Abstract:
In Barcelona in 1995, the European Union and its southern partners[1] committed to making the Mediterranean basin an area of dialogue, exchange and cooperation, ensuring “peace, stability and prosperity.” Twenty-five years later, the southern shore of the Mediterranean faces immense challenges: governance, corruption, migration, terrorism, security, environment and climate, in addition to conflicts, geopolitical competition and external interference. This is the bitter assessment of the Commission and the High Representative of the Union for Foreign Affairs and Security Policy, Vice-President of the European Commission[2] in their Communication on a new programme for the Mediterranean. The civil wars in Algeria, Lebanon, Syria and Libya cannot, of course, be used to describe the EU's policy since 1995 as a failure. This would imply that the EU's policy has played a role that was not possible given the underlying forces at play in these regions. However, this policy has not lived up to the hopes it first raised. The Union has taken a succession of initiatives over the past twenty-five years, but the 'partnerships', 'privileged status' and other 'strategic agreements' have not been able to mask the shortcomings and lack of financial resources. Will the new programme, presented as 'ambitious and innovative', be able to respond to the challenges set?

The progressive camp in Israel has been trying for years to find its way back to the corridors of power and influence, so far unsuccessfully. Those seeking strategies and tactics for change often wonder whether the solution to Israel’s problems will emerge from without, for example driven by international pressure, or from within, by convincing and mobilizing the Israeli public. A third option to this dichotomy has emerged in recent years in the shape of combined and coordinated moves both within Israeli society and in cooperation with allies abroad.

In cooperation with Konrad Adenauer Stiftung (KAS), the Center for Strategic Studies (CSS) at the University of Jordan held a 2-day closed workshop, in Amman, with regional and international experts on the topic of the tripartite alliance between Jordan, Iraq and Egypt, discussing the nature and timing of the alliance, the national perspectives of each signatory state, policy areas of cooperation and implications for other regional actors. This introductory summary presents some of the ideas discussed during the workshop, but does not necessarily reflect the opinion or assessment of each participant or the hosting institutions.

Following the Erasmus Global Partnerships MENA Forum, hosted in Rabat, Morocco, 25 Youth Organizations from MENA and Europe have come together to co-draft Joint Policy Report & Recommendations – “Fostering EU-MENA Cooperation through Youth Empowerment and Innovation to advance the Sustainable Development”. This Joint Policy Paper, co-signed by entrepreneurs and NGOs from MENA and Europe, offers our own contribution to the policy conversations, in an effort to co-create a new environment where young people from all backgrounds are supported to achieve their full potential as leaders, entrepreneurs and peace-builders.

Abstract:
It is commonly perceived that the engagement of the People’s Republic of China (PRC) in the Middle East is driven primarily by economic interests, and that it prefers to steer clear of the conflicts in the region as much as possible. Its landmark ‘Belt and Road Initiative’ (BRI), launched in 2013 as a global infrastructure development strategy, contributes to this perception. This notion, however, overlooks the larger context of China’s engagement, both historical and contemporary. China’s new activism in the Middle East reflects the evolution of Chinese foreign policy thinking, in line with the country’s rise as an economic superpower. Its original choice of partners in the region was influenced by ideological considerations and a shared anti-colonial and anti-imperialist narrative. But its transformation into an economic powerhouse has inevitably altered its priorities and influence in the Middle East. Its economic penetration of the region is reflected in the set of cooperation agreements that it has concluded with the regional states as well as in subregional cooperation formats, e. g. the China-Arab State Cooperation Forum. The PRC’s increasing engagement in the Middle East may well be driven by its need for resources to fuel its economic growth; however, there is inevitably a political dimension too, due not only to the fact that China has a seat on the UN Security Council (UNSC) and seeks to project the image of a ‘responsible’ superpower but also because of the need to protect its investments and commercial interests in the region. China’s growing influence in the Middle East may generally be positively received, or even welcomed; however, the countries of the region have very different perspectives and often conflicting interests in the way they relate to the PRC. This Brief analyses these perspectives taking into account China’s recent initiatives in the region at a time of growing rivalry between the US and China.

Abstract:
Despite being one of the most important allies of the United States in the Middle East, Israel has been building a new partnership with China since 2013. The repositioning is motivated by changes in the country’s strategic environment, its crisis in the relationship with the United States during the Obama years, and its economic and infrastructural needs. However, Israel is still deeply anchored in its alliance with the United States, which will impose limitations on how far its partnership with China can grow. For now, nevertheless, this relationship attests to the new geopolitical reality of the 21st century in which even the most ardent US allies, such as Israel, must hedge their bets and diversify their partnerships by engaging China.

Abstract:
This article examines different analytical perspectives on Turkish-Russian relations and provides a conceptual history of developing connections between Turkey and Russia since the end of the Cold War. It first reviews evolving political relations, including military cooperation, and then focuses on economic relations, including energy cooperation. Finally, it discusses the socio-cultural aspects of bilateral relations, focusing on the movement of people. It shows how conflicting geopolitical interests have overshadowed the increasing economic cooperation and cultural exchange that had marked the previous two decades of bilateral relations. Although Turkey and Russia have competing regional interests, their dissatisfaction with and resentment of Western policies is one of the major reasons for their reluctant geopolitical cooperation. This article emphasizes the need for a multi-causal and analytically eclectic approach to analyzing Turkish-Russian relations that selectively recombines analytic components of causal mechanisms in competing research traditions.

Abstract:
As Egypt’s ‘Year of Education’ begins, the government pushes much needed reform in pre-university education across the country. Supported by a $500 million World Bank loan, the government is accelerating efforts to train teachers, build schools, and implement tablet technology in primary and secondary education. The reforms include one ambitious project that is especially deserving of more attention: the expansion of a pilot program adapting Japanese educational techniques to the Egyptian context. At a meeting in Tokyo on February 29th, 2016, Japan’s Prime Minister Shinzo Abe and Egyptian President Abdel Fattah al-Sisi announced a joint partnership that sought to link Egypt to Japan through educational development, in part thanks to al Sisi’s personal admiration for Japan’s education system. As part of the joint partnership, Japanese and Egyptian administrators and policymakers set out to reshape Egyptian pedagogy. Modeled on Japan’s Tokkatsu education system, which refers to a program of “whole child development,” Egypt aims to build schools that place great emphasis on teaching students to be responsible, disciplined, and clean, as opposed to the more traditional model prioritizing higher standardized testing scores. A Tokkatsu-inspired curriculum is already being used at over forty schools that accepted more than 13,000 students in September 2018. While President al Sisi plans to personally monitor the new education system, other MENA states should also watch closely. If it successfully contributes to building Egypt’s human capital and improving students’ competitiveness, other states in the region might consider implementing similar educational policies.
