Abstract:
To appreciate Afghanistan's predicament, it is essential to understand that all Afghan politics are tribal. Thus, while Afghans share a genuine national identity, their immediate concern in any political process is to advance or preserve the welfare of their ethnic or extended family group. Further, since the Russians and British artificially imposed the country's international borders, the tribes are not wholly contained within Afghanistan. They straddle the borders with surrounding nations. Thus, tribal politics are also international politics.

Abstract:
The war in Iraq continues; its wisdom and consequences for the United States and the Middle East cannot yet be fully assessed. Still, it may be said that the lead-up to the war largely put to rest the view that an American president can readily respond to external threats with unilateral military force, and need not take into account the views of allies and the United Nations. Presidents, even those with unilateralist inclinations, such as that at present, are constrained to remain committed to the North Atlantic Treaty Organization (NATO) and the UN Security Council because large majorities of the American public want their government to have allies and UN authorization when the United States goes to war. Americans are likely to want allies and international authorization because their possession increases the chances of pre-war coercive diplomatic success and, if war is necessary, success during and after it at lower cost. They may also want allies and international authorization for another reason, namely, to obtain a "second opinion" on the wisdom and the intentions of their leaders in taking them down a path that may end in war.

53. Security Sector Transformation in Afghanistan

Abstract:
The U.S.-led Coalition's swift victory over the Taliban regime in October 2001 created a security vacuum across Afghanistan that the international community was unprepared to fill. Winning the peace in Afghanistan has proven to be a much more complex, costly, and protracted endeavour than winning the war, an imposing burden that has severely tested the resolve of the international donor community. With only 11,000-13,000 Coalition troops mandated to eradicate the last remnants of al-Qaeda an the Taliban in the south and a limited NATO presence of 6,000 troops deployed in the capital to insulate the fledgling political process, the onus for maintaining security in the country fell on the Afghan government and its fledgling security forces. After 23 years of civil war the country's security sector was in a state of disarray, its infrastructure destroyed, resources limited, and facing a shortage of human capacity. To bolster Afghanistan's beleaguered security institutions and ensure they conform to international standards, the major donors engaged in the country launched a security sector reform (SSR) process. Security sector transformation rather than reform seems more appropriate to describe the task of creating efficient, effective, and democratically accountable security forces in Afghanistan, for the bulk of the country's formal security apparatus ceased to function over a decade ago. In spite of the massive challenges that face program, it has been portrayed as the primary means to redress Afghanistan's immediate security woes. What by its very nature is a gradual, long-term process has been thrust into the position as short-term panacea.

On June 22, 2004, Philip Gordon, Simon Serfaty, and Soner Cagaptay addressed The Washington Institute's Special Policy Forum. Dr. Gordon is a senior fellow and director of the Center on the United States and Europe at the Brookings Institution. He has also served as director for European affairs on the National Security Council. Dr. Serfaty is the director of the Europe Program and the Zbigniew Brzezinski chair in global security and geostrategy at the Center for Strategic and International Studies. He is also a senior professor of U.S. foreign policy at Old Dominion University in Norfolk, Virginia. Dr. Cagaptay is coordinator of The Washington Institute's Turkish Research Program. For years, the Turkish Cypriots have been blamed for the Cyprus issue. Nevertheless, Turkish prime minister Recep Tayyip Erdogan personally convinced UN secretary general Kofi Annan to open the fourth round of negotiations, and Rauf Denktas, president of the Turkish Republic of Northern Cyprus, was much more productive in these talks than was the Greek Cypriot leader. The conclusions emerging from the Annan Plan negotiations were the best obtainable result, even though they did not address all Turkish priorities. According to the plan, the Greek and Turkish Cypriots each submitted the plan's proposals to a separate referendum. Yet, only the Turkish Cypriot leadership stood behind its word and asked for a "yes" vote. With this, the Turkish Cypriots sent the message that they were ready to integrate into the international community. Unfortunately, the Greek Cypriot leadership backed off of its support for the agreement, and the Greek Cypriots consequently rejected the plan in their referendum. The European Union (EU) had promised Greek Cypriot accession regardless of their referendum result, however, and on May 1, Greek Cyprus entered the EU while the Turkish side remains unfairly punished by international sanctions. The destiny of the Turkish Cypriots should not rest in the hands of the Greek Cypriots, and the world has begun to recognize this. Now, lifting the sanctions on the Turkish Cyprus is Turkey's priority.

NATO plans to play a greater role in the Middle East. At the upcoming summit in Istanbul, the Alliance is expected to boost its neglected cooperation programme with seven states in the Middle East - the so-called Mediterranean Dialogue. The Dialogue is to be turned into a Partnership programme modelled on the Partnership for Peace (PfP) experience. This brief argues that NATO only can play a limited role in the efforts to reform and strengthen relations with Middle Eastern states. NATO does not have the political and economic tools necessary for tackling the root causes of the security problems in the Middle East, and there is a real danger that increased cooperation on terrorism and defence reform may undermine the overall goal of democratic and genuine change in the region.

Abstract:
Most Americans see the regime of Saddam Hussein as a major threat to regional and international security that must be thwarted, even if that means threatening or even using military force. If Saddam were to acquire nuclear weapons, they fear, he would seek to use them to dominate the Middle East, possibly invading his neighbours as he has in the past and perhaps deterring the United States from stopping him. His nuclear, biological or chemical weapons, moreover, might end up in the hands of Islamic terrorists who would show no compunction about using them against the United States, or Saddam himself might do so out of a thirst for vengeance. Whereas failure to act in Iraq would make a mockery of the United Nations Security Council and international law, a decisive action to topple Saddam would liberate the Iraqi people, allow the United States to lift sanctions on Iraq and withdraw its forces from Saudi Arabia, and perhaps make progress toward a freer and more democratic Middle East.
