Abstract:
Social Currents in North Africa is a multi-disciplinary analysis of the social phenomena unfolding in the Maghreb today. The contributors analyse the genealogies of contemporary North African behavioral and ideological norms, and offer insights into post-Arab Spring governance and today’s social and political trends. The book situates regional developments within broader international currents, without forgoing the distinct features of each socio-historical context. With its common historical, cultural, and socio-economic foundations, the Maghreb is a cohesive area of study that allows for greater understanding of domestic developments from both single-country and comparative perspectives. This volume refines the geo-historical unity of the Maghreb by accounting for social connections, both within the nation-state and across political boundaries and historical eras. It illustrates that non-institutional phenomena are equally formative to the ongoing project of post-colonial sovereignty, to social construction and deployments of state power, and to local outlooks on social equity, economic prospects, and cultural identity.

Religion was a pillar of pre-modern political identity in the Middle East, arising out of Muslims’ understanding of Islam’s foundational moment and state institutions that developed with the spread of Islamic Empire. Beginning at the turn of the 19th century, European colonial powers and indigenous reformers questioned the centrality of religious identity; instead, it was to be the nation that defined the political community. Since then, the nationalist project has permeated 20th century ideological conflicts in the region, equally shaping the claims of secularists and Islamists. Today, advocates of religious change refer back to early Islamic history as they seek to place religious over national identity, yet they, like their competitors, are unmistakably shaped by the secular nationalist project.

The term “post-colonial” has presented a seminal problem for historians of the 20th century Middle East. As this essay will detail, debates over the term have provided an important axis around which discussions of political identity revolve. Following World War Two European power in the Middle East crumbled and a number of post-colonial states emerged. These states often justified their existence in terms of ideologies that were tied to specific post-colonial, political identities. Endless debates have occurred over how much emphasis to put on the post-colonial nature of these states and their political identities. In this essay, I will discuss whether a state’s status as post-colonial matters. If so, how? And what are the consequences? Following a general discussion of debates over post-colonialism, will look more closely at three case studies: Egypt, Iraq, and Iran.

Abstract:
Wael B. Hallaq boldly argues that the "Islamic state," judged by any standard definition of what the modern state represents, is both impossible and inherently self-contradictory. Comparing the legal, political, moral, and constitutional histories of premodern Islam and Euro-America, he finds the adoption and practice of the modern state to be highly problematic for modern Muslims. He also critiques more expansively modernity's moral predicament, which renders impossible any project resting solely on ethical foundations. The modern state not only suffers from serious legal, political, and constitutional issues, Hallaq argues, but also, by its very nature, fashions a subject inconsistent with what it means to be, or to live as, a Muslim. By Islamic standards, the state's technologies of the self are severely lacking in moral substance, and today's Islamic state, as Hallaq shows, has done little to advance an acceptable form of genuine Shari'a governance. The Islamists' constitutional battles in Egypt and Pakistan, the Islamic legal and political failures of the Iranian Revolution, and similar disappointments underscore this fact. Nevertheless, the state remains the favored template of the Islamists and the ulama (Muslim clergymen). Providing Muslims with a path toward realizing the good life, Hallaq turns to the rich moral resources of Islamic history. Along the way, he proves political and other "crises of Islam" are not unique to the Islamic world nor to the Muslim religion. These crises are integral to the modern condition of both East and West, and by acknowledging these parallels, Muslims can engage more productively with their Western counterparts.

Despite the West's growing involvement in Muslim societies, conflicts, and cultures, its inability to understand or analyze the Islamic world threatens any prospect for East-West rapprochement. Impelled by one thousand years of anti-Muslim ideas and images, the West has failed to engage in any meaningful or productive way with the world of Islam. Formulated in the medieval halls of the Roman Curia and courts of the European Crusaders and perfected in the newsrooms of Fox News and CNN, this anti-Islamic discourse determines what can and cannot be said about Muslims and their religion, trapping the West in a dangerous, dead-end politics that it cannot afford. In Islam Through Western Eyes, Jonathan Lyons unpacks Western habits of thinking and writing about Islam, conducting a careful analysis of the West's grand totalizing narrative across one thousand years of history. He observes the discourse's corrosive effects on the social sciences, including sociology, politics, philosophy, theology, international relations, security studies, and human rights scholarship. He follows its influence on research, speeches, political strategy, and government policy, preventing the West from responding effectively to its most significant twenty-first-century challenges: the rise of Islamic power, the emergence of religious violence, and the growing tension between established social values and multicultural rights among Muslim immigrant populations. Through the intellectual "archaeology" of Michel Foucault, Lyons reveals the workings of this discourse and its underlying impact on our social, intellectual, and political lives. Abstract:
The Persian Gulf states of Oman, Qatar, and the United Arab Emirates (UAE) have largely been immune to the rising tide of sectarianism that has rocked the Middle East in the wake of the Arab Spring. The three monarchies have successfully integrated their Shi'ite minority populations into their countries' sociopolitical and economic spheres, giving those populations little reason to engage in violence or seek political guidance from Iran or Iraq. Omani, Qatari, and Emirati Shi'ites strongly identify themselves as citizens of their respective countries and remain loyal to their ruling regimes. However, the spillover effects of the Syrian civil war—a sectarian conflict between the Shi'ite Iran-Hezbollah-Assad axis and the opposition groups backed by regional Sunni governments—are threatening Sunni-Shi'ite stability in the UAE, Qatar, and to a lesser degree, Oman. The United States should help maintain harmony in these states by reaching out to independent Shi'ite business communities and by working with regional leaders to ensure equal citizenship, political rights, and religious freedom among minority populations.

Russia has spent over a decade trying to recapture the influence the Soviet Union once enjoyed in the Middle East, but President Vladimir Putin's attempts to position Moscow as a key regional player have come up short. With revolutions across the Arab world overturning old orders and ushering in Islamist governments, Russia's chances for strengthening its position in the region look increasingly slim. The Kremlin must change course and ensure that its approach to the Middle East and Islamists reflects post–Arab Spring realities.

Europe has the duty and the opportunity to get on the right side of history, and to assist in reform and reconstruction, if and when requested. The economic dimension is about more than aid and trade, and will turn importantly on ideas and debate. Policy should be driven by a blatant bias towards democracy and its defenders, the support of competitive politics and open societies, education and the building of institutions, law-based regimes and the empowerment of women – everything many Arabs still find attractive about Western society.

The Middle East faces even bigger challenges in 2013 than it did during the first two years of the so-called Arab Spring. So far—a pivotal caveat—the Arab uprisings have deepened the political divide, worsened economic woes and produced greater insecurity. Solutions are not imminent either. More than 120 million people in Egypt, Tunisia, Libya and Yemen have experienced successful uprisings that ousted four leaders who together ruled a total of 129 years. But more than half of the Arab world's 350 million people have yet to witness any real change at all. Defining a new order has proven far harder than ousting old autocrats. Phase one was creating conditions for democracy. Phase two is a kind of democratic chaos as dozens of parties in Egypt, Libya and Tunisia do political battle (and in some cases physical battle) over constitutions. Ancien regimes have not totally given up, as in Yemen. The cost of change has exceeded even the highest estimates, as in Syria. So most Arabs are probably disappointed with the “Arab Spring” for one of many reasons. Nevertheless the uprisings were never going to happen in one season. This is instead only the beginning of a decades-long process—as most in the West should know from their own experiences.
