31. The Ineffectiveness of American Covert Regime Change Operations During the Struggle Against Islamist Terrorism

Abstract:
Following the September 11th terrorist attacks, the United States government embarked on a campaign to weaken the Islamic extremist organizations that were present in the world. Some of the steps that this lone superpower took to accomplish this objective could be easily detected. However, there were others that went undetected until investigative reporters wrote about them in The New York Times, The Washington Post, and other reputable newspapers. Once these covert initiatives were exposed, certain parties began to conduct inquiries to ascertain whether or not they were helping the United States prevent terrorist attacks by Islamist networks. Two initiatives, which received a considerable amount of attention in the post-9/11 era, were the Central Intelligence Agency’s drone and enhanced interrogation programs. In 2009, the members of the United States Senate Intelligence Committee revealed that they would be conducting a thorough review of the latter. Approximately five years after this announcement, the committee released a report to the public that said sleep deprivation, waterboarding and other forms of torture did not lead to actionable intelligence. In other words, they did not produce any information that enabled the CIA to foil terrorist attacks which were on the verge of being carried out against the United States (Klapper and Dilanian 2014). A lot of the analyses of the CIA’s drone program were conducted by prominent academics like Fawaz Gerges. At one point in The Rise and Fall of Al Qaeda, this professor at the London School of Economics mentions how drone strikes often killed innocent civilians in Muslim countries. When civilians did perish, extremist organizations would see a rise in the number of recruits who were interested in executing terrorist operations (Gerges 2014, p.25).

n recent years there have been dramatic changes in the Islamist landscape as Islamist political parties have drastically transformed, violent new groups have burst on the scene, and the proliferation of new media has changed access to information. But have political scientists and other scholars taken the time to step back and examine how these seismic shifts have affected our research methods, priorities, and arguments? On January 29, 2016, scholars gathered for the Project on Middle East Political Science’s 3rd Annual workshop on Islamist politics as part of our Islam in a Changing Middle East initiative. This year’s workshop focused on the methodological and conceptual issues in the study of Islamism. What assumptions underlying our research need to be problematized? How should we deal with the vast outpouring of information and evidence about these movements now available on social media? What do we mean by the term “Islamist?” Offering an incredibly rich set of reflections, the papers in this series challenge the utility of core concepts such as “moderation” and “radical Islam.” They investigate the operation of specific causal mechanisms such as repression, identity, and organizational structure. They consider how newly available sources of survey and social media data can change our research approaches and remind us of all we have learned. The excellent essays in POMEPS Studies 17 Evolving Methodologies in the Study of Islamism take up these questions. While no one claims to have come up with a single answer, this collection is an important first step in grappling with the complex puzzle of “Islamism” today. This critical and reflective scholarship will be useful for the novice student and experienced analyst alike.

Bu noktada Refah Partisi’nin Kemalizm’in sacayakları olan laiklik, ulus-devlet ve Batıcılık ilkelerini yerinden edici söylem ve pratikleri incelenecek ve bu dönem dış politikasının Kemalist yerleşiklerin iç siyasetteki tutunma alanları üzerindeki iç politik mücadelenin bir parçası olduğu gösterilmeye çalışılacaktır. Bu anlamda bilhassa Refah Parti iktidarının ilk aylarını fazlasıyla meşgul eden Libya konusu analiz edilecek ve konunun söz konusu iki blok arasındaki mücadelede hangi söylem ve pratikler çerçevesinde nasıl bir temsile oturtulduğuna bakılacaktır. | With reference to Campbell’s ‘double exclusion’ conceptualization, considering foreign policy as a continuation of domestic power struggle, this paper focuses on Turkish foreign policy while particularly taking into account the domestic power struggle in Erbakan’s first period. At this point, the paper analyzes the Welfare Party’s discourses and practices which are adverse to Kemalism’s trivet -secularism, nationstate and Westernism- and tries to show that foreign policy in this period is a part of a domestic struggle. In this sense, especially the Libya case which had exceedingly occupied the first months of the Welfare Party rule, is analyzed. A part of this analysis is also the question of how this issue is represented while taking a deeper look at the discourses and practices within the mentioned two blocks.

The Fletcher Security Review: Managed and edited by students at the Fletcher School of Law and Diplomacy, we build on the Fletcher School’s strong traditions of combining scholarship with practice, fostering close interdisciplinary collaboration, and acting as a vehicle for groundbreaking discussion of international security. We believe that by leveraging these strengths – seeking input from established and up-and-coming scholars, practitioners, and analysts from around the world on topics deserving of greater attention – we can promote genuinely unique ways of looking at the future of security. Abstract:
​ The United States and Saudi Arabia lavished money and weapons on unsavory characters during the anti-Soviet jihad of the 1980s, giving little thought to the possibility of a blowback or boomerang effect—that they would in effect be funding and arming their future enemies. It is indeed ironic that the principal bankrollers of the jihad later became the main targets of offshoots of that jihad. A non-negligible part of the money and weapons sent by the United States to Iraq, in particular as part of the “Sunni awakening”, is now in the hands of extremists.With the near-exclusive focus on military developments, the financial front of the war on terror is all but ignored. This article traces the evolution of checkbook diplomacy in conflicts involving the Islamic world.

Abstract:
The “IS-ification of Islamist politics,” in Khalil al-Anani’s felicitous phrase, has reshaped the ideological and strategic incentives for Islamist groups and their adversaries. It has also posed a new challenge to the categories, concepts and expectations of the academics who study them. In January, the Project on Middle East Political Science brought together more than a dozen leading scholars of Islamist movements to discuss the Islamic State and its effects on the broader terrain of Islamist politics. Some of the papers prepared for that workshop have been published on The Monkey Cage already and all are now collected into a new edition in the POMEPS Studies series “Islamism in the IS Age,” available for free download here. The challenge posed by the Islamic State can be broken down into a number of discrete areas. First, there is the effort to understand the nature of the group itself: its ideology, its organization and its likely future prospects. Second, there are questions about its relationship and impacts upon other groups, from the very similar (al-Qaeda) to the essentially different (the Muslim Brotherhood). Third, there are important analytical questions about the relative significance of ideology, institutions and strategic competition. It is useful to be precise about which of the arguments that consume the public sphere, such as how “Islamic” the organization is, really matter. The same is true of whether the analytical categories such as the “moderate/radical” divide or the distinction between Salafi-jihadists and mainstream Islamists still offer useful leverage. While its novelty and long-term significance may well be overstated, the Islamic State has indisputably reshaped the region’s strategic and intellectual agenda. Its rapid capture of territory through large swathes of Iraq and Syria and declaration of a new caliphate provoked a military response from the United States and have become the principle focus of a broad international coalition. It poses an intriguing ideational challenge to the norms of state sovereignty that underlie international society. Its penchant for broadcasting barbaric spectacles such as decapitations and burning alive of its hostages galvanized the attention of a horrified world. The Islamic State has built a seemingly robust proto-state in the territories it controls, and has seemingly established affiliates, with varying degrees of success, in areas such as Egypt’s Sinai and Libya. Its ability to attract foreign fighters and seeming appeal to certain radical trends has provoked a new round of alarm over domestic radicalization and terrorist threats. All of those effects are exacerbated by the frenzied media coverage of these developments in both the West and the Arab world.

Abstract:
Egypt has reappeared again as a leading actor in the Middle East. After the fall of Mubarak, the rise to power of the Muslim Brotherhood and its ouster, the country has chosen its new ‘strongman’. Following the elections of al-Sisi, Egypt is back to pursuing a pro-active policy not only internally, but also in the neighbourhood. The restoration of the strategic axis with Saudi Arabia and the struggle against radical Islam are the two pillars of this new political phase. However, there are critical elements, too, from further deterioration of the political and civil liberties indexes, to the emergence of jihadist groups in the Sinai, to the enduring economic and financial difficulties. As a result of these changes, Europe and Italy should calibrate a new policy aimed at safeguarding their interests,especially from the points of view of security, stability and the fight against terrorism, also promoting more inclusive practices by the Cairo government vis-à-vis the opposition (including the Muslim Brotherhood) and developing policies which can help Egypt to respond to future challenges in terms of economic growth, poverty alleviation, demographic pressure and the creation of employment opportunities.

Abstract:
The Arab uprisings of 2011 radically reshaped the environment within which Islamist movements had evolved over the preceding decades, causing rapid, disorienting changes in their strategies, ideologies, and organizations. The last three years have produced an enormous amount of new information about these movements: detailed election results; factional and generational and intra-Islamist rivalries spilling out into public; varying degrees of political polarization between Islamists and their rivals; the erratic performance of Egypt’s Muslim Brotherhood after coming to power through elections and the fallout from its removal through popular protest and military coup; the emergence of a sharp public backlash against the Brotherhood in Egypt, at least, and a crackdown on its social services; a new regionwide campaign designating the Brotherhood as a terrorist organization; the surprising evolution of al Qaeda and jihadist movements from Syria and Iraq through North Africa. In January 2014, the Project on Middle East Political Science therefore convened a workshop with fifteen leading academic specialists on Islamist movements in the Arab Middle East and charged them with rethinking key assumptions, arguments, evidence and research programs in light of these three tumultuous years. The workshop brought together European and American academics with specialties ranging from mainstream movements such as the Muslim Brotherhood to jihadists and non-violent Salafists, and with expertise on countries ranging from the Gulf through Egypt and the Levant to North Africa. This special POMEPS Briefing collects the memos prepared for the workshop. The short essays collected here touch on many of these issues, pointing towards a rich set of compelling new theoretical and empirical questions with which the field must now grapple.

Abstract:
What do we really know about the provision of social services by Islamist movements? It’s hard to find a popular article about a group like the Muslim Brotherhood or Hezbollah that doesn’t reference their ability to win popular support by providing social services through their extensive network of charities, clinics and community centers. Most observers have long believed that these charitable activities played a key role in Islamist outreach and organization, built their reputations for honesty and efficacy, conferred a significant political advantage, and helped to promote the Islamization of society. A recent wave of scholarship has challenged many of the prevailing assumptions about the nature and significance of these social services, however. Evidence for the scope, superiority or political utility of these charitable activities has proven elusive. Volunteers in the Islamic charitable sector profess a far wider set of motivations for their participation than just political rewards. The rise of non-governmental charities – and not only Islamic ones – seems to be driven at least in part by neoliberal reforms and the broader structural changes in the region’s political economy. What’s more, whatever explains the patterns and effects of social service provision in the past might no longer apply. Major changes on the ground such as the crushing of Egypt’s Muslim Brotherhood and the dramatic move into service provision by jihadist groups raise serious questions about how these dynamics might play out in the future.

Makalede Fransa örneği üzerinden Müslüman kimliğine karşı İslamofobik söylemlerin siyaset ve medya dilinde ana akımlaşması ve bunun toplum tabanında karşılık gördüğü tezi görsel medya materyalleri ve toplumsal araştırma sonuçlarıyla desteklenirken, “İslamcı” kavramının Arap Baharı süreciyle kullanımındaki değişim ve Müslüman kimliğinin görünürlüğü sorunsalı tartışılacaktır. Böylece Arap Baharı’nın kavram ve söylemler üzerinde şekillendirici bir özelliği olduğu tezi savunulacaktır. | With its consequences, direct and indirect effects, the Arab Spring became a matter of debate not only in the Middle East and North Africa but also in the West. It has a formative effect which has an impact on discourses as well as policies towards the Middle East. In this article, this impact will be discussed in the case of France. The rise of Islamophobic discourses in media and politics, enemization of the concept of “Islamism” and visibility problem of Muslim identity will be discussed in the light of some visual media materials and social researches. Thus, the effect of the Arab Spring on Islamophobic discourse of French politics, media and society will be focused on.
