Abstract:
For nearly a century, Turkey has been a model of a modern secular Islamic nation. As a member of the G-20 and NATO, a candidate for the European Union, and boasting the world’s 16th largest economy, Turkey’s influence in regional and international security and economics has steadily grown. Yet modern Turkey is at risk from a rising conservatism, willing to trade economic growth for human rights advances. This brief examines the current challenges of women’s and civil society groups in Turkey, highlighting effective initiatives and advocacy strategies. Turkey offers significant lessons for other countries similarly struggling to maintain the momentum of democratic reform in the context of growing conservatism. The stakes are higher than ever for international actors, Turkish civil society, and women’s rights groups to strategize and work together effectively.

Iraq, Turkey, and the Kurdistan Regional Government are in tense political relations over recent energy politics and regional dynamics. While major international interests related to oil and gas resources might currently be at stake, historic mistrusts and deeper political challenges seem to stand in the way of a peaceful trilateral cooperation. While energy deals with the Kurdistan Regional Government grow apace, Ankara seems to stand both as an active gambler and a key facilitator. The domestic and regional dynamics unfolding in Turkey will likely be indicators of whether a durable peace situation can succeed over longHstanding political obstacles and historical tensions between the countries.

253. Drones for Peace

Abstract:
Remotely Piloted Aircraft (RPAs), commonly referred to as “drones,” have been the subject of much discussion surrounding potential operations in Syria, primarily in the context of enforcing a “no-fly” zone or enforcement role similar to their role in Libya and modeled after operations in Afghanistan, Pakistan, and Yemen. This LISD White Paper examines the prospects of the use of RPAs in Syria and possible future humanitarian crises. In conflict zones, deploying RPAs as currently operated would likely be counterproductive to political aims in an enforcement capacity. Smaller RPAs, however, operating in a number of tactical and other roles, could play a critical role in ameliorating humanitarian crises—for instance in Syria, Iraq, and elsewhere. Tasks may include monitoring key sites designated by the international community and allowed by the host country government, to providing humanitarian aid, to the over-watch of convoy movements and possible general surveillance functions. The stigma of RPAs given their use in other conflicts and elsewhere must be overcome to allow RPAs to be evaluated and used as an instrument for monitoring, assisting, and aiding in humanitarian crises among other roles, not just as (offensive) intelligence or weapons platforms. Examples of RPA use in natural disasters and relief operations in Southeast Asia and pending models for search and rescue operations in the United States and beyond provide a blueprint for similar RPA operations, with their scope limited by the mutual consent of parties to the conflict.

Abstract:
Development organisations face numerous challenges in the context of violent conflict. Development cooperation has to be sensitive to conflict in order to be effective and do no harm. PCIA as developed by Kenneth Bush is one approach among others to ensure conflict sensitivity for development and peacebuilding efforts. This working paper applies Bush’s concept of PCIA to the Palestinian case in order to analyse benefits, limitations and potential improvements of his approach. His specific method will be discussed critically based on a literature review and expert interviews conducted with practitioners from the most relevant state and multilateral development agencies. Considering the specific challenges in the Palestinian context this study aims to contribute to the debate on conflict sensitive development cooperation. The analysis of the Palestinian case eventually should help to identify gaps and potential fields for future research.

Abstract:
A previous analysis of the impact of formal institutions on the knowledge economy of 22 MiddleEastern and Sub-Sahara African countries during the 1996-2010 time period concluded that formal institutions were necessary, but inadequate, determinants of the knowledge economy. To extend that study, this paper claims that globalization induces peace and stability, which affects governance and through governance the knowledge economy. The claim addresses one weakness of previous research that did not consider the effects on the knowledge economy of globalization. We model the proposition as a three-stage process in four hypotheses, and estimate each hypothesis using robust estimators that are capable of dealing with the usual statistical problems without sacrificing economic relevance and significance. The results indicate that globalization has varying effects on peace and stability, and peace and stability affect governance differently depending on what kind of globalization induces it. For instance, the effects on governance induced by globalization defined as trade are stronger than those resulting from globalization taken to be foreign direct investment. Hence, we conclude that foreign direct investment is not a powerful mechanism for stimulating and sustaining the knowledge economy in our sample of countries. However, since globalization-induced peace and stability have both positive and negative effects on governance simultaneously, we also conclude that while the prospect for knowledge economy in African countries is dim, it is still realistic and attainable as long as these countries continue to engage in the kind of globalization that does indeed induce peace and stability. We further conclude that there is a need for a sharper focus on economic and institutional governance than on general governance as one possible extension of this paper.

Abstract:
Just over a year ago the US military officially withdrew from Iraq, ending a nine-year occupation. But it has not meant peace for Iraqis. The decade of sanctions, followed by war and occupation devastated the country’s socioeconomic fabric. Despite the billions allocated for reconstruction, the country is suffering from greater poverty and corruption than pre-2003.1 Meanwhile, political sectarianism and violence continues. This brief highlights the perspectives of Iraqi women, particularly civil society and peace activists, regarding the losses and gains during the US intervention, the evolving trends and the opportunities and difficulties they face. It offers recommendations to national and international actors on how best to support their efforts to attain and sustain a just peace.

258. Healing the Legacies of Conflict in Afghanistan: Community Voices on Justice, Peace and Reconciliation

This paper synthesises the findings from AREU's Legacies of Conflect research project from across the Bamiyan, Ghazni and Kabul research sites, in search of broadly acceptable approaches to address the legacies of conflict and support reconciliation in the country. It also examines the political context for transitional justice and reconciliation and considers which policies might need to be changed or adopted. The research found that many Afghans continue to struggle with the legacies of their wartime experiences. They usually saw peace and justice as complementary, and not as alternatives to each other. Justice was often widely conceived to include processes of recognition and recompense, and not simply criminal trials or punitive measures. There was a widespread desire for a strong and caring government that could drive a justice process and also negotiate for a peace that would not only end the insurgency, but reconcile Afghanistan’s different groups. However, a widespread pessimism prevailed about the prospect of this occurring in the near future. In the meantime, certain initiatives—whether locally-driven or at the national level—have the potential to provide a measure of comfort to conflict victims while paving the way for a more enduring peace.

259. World Grows More Peaceful - Except for the Middle East

Abstract:
The Institute for Economics and Peace's annual Global Peace Index (GPI) reported an increase in world peace after two consecutive years of decline. The change was driven by slight reductions worldwide in terrorist acts, military expenditure as a percentage of GDP, military sophistication, and aggregate number of heavy weapons per capita. As the sixth edition of the study, the 2012 GPI ranked the peacefulness of 158 nations, marking an increase from the 2011 ranking of 153 nations. As Professor Anne-Marie Slaughter of Princeton University remarked at the GPI’s release, the study has great potential for “draw[ing] correlations” and encouraging collaboration between think tanks, universities, policymakers, and civil society in their study of global peace. The IEP will distribute the study to the World Bank, the OECD, the U.S. Congress, American University, and Club de Madrid, among other leading organizations. Professor Slaughter explained that researchers defined peacefulness not only as the absence of war or violence, but also as the absence of fear. The study addresses three major themes: the level of safety and security in society; the extent of domestic or international conflict; and the degree of militarization. The IEP researched these themes in the context of both “positive peace,” a “culture of peace” that values human rights, gender equality, democratic participation, and open communication, as well as “negative peace,” or the absence of violent conflict. In its study of “negative peace,” the GPI used twenty-three indicators, spanning topics from deaths in organized conflict, to political instability, to perceived criminality. The IEP’s Positive Peace Index (PPI), which addresses 108 countries, used twenty-one indicators categorized into eight “pillars of peace” that researchers identified as key to a peaceful society. The IEP emphasized the contrast between the PPI and other studies’ extensive focus on conflict and civil unrest. According to the IEP’s executive summary, the PPI becomes especially important during state-building, as in the recent cases of Iraq and Afghanistan. “The pillars of peace,” the summary states, “provide a foundation for thinking about how to establish the optimal environment for human wellbeing and potential to flourish.”

In September 2012 the International Civil Society Action Network (ICAN) convened the first regional “What the Women Say” MENA/South Asia Forum on Rights, Peace and Security with nearly 50 women representing 12 countries in the Middle East, North Africa and South Asia region, with international partners. This group of peace and women’s rights experts, practitioners, activists and scholars met over a four-day period to draw on the framework provided by UN Security Council Resolution 1325 on women, peace and security to compare and contrast the fast-paced changes in the region. Their discussions included country situations analyses with attention to the gender dimensions of root causes and evolving political, economic, security, religious and socio-cultural trends; the threats and opportunities facing women’s movements; and the gendered dimensions of key transitional issues notably, legal and constitutional processes, transitional justice, security sector and economic reform.
