61. Palestine and the Arab–Israeli Conflict: 100 Years of Regional Relevance and International Failure

Abstract:
This paper asserts that the Arab–Israeli conflict, and in particular the question of Palestine, has been the major issue of regional concern across the Middle East for over a century. It claims that the failure to resolve the question of Palestine will continue to impact on the region’s stability and its geopolitical dynamics and to shape popular opinion while limiting Arab leaders’ options. It first situates the Arab–Israeli conflict as a core regional issue in historical context – which is crucial for understanding where we are today – before critically reviewing the Oslo “peace process” and its failure to deliver a just and sustainable peace within the framework of a “two-state solution”. It suggests that this failure has resulted in the ramping up of lingering regional problems (e.g. southern Lebanon, the Golan Heights, refugees and in Palestine itself) and the rise of new challenges and frameworks (e.g. the Resistance Axis and the BDS movement). It concludes that the time has come for the international community – including the European Union, which has contributed to the failure of the two-state solution – to consider alternative paradigms and actions.

Abstract:
The Israeli and Palestinian communities are growing ever closer physically while remaining separated politically. Any solution must adequately address the needs of both sides. This report attempts to look at actualities and trends with a fresh and analytical eye. At first glance, the two halves of this report contain two very different views of a resolution to the Israeli-Palestinian conflict: one presents the case for a two-state solution, the other suggests that it is time to look at the idea of a single state with all its variations. But the two halves do not differ on the facts of the current situation. Nor do they differ much on the trajectory. The same facts can be used to support two different conclusions: Do we need new ideas or new determination and political will behind previous ones? The two chapters also highlight an important political reality: any solution must adequately address the needs of both sides. Imposed solutions will not work. The section authored by the Baker Institute does not deny that a one-state reality is emerging and the two-state solution is in trouble, but it argues that the two-state solution should not be abandoned as it provides the most coherent framework for a democratic Israeli state living in peace and security next to an independent and sovereign Palestinian state. Carnegie’s section recognizes that a one-state reality is emerging, whether desirable or not, and calls for scrutinizing solutions that take this reality into account instead of wishing it away. At a time when ideas to solve the conflict are being speculated about without much context, this report attempts to objectively analyze and present the two major options for a negotiated peace between the Israelis and the Palestinians and to explain the consequences of both for the parties involved and the international community. It is our hope that it will serve as not only a reminder of past efforts but also an incubator for future ones.

Abstract:
In the backdrop of negotiations over drafting Syria’s new constitution and a transition in UN representation on Syria, the conflict in Idlib continues to simmer. Unrest in Idlib and dissatisfaction there with the internationally-recognized opposition, the High Negotiations Committee (HNC), leaves residents of Syria’s northwest excluded from constitutional committee. This is significant because the constitutional convention is increasingly viewed as a precondition for advancing the larger peace process. The constitutional committee is no place to hammer out granular differences between warring factions in Idlib, but the course of events there hold significant implications for the future of the broader peace process.

Abstract:
Three years into Yemen’s civil war, the country continues to see severe humanitarian devastation, widespread food insecurity, and lack of economic access, against the backdrop of an increasingly complex geopolitical environment. An intensification of fighting in Hodeidah and elsewhere in the country has added to the human costs of the conflict and threatens to become catastrophic. Increasingly, Yemenis are war-weary and anxious to see progress on the UN-led negotiating process intended to end the fighting and restore the peaceful transition interrupted three years ago. The Middle East Institute (MEI) hosted a half-day conference to assess the priorities for ending the conflict and scenarios to move forward. This conference convened two panels and a keynote address to assess urgent priorities and potential pathways forward for Yemen.

Abstract:
In September, the Yemeni rial’s recent decline accelerated precipitously, with the currency’s value dropping to record lows by month’s end. While the rial has been under multiple, intensifying pressures stemming from the war for several years, a large increase in the money supply – through a 30 percent increase in civil servant salaries – and the collapse of peace talks last month appear to have spurred a rial sell-off in the market (see ‘Domestic Currency Hits Record Low’). A nation-wide fuel shortage ensued. Retail fuel stations closed en masse and prices for available petrol on the black market jumped an average of 130 percent relative to August, and as much as 230 percent in some areas (see ‘Fuel Shortages and Prices Surges Across Yemen’). The UN-brokered consultations between the main warring parties – the internationally recognized Yemeni government and the armed Houthi movement – collapsed before they even began due to logistics issues in transporting the Houthi delegation to Geneva for the talks (see ‘Failure of the Geneva Consultations’). The Saudi-led military coalition-backed assault on the Houthi-held port city of Hudaydah – which the coalition had “paused” in July – reignited in earnest. The coalition claimed that a victory in Hudaydah was necessary to force the armed Houthi movement back to the negotiating table (see ‘Offensive on Hudaydah City Resumes’). In southern Yemen, public protests that began in Aden in August grew and spread to other governorates, with protesters calling for measures to stem the rial’s plunge and tame rocketing prices (see ‘Protests Spread in Southern Governorates’). In northern Yemen, pro-government forces began an assault on Maran, Sa’ada governorate, which holds symbolic and strategic importance as the ancestral town of the al-Houthi family (see ‘Yemeni Government Forces Advance in Sa’ada’). Meanwhile, in the United States, Secretary of State Mike Pompeo certified that the Saudi-led military coalition was taking measures to reduce harm to civilians in Yemen, as was mandated by Congress in August for continued US support for the coalition. A former State Department adviser subsequently told the Sana’a Center that “objectively, [Pompeo’s] conclusion is false”, (see ‘State Department Certifies Coalition Efforts to Reduce Civilian Casualties’). In Europe, Spain annulled an arms deal with Saudi Arabia, then backtracked, Germany approved new arms exports to coalition members, and the UN Human Rights Council extended the mandate of an experts group investigating human rights violations in Yemen. Also in September, the Sana’a Center organized the largest foreign press delegation visit to Mukalla, Hadramawt governorate, since al-Qaeda in the Arabian Peninsula was expelled from the city in 2016.

Representatives from Yemen’s warring parties sat at a negotiating table for the first time in more than two years at the beginning of December. The peace consultations – which took place in Sweden and were mediated by the United Nations Special Envoy for Yemen Martin Griffiths – followed international pressure for a ceasefire that began in October and intensified through November. Rifts between Saudi Arabia and its most important ally, the United States, over the former’s intervention in the Yemen conflict appeared to deepen last month with the announced end of US in-flight refueling for Saudi-led military coalition aircraft operating over Yemen, and a vote in the US Senate to debate a bill to suspend military assistance to the coalition. Various governments in Europe also took steps toward banning arms sales to members of the coalition. United Nations Security Council (UNSC) member states began negotiating a new draft resolution related to the Yemen conflict in November, calling for measures to de-escalate the war and address the humanitarian crisis. This was the first proposed UNSC resolution related to Yemen since April 2015. Lobbying from Saudi Arabia and the United States, however, appeared to postpone any vote on the text at least until after the negotiations in Sweden. In Yemen, the domestic currency rebounded sharply in value against the US dollar in November after a steep collapse in the months previous. While this had the potential to help mitigate the humanitarian crisis, most of the benefits of the Yemeni rial’s recovery were absorbed before they reached consumers. Acting as a cartel to manipulate the currency market, money exchangers profited significantly from the Yemeni rial’s appreciation and most commercial retailers refused to lower prices to match the rial’s recovery. Meanwhile, international humanitarian organization Save the Children released an estimate that some 85,000 children had died of hunger in Yemen since the conflict began. In military developments, a spike in violence around Hudaydah City at the beginning of November sparked a surge in suspected violations of humanitarian and international human rights law by the warring parties involved. Elsewhere, anti-Houthi forces made battlefield gains on multiple frontlines in both the north and south of the country. Also in November, one of the main fissures in the anti-Houthi coalition appeared to mend somewhat. Following a visit by representatives of Yemen’s Islah party to Abu Dhabi, it appeared that the party had reconciled long-standing differences with the United Arab Emirates. Despite this, however, tensions between UAE-backed forces and Islah partisans once again erupted in Taiz governorate, including a spree of tit-for-tat assassinations.

Abstract:
Reconstruction following the devastating wars and state failure which followed the Arab uprisings of 2011 has become an increasingly pressing issue. In Iraq, the liberation of territories from the Islamic State came at great human and infrastructural cost. In Syria, the reconquest of territories by the regime of Bashar al-Asad has been accompanied by international discussions of modest steps towards reconstruction, after a war which generated more the half of the world’s refugees and internally displaced whilst sowing devastation across much of the country. Yemen has endured the near complete destruction of its infrastructure and economy, leaving much of the population at risk of starvation and disease. Libya is devastated by its multiple conflicts and the successive disintegration of what is left of its institutional structures. While none of these wars has yet fully ended, international and expert attention is increasingly focused on the impending challenges of reconstruction, repatriation and reconciliation. It is difficult to exaggerate the extent of the destruction which these wars have left behind. These wars have unfolded across multiple levels. Millions of people have been dispossessed from their homes, driven into exile at home or abroad. Infrastructure has been devastated, with many cities and towns utterly destroyed. National economies have evolved into local war economies. State and local institutions have been fundamentally reshaped. Communal polarization around sectarian or political identities has progressed to extreme levels. Entire communities have been severely impoverished as health and educational attainments plummet. And the individual trauma suffered by tens of millions of people afflicted by conflict and violence will have enduring psychological and developmental effects.

Abstract:
2017 brought both successes and disappointments to Russia on the international arena. Moscow succeeded in establishing dialogue with its rivals in the Middle East — Saudi Arabia and Turkey. It also participated in the Astana peace talks to come up with a compromise with Ankara and Tehran on Syria. Besides, Russia together with its Syrian allies defeated the Islamic State of Iraq and the Greater Syria (ISIS). Afterwards, Russian President Vladimir Putin announced about the partial withdrawal of the Russian troops from Syria. One of the biggest challenges became the strengthening of the American sanctions against Russia for its alleged interference in the 2016 U.S. presidential election. The Russia dossier probe conducted by Special Counsel Robert Mueller and Congress is also a very important event, because it could deepen the crisis in U.S.-Russia relations. Parliamentary and presidential elections in Europe also matter: They took place amidst the buzz about the Russian cyber threat and hackers, and this indicates that there is not trust toward Russia in European countries today.

In the Middle East, water often crosses political borders; because water is a shared resource, its effective management demands cooperation among different users. In the absence of cooperation, conflict is likely. Indeed, conflict and cooperation over shared water has defined Israeli-Palestinian relations since 1967 when Israel gained full control over the Eastern and recharge zone of the western Mountain aquifer, as well as the southern Coastal aquifer. These resources, combined with water from the Sea of Galilee have provided about 60% of Israel’s water consumption. With the occupation of the West Bank and Gaza Strip in 1967, Israel placed restrictions on the drilling of new wells for the Palestinian population in the West Bank, and instead chose to supply water to Palestinian households through its national water company, Mekorot. The signing of the 1993 Declaration of Principles on Interim Self-Government Arrangements (Oslo I) and the 1995 Interim Agreement on the West Bank and Gaza Strip (Oslo II) between Israel and the Palestinian Liberation Organization offered an historic opportunity to move from conflict to cooperation over shared water resources. Unlike many other peace agreements, water was codified in the Oslo Accords, as it was understood that water sharing was of critical importance for human security, economic development, and regional cooperation. Specifically, the Oslo Accords called for the creation of a Joint Water Committee (JWC) during an interim period before the final status negotiations, comprised of equal number of members from Israel and the Palestinian Authority, whose functions would include the coordinated management of water resources and water and sewage systems in the West Bank. Oslo II, Article 40 on water and sewage recognized Palestinian water rights in the West Bank and the need to develop additional water supply. Oslo II also detailed specific water quantities to be allocated to the Palestinian population, mostly from the eastern Mountain aquifer in the West Bank.

Libya occupies a sensitive position for the security of Arab and European neighbors, including many U.S. allies, and in managing the region’s destabilizing migration flows. The country’s fractious politics and armed insurgencies are depriving Libyans of security, basic services, and economic stability, and leave the country vulnerable to jihadi terrorism. The United Nations has proposed a road map for rethinking the embattled government of national accord and binding Libya’s rival parliaments and militia commander Khalifa Haftar into negotiation of a consensus path forward. The Middle East Institute (MEI) presented a two-panel symposium to examine opportunities for the United States and international community to advance Libya's security and mobilize to meet the humanitarian challenges. This is the first of the two panels.
