211. Syrian Scholar Finds Safe Haven at CCAS: A Conversation with Visiting Lecturer Mohammad AlAhmad

Abstract:
On April 22, 2015, CCAS Visiting Lecturer Dr. Mohammad AlAmad and his family left their home and lives in Syria behind. “Human smugglers drove us to the Turkish border,” says AlAhmad, “and then my wife and I carried our two young children, walking through barbed wire and muddy water into Turkey. We were full of trepidation, fear, and the pain of being displaced.” Though AlAhmad left Syria because he had been accepted to participate in the Institute of International Education’s Scholar Rescue Fund, which provides support for threatened scholars and places them with visiting appointments at partner academic institutions, he did not yet know his family’s ultimate destination. Once in Turkey, AlAhmad learned that his appointment would be at Georgetown, starting in August.

Abstract:
Spread across Turkey, Syria, Iraq and Iran, Kurdistan is one of the hottest geopolitical areas in the Middle East. It is a land inhabited by over 30 million people, representing one of the largest stateless "nations" worldwide. The Kurds play a crucial role in the region, and the so-called "Kurdish factor" has constantly been a key ingredient of recent Middle East crises: from the wars in Iraq under Saddam Hussein to the fight against the so-called Islamic State. Not to mention the strategic relevance that Kurdistan assumes as one of the oil-richest areas in the region. What new balances would an eventual victory of Kurds over IS create? What are the long-term goals of the Kurdish community? How to reach a solution to the Kurdish question able to satisfy all the actors involved? Can we envisage a common future for the Kurds or will they remain tied to the political destinies of the countries they live in? These are just some of the questions that this report tries to answer collecting contributions from leading international experts.

213. The Caliphate’s Global Workforce: An Inside Look at the Islamic State’s Foreign Fighter Paper Trail

Abstract:
This report contains an analysis of over 4,600 unique Islamic State personnel records that were produced by the group primarily between early 2013 and late 2014. The importance of this data for understanding the Islamic State and, in particular, the foreign fighter flow, cannot be overstated. To put it simply, it is the largest cache of primary source documents produced by the Islamic State available in the open-source as of this date. These particular documents were acquired by NBC News from an Islamic State defector and subsequently provided to the CTC (and other entities). This report provides a window into the organization’s global workforce, revealing information about foreign fighters’ countries of origin, citizenship, points of entry into Syria, marital status, skills and previous occupations, education levels, religious knowledge, fighting role preferences in the group, and previous jihadist experience. In addition to analyzing the data at the macro-level, the report also highlights numerous anecdotes of individual fighters. Taken together, the analysis in this report reveals an organization that is attempting to vet new members, manage talent effectively within the organization, and deal with an incredibly diverse pool of recruits.

214. Communication Breakdown: Unraveling the Islamic State’s Media Efforts

This report breaks down the Islamic State’s media activities through a two-fold approach. First, it examines a small number of declassified documents captured from the group’s predecessors to provide a baseline understanding its present-day media structure and operations. Second, through an examination of over 9,000 Islamic State official media products, this report offers detailed insight into what the group is saying and what a study of its propaganda can tell us about its strengths, weaknesses, and struggles. A number of findings emerge from these analyses. First, the Islamic State’s media network is adaptive and complex. Second, the group publishes products on a variety of themes, only one of which has to do with the violence for which the group is so well-known. Third, the frequency of the group’s products has declined significantly since its highpoint in the summer of 2015. Fourth, the Islamic State’s provincial media bureaus are not all equal in terms of their production content. Finally, although advances have been made in limiting the group’s media activities, there is still more than can be done to limit the group’s outreach efforts.

The al Qaeda-centric terrorist landscape is eclipsed by an Islamic State (IS)-centric threat landscape. Today, an al Qaeda-IS hybrid influences and shapes the global threat landscape of political violence. With three dozen threat groups in Asia, Africa and the Middle East expressing support to the Caliphate and pledging allegiance to self-styled Caliph Abu Bakr al Baghdadi in 2014, IS will expand its international footprint in 2015. IS is transforming from a group in the Iraq and Syrian Theatre to a global network.

216. Daesh Hype about Stealing Nuclear Weapons

With Daesh entrenched in Syria and Iraq and growing in influence in North Africa and Pakistan, the risk is likely to grow that the terrorist group or one of its allies will seek nuclear weapons. Or at least this is what they want the world to think since their publications imply these intentions. But Daesh’s public claims of ways to accomplish that goal are unfounded and mainly seem intended to simply incite fear. At ISIS, we assess that the risk of Daesh acquiring nuclear weapons is low. However, that characterization needs to be carefully considered. The chance of Daesh acquiring a nuclear weapon, either through theft of a functioning nuclear weapon, or of nuclear explosive material followed by the manufacturing of a crude nuclear explosive, is assessed as low, similar to the risk of a major nuclear reactor accident, such as the Chernobyl and Fukishima disasters. However, although the chance of Daesh stealing a nuclear weapon is low, the consequences would be horrible and extraordinary efforts need to be waged to ensure that the risk becomes even lower. A nuclear explosive going off in a major city would have catastrophic consequences, probably far worse than those of Chernobyl or Fukishima. While the threat of Daesh stealing or otherwise acquiring a nuclear weapon needs to be taken seriously, Daesh writings on the subject should be discounted. In a May 2015 article in the Daesh magazine Dabiq, the British journalist John Cantlie warns of Daesh’s rapid global expansion and its capabilities to launch major terroristic attacks – including acquiring a nuclear weapon and smuggling it into the United States. It is uncertain if Cantlie actually penned the article, titled “The Perfect Storm.” However, the sentiments of the piece likely reflect Daesh ambitions.

217. Scenarios for a peace mission for Syria

Abstract:
This policy brief reviews the current political and humanitarian situation in Syria and analyses possible scenarios for a peace mission for Syria. The brief argues that the most likely scenario for an end to the conflict would require a regionally led solution involving Iran, Turkey and Saudi Arabia, with the eventual backing of the US and Russia. Four preliminary conclusions have been identified: There is a highly fragmented military situation and any peace deal will face armed opposition. There will probably be a need for a peace mission. One option may involve limited missions to secure local ceasefires. A second option could involve a two-tier mission that, following a peace deal, is able to perform a mix of tasks that includes peace enforcement and peacekeeping. A coalition of EU states should assume the hard military core of any two-tier mission within a “Berlin Plus” framework that allows for the use of North Atlantic Treaty Organization (NATO) assets and capabilities. They should act, however, with the participation of a wider grouping of states, including BRICS countries such as Brazil, Russia and India, as well as members of the Arab League. There is no solution to the Islamic State of Iraq and Syria (ISIS) challenge in isolation from the broader issues at the root of the conflict. A democratic political process with elections and a new constitution must be the end game for any peace mission.

218. Soccer vs. Jihad: A Draw

Abstract:
There is much that militant Islamists and jihadists agree on, but when it comes to sports in general and soccer in particular sharp divisions emerge. Men like the late Osama bin Laden, Hamas Gaza leader Ismail Haniyeh and Hezbollah’s Hassan Nasrallah stand on one side of the ideological and theological divide opposite groups like the Taliban, Harakat al-Shabaab al-Mujahideen, Boko Haram, and the jihadists who took control of northern Mali in 2012. The Islamic State, the jihadist group that controls swaths of Syria and Iraq, belongs ideologically and theologically to the camp that views soccer as an infidel invention designed to distract the faithful from their religious obligations but opportunistically employs football in its sophisticated public relations and public diplomacy endeavour. Bin Laden, Haniyeh and Nasrallah employ soccer as a recruitment and bonding tool based on the belief of Salafi and mainstream Islamic scholars who argue that Prophet Muhammad advocated physical exercise to maintain a healthy body. However, the more militant students of Islam seek to re- write the rules of the game to Islamicise it, if not outright ban the sport. The practicality and usefulness of soccer is evident in the fact that perpetrators of attacks, like those by Hamas on civilian targets in Israel in 2003 and the 2004 Madrid train bombings, bonded by playing soccer together.

Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. We believe that by leveraging these strengths – seeking input from established and up-and-coming scholars, practitioners, and analysts from around the world on topics deserving of greater attention – we can promote genuinely unique ways of looking at the future of security. Each issue of the Review is centered around a broad theme – in this issue, we tackle “Money & War.” Money influences every aspect of warfare, conventional or unconventional. No nationstate military, insurgent group, terrorist network, trans-national criminal organization, or hybrid actor can be understood, or countered, without knowing where the money is coming from – as well as where, and how, it gets spent. Evolutions and revolutions in financial tools and practices quickly translate to transformations in military affairs, and some cases, vice versa.
