1. Turkey and the United States on the Brink: Implications for NATO and the US-Turkish Strategic and Military Partnership

Abstract:
This monograph analyzes the current political tensions between the United States and Turkey and suggests ways to manage them. The two countries have been strategic allies since at least the end of World War II—Turkey became a North Atlantic Treaty Organization member and participated with its military forces in the Korea War, and during the Cold War protected NATO’s southern flank against Soviet communism, and Turkey’s military and intelligence services maintained close relationships with their Western and Israeli counterparts. These relationships were not without problems, due mostly to differences over minority and civil rights in Turkey and over Turkey’s invasion of Cyprus in 1973 and continued tensions with Greece. The special relationship with the United States was put to the final test after the Islamic conservative populist political party, Justice and Development, and its current leader, Recep Tayyip Erdogan, came to power in 2002. Turkey opposed the US invasion of Iraq in 2003 and the NATO-backed regime change in Libya in 2011. Most recently, Turkey has had strained relations with Cyprus, Greece, and Israel—all key US allies—and has alienated the US Congress and select NATO members further by its October 2019 invasion of Syria against Kurdish forces aligned with the US military against the Islamic State in Iraq and Syria, all against a background of a military rapprochement with Russia. This monograph highlights differences between US agencies concerning Turkey and ways to reconcile them, and offers several policy recommendations for new directions.

Abstract:
Iraq remains an area of rivalry between the U.S. and Iran. The latest example was the assassination of Iranian Gen. Qasem Soleimani in Baghdad by the U.S. in January. The Iraqi parliament then demanded the withdrawal of all foreign military troops. However, the fear of the resurgence of the so-called Islamic State (ISIS) and continued protests against Iranian influence, ongoing since October 2019, may lead the Iraqi authorities to alter their position. An alternative option to request a NATO mission to take over some of the activities of the Global Coalition to Defeat ISIS may be a good solution.

Turkey-NATO relations are still sufficiently strong to keep the relationship from the brink, a new DIIS-report finds. But more dynamics are also gaining strength to render further troubles increasingly likely. The future of Turkey’s NATO membership has been the subject of heated debate of late, from both outside and within Turkey. What ramifications will Turkey’s purchase of the Russian S-400 surface-to-air anti-missile system have for Turkey’s NATO future? Has the Syrian conflict exposed deep strategic differences between Turkey and other key NATO members? In response to such questions, a number of foreign policy practitioners as well as researchers and long-standing Turkey watchers have cautioned that a number of centripetal forces – dynamics that keep member states together - remain sufficiently strong at a structural level to keep Turkey-NATO relations on track. There seems to be widespread agreement on both sides that the alternative is simply worse. At the same time, the report also argues that these centripetal forces are losing their strength, and that centrifugal forces pulling the alliance apart are gaining strength and salience. Barring wild card developments, the net result is that this will increase the likelihood of further troubles ahead for Turkey-NATO relations The report is based on an analysis of the published policy commentary, scholarly literature, as well as a series of semi-structured interviews conducted with practitioners and academic experts during the course of 2019.

In the spring of 2020, the Atlantic Alliance's "large periphery" to the South, which extends from the Sahel to the Asian borders of the Arabian Gulf, remains in a state of dangerous instability. The health and containment measures taken by the authorities against the COVID-19 crisis have put popular claims to rest. The case of Lebanon shows, however, that the urgency of the pandemic has not made the demands of the population disappear. Beyond managing the health crisis, there is no doubt that the future of the region's leaderships will largely depend on their ability to mitigate both the socio-economic consequences of the COVID-19 crisis, as well as the political ones.

5. Russian Naval Forces in the Syrian War

Since the late 2000s, the Russian Federation has expanded its naval footprint in the Eastern Mediterranean, and even resurrected its Mediterranean Squadron in 2013. The backbone of this operational squadron is provided by units coming from the Black Sea Fleet, complemented by vessels from other Russian naval formations (namely, the Northern, Baltic, and Pacific Fleets, as well as the Caspian Sea Flotilla) on a rotational basis. As the Russian State Armament Program for the period 2011-2020 was implemented, the Black Sea Fleet received new warships and new diesel-powered submarines. Consequently, by the outbreak of the Syrian crisis, Moscow’s naval footprint in the Mediterranean had already been reconstituted. Yet, since the mid-2010s, a structural change occurred in the Mediterranean Squadron’s order of battle. The Squadron has morphed qualitatively and quantitatively, and has become more capable. Featuring fewer ex-Soviet large platforms and more modern green water units, this naval task force has been assigned mainly a defensive objective: locally counterbalance navies of the North Atlantic Treaty Organization (NATO) and protect Russia’s southern flank from perceived instability emanating from the Mediterranean’s southern shore, in the context of the Arab Spring. Moreover, Moscow’s direct military involvement in the war in Syria has provided the Mediterranean Squadron with a new purpose while highlighting a conventional deterrence mission.

Abstract:
When Trump says that he wants NATO to take more responsibility in the Middle East, what he means is that he wants the European allies to do more. He is campaigning for re- election and has promised to bring the boys (and girls) home for Christmas. And of course, in Iraq American troops are less than welcome these days, after the targeted assassination of Iranian General Soleimani near Baghdad airport (3 January 2020). In late 2019, Trump had already withdrawn most troops from Syria, and now the peace agreement with the Taliban (29 February 2020) will allow him to draw down the US military presence in Afghanistan too. And the US is considering pulling its troops out of the Sahel as well. What does this mean for Europe?

Abstract:
The Autumn issue of Parameters opens with a Special Commentary by Sir Hew Strachan concerning lessons Western militaries learned, or ought to have learned, during their campaigns in Afghanistan. His commentary sets up this issue’s first forum, Afghanistan’s Lessons: Part I. In the opening article, Seth Johnston’s “NATO’s Lessons” underscores the importance of the Alliance’s role as a facilitator of multinational collaboration. He presents a favorable view, arguing NATO’s established processes succeeded in enabling countries with limited resources to participate fully in the mission in Afghanistan. Howard Coombs follows with a contribution concerning “Canada’s Lessons.” Among other things, he maintains Canada’s whole-of-government approach resulted in great gains while Canadian Forces were actively involved in combat. Nonetheless, Canada seems uninterested in maintaining this capability as a framework for responding to other crises. The third article in this forum is Martijn Kitzen’s “The Netherlands’ Lessons,” which highlights the benefits of having a small military that enjoys networked learning. Although the Dutch military seems to be reverting to enemy-centric thinking, the author encourages its leaders to retain an adaptive mindset that will facilitate adopting a more population-centric approach when necessary. In “France’s Lessons,” Christophe Lafaye explains how combat in Afghanistan contributed to the tactical and doctrinal evolution of the French Army. With decades of relative peace since the Algerian War, French soldiers began their service in Afghanistan with little experience and inadequate materiel. They quickly developed into a combat-ready force capable of responding rapidly to a variety of military emergencies as the need arose. Our second forum, World War II: 75th Anniversary, features two contributions concerning famous US generals. Conrad Crane’s, “Matthew Ridgway and the Battle of the Bulge” illustrates examples of Ridgway’s strategic thinking at work during the German’s surprise attack and ensuing crisis. Alexander G. Lovelace’s “Slap Heard around the World: George Patton and Shell Shock” analyzes Patton’s possible motives for slapping two soldiers in during the Sicily campaign in 1943.

Since the 2016 Warsaw Summit, the notion of projecting stability has made a return to NATO’s policy discourse. A central tenet of this agenda is the idea of securing the Alliance by stabilizing its periphery: “If our neighbours are more stable, we are more secure”, says the Secretary General Jens Stoltenberg. At the core of this approach is therefore an attempt at shaping the security environment in NATO’s neighbourhood, relying to a significant extent on partnership with individual countries and other international organizations. Abstract:
There are a variety of reasons to study geopolitical rivalries, and analysts, officers, and politicians are rediscovering such reasons amid the tensions of the last several years. The best reason to study geopolitical rivalries is the simplest: our need to better understand how power works globally. Power not only recurs in human and state affairs but it is also at their very core. Today’s new lexicon—superpower, hyperpower, and great power—is only another reminder of the reality of the various ways that power manifests itself. Power protects and preserves, but a polity without it may be lost within mere decades. Keith D. Dickson’s article in this issue of MCU Journal, “The Challenge of the Sole Superpower in the Postmodern World Order,” illuminates how fuzzy some readers may be in their understanding of this problem; his article on postmodernism calls us to the labor of understanding and reasoning through the hard realities. Ed Erickson’s survey of modern power is replete with cases in which a grand state simply fell, as from a pedestal in a crash upon a stone floor. Modern Japan, always richly talented, rose suddenly as a world actor in the late nineteenth century, but the Japanese Empire fell much more quickly in the mid-twentieth century. A state’s power—or lack thereof—is an unforgiving reality. This issue of MCU Journal, with its focus on rivalries and competition between states, is refreshingly broad in its selection of factors—from competing for or generating power. Dr. Erickson recalls that Alfred Thayer Mahan settled on six conditions for sea power, all still vital. Other authors writing for this issue emphasize, by turns, sea power (Steven Yeadon, Joshua Tallis, and Ian Klaus); cyberpower (Jamie Shea); alliances (T. J. The third part summarizes the presentations of all workshop participants and accompanying discussions without making any explicit attributions as the event was held under Chatham House Rule. All speakers participated in the workshop in a personal capacity and expressed exclusively their personal views and assessment. Moreover, as this summary incorporates all different views expressed, a participant will unlikely endorse all arguments to be found herein.
