Abstract:
Faced with fluctuating oil prices and other uncertainties, the oil-rich countries of the Middle East and North Africa have made efforts—some for decades—to diversify their exports, in order to reduce their dependence on oil revenue and generate much-needed jobs. The results of these diversification efforts have been disappointing overall, raising concerns about the region's stability and potential risk to the global economy. Transparent public debates and dialogue are needed, especially with the private sector, about policies that have worked and those that have not, the costs and benefits of various diversification strategies, and improving governance of public resources being used for diversification.

Abstract:
The population of Egypt, the EU’s second-most populous neighbour after Russia, will soon exceed 100 million. The fast pace of the population growth together with the country’s inefficient economy could spur new crises caused by rising unemployment and difficult access to drinking water and food resources, and by politics. The Egyptian government, in cooperation with the EU, U.S., and UN, launched programmes aimed at reducing the fertility rate. Limiting the pace of Egypt’s population growth should weaken factors inciting further destabilisation of the Middle East and North Africa.

Abstract:
The economies of the Gulf Cooperation Council (GCC) remain heavily reliant on natural resource revenue as a source of government spending and a driver of growth. Diversification efforts now often include new ways to generate revenue through state investments in energy projects abroad (including refining and petrochemical production) and national oil companies. Since 2015, the GCC countries have become more competitive with each other in altering their policy landscapes to streamline fiscal expenditure and attract foreign investment and resident investors. There is significant variation in policy approaches to foreign labor and tax. Each of these governments faces enormous strains on public finances and challenging economic outlooks, due to depressed oil prices, demographic pressures, high unemployment rates, and a lack of economic diversification. Debt has become a tool of choice, but the capacity to repay and the capacity to grow are both beginning to differentiate the GCC states.

Why is water important in the MNA region? • It matters for people. MNA countries cover 10 percent of the world’s area and home to 6% of the world’s population but receive less than 2% of the world’s renewable water supply. With rapid population growth since the mid 1970s, this has caused dramatic contraction in per capita renewable water resources. The MNA region is now the world’s driest region in the World. • It matters for the economy. Over 60 percent of the population of MNA lives in area of high-water stress compared to some 35% for the rest of the World. Water stress in MNA will be severe in the next 20 years as freshwater per resources per capita is estimated to keep on declining steadily unless fundamental shift occurs. The MNA region has the greatest expected economic losses from climate-related water scarcity, estimated at 6–14 percent of GDP by 2050. The MNA region will have to learn to do more with less – no matter what. • It matters for the environment. wastewater, 82% of which is not being recycled in the region, compared to just 30% in highincome countries. This presents a major threat to human and environmental health but also a massive opportunity to better satisfy water demand. Wastewater is the only natural resource that increases, as cities and populations grow. • It matters for equality. Equality between men and women; between urban and rural and between nations. MNA countries need to comprehend water as a political, economic and security issue in the region that plays a profound role in the future of the region and its growth and development, and take more concerted actions now.

Abstract:
This report provides a summary of the "Environmental Politics in the Middle East" research initiative, which explores the geopolitics of natural resources in the Middle East in an attempt to expand the focus to include the region’s many natural resources other than natural gas, such as land, air, water, and food. Some of the issues under investigation include a focus on water scarcity, which is a global issue but one that is particularly acute in the Middle East; its impacts are examined through a case study on Yemen. Food security is studied in the case of Syria, which before the civil war began, in 2011, was one of the region’s notable food exporters. Aside from acute food shortages within Syria, the conflict has had ripple effects on the region and has led to rising food prices in neighboring states, such as Jordan, Turkey, and Iraq.

Despite its dominance as the world’s key exporting region of hydrocarbons, energy connectivity within the Middle East, in the form of cross-border oil and gas pipelines, electricity grids and related institutions, is lagging. There has been limited progress in the Eastern Mediterranean area and with Turkey. But so far unfavourable commercial conditions, persisting subsidies, and regional political suspicions and disputes, have hampered progress. Key changes in the world energy market – a period of lower oil prices, with the expansion of US shale production, the globalisation of natural gas trade, the rise of renewable energy, and growing action on climate change – should encourage more intra-regional links. To realise the prize of 25 billion to more than 100 billion US dollars of savings available from greater energy trade, regional states will have to liberalise energy markets, establish multilateral institutional frameworks, and make the most of support from international energy corporations and influential political players, notably the US, China, EU and Russia. With the liberation of Mosul from so-called Islamic State (IS) in November 2017, Iraq entered – once again – a post-conflict period. In his Policy Brief Tobias von Lossow analyses how shrinking water quantities and acutely declining water quality pose tremendous challenges in the process of rebuilding the country: Dam building in Turkey and Iran has contributed to a remarkably reduced water inflow of the Euphrates and Tigris; Iraqi water installations had been in very poor condition before IS used water as a weapon and further damaged infrastructure; Tigris River’s waterflow upstream of Baghdad requires careful coordination between the Kurdistan Regional Government (KRG) and central government; extremely salinised water resources and environmental degradation in the Marshes risk the extinction of agricultural activities and livelihoods in that area. To address these challenges, technical measures will be important, and necessary – for instance, investment in water infrastructure. But that will not be nearly enough, as the water issue has the potential to accelerate re-emerging social divisions and political fragmentation and thus undermine Iraq’s stability and security. The political implications of water policies must be carefully taken into account in Iraq’s postconflict process and should complement technical efforts in this crucial sector. The basin-wide protection of the supply infrastructure could serve as a technical as well as a political entry point for water cooperation in the region.
