point of rupture after years of worsening job prospects and living standards in the country. Some have claimed it highlighted the inefficacy of Tunisia’s development policies, while other studies saw a link between high rates of literacy, lack of economic opportunities, and protests against the state. One should, however, be cautious of taking an economically deterministic approach to Tunisia’s uprising. Many countries whose citizens are mired in deep poverty and rampant unemployment are not in a state of revolt. Other factors such as pre-existing social networks (like trade unions and family ties) also play a major role in shaping political events. Furthermore, economic statistics in North African countries, such as Tunisia, are often manipulated for political reasons.

Abstract:
Iraqis of all ethnic and sectarian groups are fed up with the ineptitude and corruption of their political leaders and the institutions they control. Since 2015, they have turned out in record numbers to protest against their political elite. The protests that unfolded in 2015 and 2016 have highlighted two failings of Iraq’s post-2003 “democratic” order: 1) the entrenchment of a corrupt “partyocracy” that has captured the state and deepened sectarian divisions, and 2) the weakness of state institutions and the absence of the rule of law that have encouraged widespread corruption and fostered broad popular distrust of the post-Saddam Iraqi state.

Abstract:
It is rare to find a journal that examines women’s participation in South Sudan in one chapter and the exploitation of outer space resources in the next; that dissects the effects of Chinese investment in Sub-Saharan Africa and demystifies the Ferguson effect. But the Journal of Public and International Affairs is not your average journal. It represents the very best of what graduate-level public policy students have to contribute to the pressing policy debates of today. It is wide-ranging in subject matter and trenchant in its recommendations. Founded in 1990, but with an ancestor publication dating back to 1963, the JPIA is based on the notion that students of public policy have important things to say about public affairs and that careful analysis and targeted critique can pave the way for meaningful change and progress. The graduate students published in this year’s JPIA combine practical experience from around the world with intensive academic study. They have spent the last year diving deep into the issues they are passionate about and have all been challenged by the need to move past descriptive analysis and towards concrete solutions. These papers represent the best of their scholarship.

115. How Sectarian Conflicts Overtook the Arab Spring

Abstract:
Reflections on the problem of sectarianism in the wake of the Arab Revolutions from CCAS’ inaugural American Druze Foundation Postdoctoral Fellow. Why has Sunni-Shi’i sectarianism become the leading issue of debate in Middle East politics over the last few years? Led by rival Sunni and Shi’i theocracies, Saudi Arabia and Iran respectively, the region seems to have fallen into opposing camps in a sectarian cold war. Along the fault-lines in Iraq, Syria, Yemen, and Bahrain, Sunnis and Shi’is are fighting for supremacy, backed and incited by coreligionists across the region. The Middle East is in a lamentable state, but this is not— despite what we are increasingly told by news media and political leaders—its natural state. The Middle East’s problems are not “rooted in conflicts that date back millennia,” the excuse President Obama used to explain away foreign policy failures in his final State of the Union address. Phrases like “ancient conflict” or “deep-rooted hatreds”—heard more and more commonly—do not explain the actions of our contemporaries in the Middle East any more than they do yours or mine. And they certainly don’t explain why sectarianism, which emerged as a central feature of regional politics only in the past decade, is so new.

116. How to Reverse Five Years of Failure on Bahrain

On the fifth anniversary of the mass protests in Bahrain that threatened to bring down the country’s autocratic regime, Bahrainis continue to suffer severe repression and political instability. Although the scale of mass arrests and torture the government used to suppress the uprising in March, April, and May of 2011 has diminished, and there have been some largely cosmetic reforms introduced since then, arbitrary arrests and torture in custody continue. Leading human rights activists and peaceful opposition leaders who were able to work relatively unimpeded since 2011 are now in jail, forced into exile, or facing trumped-up charges. The leading civil society and nonviolent political opposition figures arrested and tortured in 2011 remain in prison and there seems to be no prospect of any political dialogue between the government and opposition groups. The protests have not stopped, and a minority have taken on a violent edge, with over a dozen policemen killed since 2011. The country’s prisons are bulging with political detainees, many of whom were sentenced in mass trials after an unfair judicial process. This blueprint draws on dozens of interviews with Bahraini human rights defenders, civil society activists, journalists, academics, families of detainees, lawyers, U.S. government officials, and others. Despite repeated requests for permission to access Bahrain, Human Rights First has been denied entry to the country since 2012. This report examines conditions in Bahrain, the strengths and shortcomings of the U.S. response, and potential opportunities for the U.S. government to support civil society and strengthen respect for human rights. Though the smallest country in the Middle East, Bahrain exemplifies several of the major challenges for U.S. policy in the region. 2016 promises to be a defining year as a series of issues converge to threaten Bahrain, including: sectarian tensions exploited by ISIL and other Sunni extremists and by Shi’a-dominated Iran; economic vulnerability linked to sharply falling oil prices; corruption and political instability; a lack of reform leaving the root grievances of the large scale public protests unresolved; and U.S. government support for an authoritarian status quo seen as the best way of protecting major military investments—in Bahrain’s case, the U.S. Naval Fifth Fleet base. This year will also be important as President Obama shapes his legacy in the Middle East. In 2009, at the start of his presidency, he delivered a message of hope in Cairo: “America does not presume to know what is best for everyone, just as we would not presume to pick the outcome of a peaceful election. But I do have an unyielding belief that all people yearn for certain things: the ability to speak your mind and have a say in how you are governed; confidence in the rule of law and the equal administration of justice; government that is transparent and doesn't steal from the people; the freedom to live as you choose. These are not just American ideas; they are human rights. And that is why we will support them everywhere.” Much has changed in the intervening years. In his speech to the U.N. General Assembly in September 2015, President Obama opted for analysis rather than exhortation, noting, “repression cannot forge the social cohesion for nations to succeed. The history of the last two decades proves that in today’s world, dictatorships are unstable. The strongmen of today become the spark of revolution tomorrow.” He continued: “I believe a government that suppresses peaceful dissent is not showing strength; it is showing weakness and it is showing fear. History shows that regimes who fear their own people will eventually crumble, but strong institutions built on the consent of the governed endure long after any one individual is gone.” Yet the U.S. government’s handling of the enduring crisis in Bahrain has too often failed to draw obvious conclusions from the administration’s own analysis of the detrimental impact of human rights violations on stability and progress. As a result, in the absence of actions and policies that would suggest the contrary, many in Bahrain and across the region view the Obama Administration as supportive of the repressive leadership in Manama. This support for the dictatorship is rendering Bahrain less stable, undermining U.S. efforts to prevent violent extremism, and further damaging Washington’s credibility in the region.

117. Women In The Lebanese Daily Newspapers Cartoons

Abstract:
Many thousands of people demonstrated on March 8, 2014 demanding the promulgation of the law to protect women from domestic violence. It was the biggest feminist manifestation in the history of Lebanon and which started after a number of cases largely covered by the media of women killed or beaten by their husbands. In this context we have decided to observe how the daily press reflected the emergence of the feminist movement and what place it has reserved for women during this period through the cartoons. This article proposes the examination of a corpus of cartoons in four Lebanese daily newspapers (An-Nahar, As- Safir, Al-Mustaqbal and al-Balad) during a period of one year. The result that we reached is that the Lebanese cartoonists give little importance to the feminine figure. At the same time the struggle conducted by the feminist movements during the period of the study were almost absent from the cartoonists’ work. These cartoonists seem to be led by stereotypes that they reproduce, a rearguard struggle. One of these stereotypes is the model of the beautiful and sexy woman, an erotic object par excellence.

Abstract:
The Russian attitude to the Arab Spring—a mixture of skepticism, caution and mis-trust—was for a long time poorly understood outside the country. In the West, which initially saw in the Arab Spring the familiar battle between “democracy from below” and “dictatorship from above,” many accused Moscow of sympathizing with outdated au-thoritarian regimes, even facilitating their behavior, and of being incapable of keeping up with the times. Later, the situation changed. As democratic revolutions were replaced by civil con-flicts (some more peaceful, others more bloody, all exacerbated by ethnic or religious differences) Russia’s conservative position started to find support, both within the Mid-dle East and beyond. The breakthrough Russo-American agreement on Syrian chemical weapons opened the door to the Geneva II talks, bringing factions within Syria to the same talks table, and also helping regulate the Iranian nuclear issue. To understand the factors that shaped the Russian attitude to the Arab Spring, we need to review recent Russian history and how the situation has changed Russia’s bor-ders. In this article, we will attempt to circumscribe these factors, and offer insights into their true nature.

119. The “Color Revolutions” and “Arab Spring” in Russian Official Discourse

Abstract:
The “color revolutions” in the post-Soviet space were initially understood to mean the Rose Revolution in Georgia (2003), the Orange Revolution in Ukraine (2004) and Tulip Revolution in Kyrgyzstan (2005). The one feature these events share is considered to be the non-violent nature of the regime change resulting from mass protests. The 2010 revolution in Kyrgyzstan may also be relegated to this group of cases: although the revolution was not entirely peaceful it nonetheless led to a change in the country’s lead-ership. Somewhat less clear are regime change attempts or mass protests, for example the situation in Andijan (Uzbekistan) in 2005 or the mass protests and riots in Moldova in 2009. It is still unclear whether the power shift in Ukraine in February 2014 should be considered a “color revolution;” there is also no precise definition of the concept of the “Arab spring,” which is usually thought to include the mass upheaval and protests, more often not peaceful, that led (or did not lead) to regime change in a number of countries of the Arab world starting in late 2010. Despite the lack of consensus among political leaders and experts regarding terminology, on the whole the terms “color revolutions” and “Arab spring” have caught on and as a rule are used without further explanation in Russian official discourse in the expert community and in the media.

Abstract:
We are pleased to present the third edition of the Harvard Journal of Middle Eastern Politics and Pol icy. This volume is being published at a time of rapid transformation in the Middle East and North Africa. The euphoric uprisings of 2011 have met with fierce resistance from resilient autocrats and the complex realities of reshuffled domestic politics. With corruption scandals threatening the long-venerated Turkish model, an Egyptian military reasserting itself in political life, and heated tribal disputes compromising an already fragile Libyan state, which way the region is headed remains altogether unclear. These volatile domestic transformations coincide with regional diplomatic realignments. Nuclear diplomacy between Iran and the West has complicated the relationship between Washington and its traditional allies in Israel and the Gulf. The Obama administration’s hesitance to intervene militarily in Syria has at times further strained these ties. Meanwhile, the unprecedented diffusion of Syrian refugees risks destabilizing neighboring states and igniting a region-wide conflagration. This year’s Journal sheds light on many of the dynamics underlying what we see as a larger regional transformation. Ibrahim Sharqieh opens the Journal with a commentary on the often overlooked plight of Palestinian “double refugees”—those first displaced by conflict with Israel, displaced again by conflict in Syria. Matthew Levitt provides our first feature article investigating the evolving strategic relationship between Hezbollah and Iran. Denise Natali analyzes the dynamics—new and old—of transborder Kurdish politics. Todd M. Johnson and Gina A. Zurlo focus our attention on demographic trends behind the flight of the region’s Christian communities. Karina Piser helps dispel the popular narrative of religion as the sole driver of Islamist political parties in Tunisia, focusing us instead on their internal debates and political acumen. John Strickland points us to an economic transformation with global consequences taking place in the region’s skies: the growth of Gulf airlines. Lastly, spanning the politics of the Palestinian Authority, the political economy of oil and gas, and the underpinnings of the region’s grassroots political movements, this year’s staff interviews offer fresh perspectives on pressing issues.
