Abstract:
Once considered a model partnership, the American-Turkish relationship now elicits ambivalence among scholars and policymakers, calling into question the fundamental interests and assumptions that once undergirded the relationship. Critics attribute the negative trends in the relationship to geostrategic and value-based incompatibilities, but relatively few have examined both factors longitudinally across the entire relationship. This paper does not aim to provide a grand theory of American-Turkish relations. Instead, its goal is to develop a framework illustrating the vital role that strategic, ideational, and domestic political factors have played in shaping macro-level outcomes in the partnership’s cohesion at various junctures. Overall, our paper identifies the positive role of foreign policy bureaucratic elites on both sides acting as an “invisible hand” providing an anchor for the relationship even in the absence of other commonalities. Yet, we also observe the weakening of this hand in recent times as both countries become domestically transformed.

Abstract:
In an increasingly conflictual global environment, the G7 has become a more and more important geoeconomic actor. Yet looking at the case studies of Russia, Iran, and China reveals that the geoeconomic role the G7 plays has been mixed. For the G7 countries to improve their geoeconomic impact, they need to align their interests and risk perceptions, as well as improve their ability to propose and enact geoeconomic measures. In addition, the G7 should bolster its partnerships with other democracies and like-minded countries.

Abstract:
Having observed two decades of instability across its southern borders and anticipating U.S. withdrawals, Ankara is planning steps to end the volatility, including potentially wide-ranging agreements with the Assad regime. Events in the Fertile Crescent since the 2003 U.S. invasion of Iraq have not been in favor of Turkish security interests. The ensuing Iraqi civil strife, the rise of al-Qaeda and the Islamic State (IS), and Syria’s civil war collectively resulted in regional instability for over two decades, including numerous terrorist attacks against Turkey. Meanwhile, the Kurdistan Workers Party (PKK), a NATO-designated terrorist entity that has been fighting Ankara for decades, took advantage of Iraq’s decentralization to establish itself along the border in the semiautonomous Kurdistan Region. On Turkey’s other southern border, the multinational campaign against IS led to a U.S. partnership with the People’s Defense Units (YPG)—the PKK’s armed Syrian wing that later took a leading role in the Syrian Democratic Forces (SDF) and gained control over a large swath of the frontier. This partnership became the greatest impediment to a reset in U.S.-Turkey ties. Today, anticipating that the U.S. military presence in Iraq and Syria will decrease significantly, Ankara aims to promote soft recentralization in both neighbors, toward the broader goals of curbing instability across its borders and denying operational space to the PKK. Part 1 of this PolicyWatch discusses how these goals affect Turkish policy in Syria; Part 2 addresses the implications for Iraq.

China is expanding its potential to project power abroad. It includes legal changes, expansion of military infrastructure in other countries, and cooperation with partners in the Pacific. An example of their activity in the field of security is the operations of Chinese security companies, mainly in the Middle East and Africa. This should encourage NATO to further deepen cooperation with its members and partners, including with Pacific countries, as well as to strengthen the coordination of EU and U.S. policy towards developing countries.

For a country that seeks to alter the internet’s physical form and influence digital behavior while exerting supreme control over information flows, China’s growing presence in the Middle East and North Africa’s cable industry is significant because Beijing has the power to shape the route of global internet traffic by determining when, where, and how to build cables.

Abstract:
The blockade imposed on Qatar changed the power dynamics in the Persian Gulf, increasing tension and insecurity in the area. Qatar’s ability to overcome the blockade was largely due to its cooperation with Iran, and the two countries’ ties grew as a result. This study investigates whether Qatar’s long-standing hedging toward Iran has changed into an alignment in the wake of the 2017 blockade. The key conclusion of the article is that, despite Qatar’s faint signals of alignment with Iran during the blockade, it did not entirely stray from its hedging strategy. Qatar-Iran relations has been selected as a case study to illustrate the effects of regional developments and security crises on the hedging strategy within the context of the Blockade Crisis.

ince the International Monetary Fund (IMF) and the Tunisian authorities reached in October 2022 a staff-level agreement to support Tunisia’s economic policies, Tunisian President Kais Saied has been standing at the Rubicon. Lacking a vision to revive the Tunisian economy, President Saied has opted for a strategy of diversion and scapegoating. By blowing on the embers of xenophobia among his supporters and more recently by stoking the flames in the Middle East, he continues to deflect attention to conceal his economic short-sightedness and claims autonomy from foreign – mainly European – aid, in the name of sovereignty. This posture has now trapped him in his own rhetoric at a time when the Tunisian economy struggles without signs of recovery or resilience in a challenging regional and global landscape. Time is ticking, the situation remains grim, and the country may miss another opportunity to resume economic growth.

China’s engagement with Asian regions beyond its geographical periphery has grown exponentially since the 1990s and this is nowhere more evident than in West Asia and the Persian Gulf subregion. While energy drove China’s early interactions with the Gulf states, within two decades after the Cold War the relationships had evolved into much tighter networks of partnerships. China’s relations with the Gulf states, however, has not been uniform and the case studies of the United Arab Emirates and Iran highlight the complexities of China’s strategy in this subregion and the ways in which it actively pursues its diverse set of interests.
