251. Interim Return and Palestine: On Politics, Terminology and Structural Invisibility

Abstract:
Taking its cue from the literature on return migration and repatriation processes as well as the Palestinian refugee problem, this paper looks first at the issue of return to place of origin or not. Return migration to the West Bank and Gaza Strip is then considered in the light of this schema, and stipulations of the politicisation of a transnational paradigm and the structural invisibility of return migration are highlighted. The present paper argues that in the Palestinian context, return is a political issue for all parties concerned and that Palestinian return migration has been structurally invisible. The paper concludes that politicisation of a transnational paradigm should be acknowledged in studying Palestinians' transnational mobility and relations because otherwise the fact that some transnational practises might aim at permanent return can pass unnoticed.

Abstract:
This short paper launches the second set of studies in the Carnegie Papers Middle East Series. The first set, now also published as a book under the title Uncharted Journey: Promoting Democracy in the Middle East, examined the most important issues concerning democracy promotion and democratic change in the Middle East. One of the conclusions that emerged from those studies is that the Middle East still offers a rather discouraging political picture. There are some liberalized autocracies but no democratic countries in the region. The link between economic and political reform remains weak. Democratic reformers have failed to build strong constituencies, and the organizations with strong constituencies are Islamist rather than democratic. The integration of Islamists in the reform process remains poor. And the United States, now championing democracy in the region, has little credibility in Arab eyes, and still has not consistently integrated democracy promotion in its policy toward the area. Yet, despite all these problems, it is becoming increasingly clear that there is a ferment of reform in the Middle East. But how significant is it?

Abstract:
The Middle East Partnership Initiative (MEPI), an important component of the Bush administration's policy of promoting Middle East reform, is falling short. MEPI should be relaunched as a private foundation funded by the government, akin to the Asia Foundation or the Eurasia Foundation. Such a relaunch would permit MEPI to develop greater expertise in the region, use more flexible, effective aid methods, and gain some independence from other U.S. programs and policies that serve conflicting ends. The restructuring of MEPI should be part of a broader set of measures to establish a more visible, coherent institutional policy structure to pursue the critical goal of fundamental political and economic change in the Middle East.

IN PALESTINE, CITIZENS HAVE RIGHTS OF FREE SPEECH and free assembly. The most independent judiciary in the Arab world adjudicates their disputes. Palestinians select their leaders freely in competitive elections overseen by an independent electoral commission. A representative assembly monitors the executive, granting and withholding confidence from ministers and reviewing the state budget in detailed public discussions. Elected councils manage local governments that are fiscally autonomous of the center.

The Bonn Agreement, signed on December 5, 2001, provided the road map for the transformation of the Afghan state, culminating in the September 18, 2005 legislative elections. The landmark polls, which proceeded largely peacefully, have elected an Afghan Parliament for the first time in more than three decades. Although the Bonn political process has made great strides toward facilitating Afghanistan's transition to democracy, the costs and challenges associated with the reform agenda are immense and continue to spiral. With a narrow revenue base, Afghanistan will remain dependent on support from the international community for many years to come, not just to cover the capital costs associated with reconstruction and poverty reduction but also to underwrite core operating expenditures. Once funding for Coalition military operations is factored in, the cost of maintaining relative peace and stability in Afghanistan could exceed the $16-18 billion per year currently being spent—a prohibitively high figure in light of creeping donor fatigue. With the security situation in the country still volatile, regional posturing intensifying, and the United States signaling that troop withdrawals are imminent, Afghanistan's transition remains fragile and uncertain. Senior Washington officials already quietly acknowledge that the reform process has failed to maintain the critical momentum that the Afghan government's landmark report, Securing Afghanistan's Future: Accomplishments and the Strategic Path Forward, appeared to generate when it was launched at the spring 2004 Berlin Donors Conference.

The Egyptian Islamist ideologue Sayyid Qutb (1906-1966) is a founding figure of modern Sunni militancy. The West knows Sayyid Qutb through the prism of his Milestones, the 1964 manifesto urging a Qur'anic revolution against illegitimate Muslim regimes. 260. Explaining Middle Eastern Authoritarianism

Abstract:
Arab political regimes are both unusually undemocratic and unusually stable. A series of nested statistical models are reported to parse competing explanations. The democratic deficit is comprehensible in terms of lack of modernization, British colonial history, neighborhood effects, reliance on taxes for government finance, and the Arab population share. Interpretation of the last variable is problematic: It could point to some antidemocratic aspect of Arab culture (though this appears not to be supported by survey evidence), or it could be a proxy for some unobservable such as investment in institutions of internal repression that may not be culturally determined and instead reflect elite preferences. Hypotheses that did not receive robust support include the presence of oil rents, the status of women, conflict with Israel or other neighbors, or Islam. The odds on liberalizing transitions occurring are low but rising. In this respect the distinction between the interpretation of the Arab ethnic share as an intrinsic cultural marker and as a proxy for some unobservable is important-if the former is correct, then one would expect the likelihood of regime change to rise only gradually over time, whereas if it is the latter, the probabilities may exhibit much greater temporal variability.
