1. The Cost of Debt-financed War: Public Debt and Rising Interest for Post-9/11 War Spending

Abstract:
Throughout the 18 years the U.S. has been engaged in the “Global War on Terror,” mainly in Iraq and Afghanistan, the government has financed this war by borrowing funds rather than through alternative means such as raising taxes or issuing war bonds. Thus, the costs of the post-9/11 wars include not only the expenses incurred for operations, equipment, and personnel, but also the interest costs on this debt. Since 2001 these interest payments have been growing, resulting in more and more taxpayer dollars being wasted on interest payments rather than being channeled to more productive uses. This paper calculates that the debt incurred for $2 trillion in direct war-related spending by the Department of Defense and State Department has already resulted in cumulative interest payments of $925 billion. Even if military interventions ceased immediately, interest payments would continue to rise, and will grow further as the U.S. continues its current military operations.

Abstract:
In August of 2017, Blackwater founder Erik Prince offered a plan for privatizing the war in Afghanistan, where he would replace the approximately 23,000 multinational forces (of which 15,000 are U.S. troops) and 27,000 contractors with 2,000 special forces and 6,000 security contractors who would embed with the Afghan National Army. Though the administration apparently rejected the plan at the time, multiple media outlets report there may be renewed interest, especially given the United States remains unable to resolve the conflict despite adopting a new, more aggressive strategy. Predictably, and justifiably, this interest has sparked a great deal of concern. Both former Secretary of Defense James Mattis and Chief of Staff John Kelly, in addition to a host of others, are reportedly opposed to the plan. With their departure, another opportunity to reconsider Prince’s proposal may arise.

Since late 2001, the United States has appropriated and is obligated to spend an estimated $6.4 Trillion through Fiscal Year 2020 in budgetary costs related to and caused by the post-9/11 wars—an estimated $5.4 Trillion in appropriations in current dollars and an additional minimum of $1 Trillion for US obligations to care for the veterans of these wars through the next several decades.

Abstract:
The shifts in Saudi Arabia's power structure that have taken place since King Salman came to power in January 2015 have created a new set of Saudi priorities for shaping Saudi Arabia's future. These new priorities have led to major changes in Saudi Arabia’s national security structure and leadership, and to calls for major social and economic reform. They have changed the leadership of the Saudi Ministry of Interior, National Guard, and Foreign Ministry. These new priorities have led to participation in a major war in Yemen, efforts to isolate Qatar that have broken up an already weak and divided Gulf Cooperation Council (GCC), and deeper tensions with Iran over its military build-up and efforts to expand its regional influence. Most of the earlier changes at top levels of the Saudi government and security structure were motivated by new King's desire to consolidate power at the top of the government and royal family. In the process they have made Mohammed bin Salman bin Abd al-Aziz Al Saud (normally referred to as Mohammed bin Salman or “MBS”) the Crown Prince, First Deputy Prime Minister, Minister of Defense, and President of the Council for Economic and Development Affair – combining the responsibilities for Saudi Arabia’s security, civil sector, and economic development to one man. The more recent changes to the Saudi national security sector and military command made in February 2018 are harder to interpret. There is no way­­—as of yet— to put the changes in the Saudi national security sector and military command structure into perspective. One can speculate that these changes were either a further effort to assert control by a new regime, or part of a serious effort by the Crown Prince to improve Saudi military planning, budgeting & fiscal management, and military operations. Mohammed bin Salman may have been reacting to the lack of progress in the war in Yemen, Saudi tensions with Qatar, and MBS's feelings that too much of the Kingdom's security spending has been wasteful, poorly planned, and involved some element of corruption. Speculation aside, there are no credible reports that provide a reliable "inside" picture of what is happening. What is clear, however, is that the Kingdom has been spending far too large a portion of its economy on security priorities that have yielded uncertain results. This spending on security is large enough to compete with Saudi Arabia's ability to fund its 2030 plan to reform and modernize its economy and social structure. Saudi Arabia must better balance its civil and national security spending by reducing its security spending and using its resources far more effectively.

Abstract:
The United States has appropriated and is obligated to spend an estimated $5.9 trillion (in current dollars) on the war on terror through Fiscal Year 2019, including direct war and war-related spending and obligations for future spending on post9/11 war veterans. This number differs substantially from the Pentagon’s estimates of the costs of the post-9/11 wars because it includes not only war appropriations made to the Department of Defense – spending in the war zones of Iraq, Syria, Afghanistan, Pakistan, and in other places the government designates as sites of “overseas contingency operations,” – but also includes spending across the federal government that is a consequence of these wars. Specifically, this is war-related spending by the Department of State, past and obligated spending for war veterans’ care, interest on the debt incurred to pay for the wars, and the prevention of and response to terrorism by the Department of Homeland Security. If the US continues on its current path, war spending will continue to grow.

7. The Gulf Monarchies' Armed Forces at the Crossroads

Abstract:
Something is happening with the military forces of the Arab monarchies in the Gulf. Traditionally, the armed forces of the Gulf monarchies played an incidental role when it comes to securing the states. The ultimate fighting power of the monarchies was relatively unimportant; rather, the monarchies’ security was derived from international relations that were sometimes founded on, and often sustained and fed by, ongoing military sales. But, for some monarchies at least, this is changing. Saudi Arabia and the UAE are now deploying their own forces in hitherto unseen kinetic ways, as in Yemen, indicating that they genuinely seek their own fighting power. In the midst of the Gulf crisis, Qatar has doubled down on defense procurement both to boost its military and to increase its international entanglements. Meanwhile, Oman and Kuwait continue their methodical military procurement, as is Bahrain, in addition to assiduously following Saudi Arabia’s regional policies to boost relations with Riyadh.
