Greater decisiveness would have shortened the conflict, lessened the toll on global maritime trade, and reassured U.S. partners in the region and beyond. Since the Houthis launched their assault on global shipping in November, the United States and its partners have scrambled for ways to restore calm and commerce to the Red Sea. First, on December 18, Washington assembled a maritime coalition designed to boost the U.S. presence in the area and promote regional security. Then, in January, the United States started intercepting Iranian military shipments bound for the Houthis and issued multiple warnings to the group. Finally, after nearly two months of continuous attacks in the Red Sea, the United States and the United Kingdom launched a barrage of strikes against the Houthis’ facilities. Abstract:
The Israel-Lebanon maritime boundary agreement is not a direct agreement between the two countries, but rather two separate agreements with the United States. It is unique: the first such agreement reached between countries with no diplomatic relations, the first between adjacent states in the Eastern Mediterranean, and the first in the region to be resolved through indirect negotiations facilitated by a mediator. A confluence of domestic and geopolitical events contributed to the signing of the agreement, including elections in Israel, the deterioration of Lebanon’s economy and the country’s descent into political crisis, and the consequences of Russia’s invasion of Ukraine for the global energy market. Effective mediation between parties was more important than the degree of trust the parties had in the mediator or the mediator’s relative neutrality on the issue. The United States was not an unbiased mediator, but because of its own incentives to deliver an agreement and its leverage over both parties it was the only possible one. International oil and gas companies influenced the negotiations, but did not directly participate in them. Due to their vested interest in securing their existing or prospective investments, they used public communications and discrete engagements with the Israeli and Lebanese governments to encourage a deal. This agreement could serve as a model for other maritime disputes by demonstrating at least two things. Firstly, solutions can be achieved when parties delink their maritime negotiations from the core issues in their bilateral relationship. Secondly, if two sides are committed to reaching an agreement, the international law of the sea is sufficiently flexible for them to find a solution, even when one party is a signatory of the UN Convention on the Law of the Sea and the other is not.

Abstract:
The oceans and seas cover 72% of the Earth’s surface, and 85% of global trade is done by maritime transportation. Moreover, 40% of the world’s population lives on or near coastlines. Also, the oceans play a crucial role in Earth’s biosphere. Recently, by desalination techniques, the seas have become a potable water resource. Therefore, one can say that the oceans and seas are indispensable for mankind. However, international disputes and collaboration efforts between states regarding the seas are not widely studied by scholars of international relations (IR). This can be referred to as sea blindness, and it may be defined as an inability to appreciate the importance of seas and naval power, particularly with regards to strategic security and economic prosperity. A country with sea blindness is not aware of maritime supremacy as an important foreign policy tool. Similarly, IR scholars mostly focus on land conflicts and not on sea issues when they study international politics. This is particularly true in Turkish IR literature as issues on land are again the focus areas for Turkish scholars. In this context, this article makes an analysis of the articles in peer-reviewed journals and books published by well-known publishers in Turkey, providing statistics about the issues covered. Also, for comparison, major political science and IR journals published abroad are analysed with regards to publications related to the seas. This statistical analysis elucidates whether there is sea blindness in Turkish IR literature. The number of articles and books that cover the seas as crucial study areas of IR in Turkey, as well as their broad focus areas and perspectives, are revealed by this study.

On 27 October, Israel and Lebanon, which do not have official relations, concluded an agreement with U.S. mediation on the maritime border of the two states and the exploitation of gas deposits. The agreement will serve to increase stability in the Eastern Mediterranean, although the direct benefits for Lebanon’s economy depend on an improvement in the political situation.

The future of talks between Israel and Lebanon on delineating a shared maritime border, mediated by US Special Envoy and Coordinator for International Energy Affairs, Amos Hochstein remains uncertain following an exchange of escalatory statements from Israel and Lebanon’s Hezbollah about the disputed Karish natural gas field. Both sides suggested that the tensions can escalate into an all-out war unless their conditions are met. However, Lebanese officials including President Michel Aoun stated that the negotiations to demarcate the border are in the final stages.

Abstract:
On May 27, Iran seized two Greek tankers, named “Prudent Warrior” and “Delta Poseidon”, in the Arabian Gulf. Forces from the Islamic Revolutionary Guard Corps (IRGC) descended on the tankers and ordered them to sail to Bandar Abbas port. Onboard the tankers were 49 crew members. Greece described the operation as ‘piracy’. The seizure seems to be a reprisal for Greece’s role earlier in the month assisting the US impounding a Russian-flagged tanker transporting Iranian oil and carrying 19 crew.
