Abstract:
The current situation in the region creates an opportunity for Afghanistan and the United Front. The United Front is the only force present in Afghanistan and ready to move against Osama bin Laden and the Taliban. If there is cooperation between the forces of the United States and the United Front, the job of eliminating Al Qaeda's infrastructure and removing the Taliban from power will be easier than if the two act separately. Yet, the leadership of the United Front is aware of the misconception in Washington that there are certain factions of the Taliban that could be dealt with and convinced to join forces against bin Laden. Any involvement by the United States should be done in a way to bring further unity, cohesion, and support to an already existing coalition of forces opposing the Taliban under the banner of the United Front.

As the United States pursues its military operations, the Organization of the Islamic Conference's (OIC) foreign ministers are scheduled to meet in the Qatari capital of Doha on Wednesday. Among the important issues that are likely to be mooted are the antiterrorism coalition and the scope of its activities; the future of Afghanistan; and a working definition of terrorism. The OIC has before it an important opportunity to ally the Muslim world with the prevailing international consensus against using religion as a rationale for mass violence.

In his September 21st speech to Congress, President George W. Bush mentioned two terrorist groups in addition to Osama bin Laden's Al-Qaedah: the Egyptian Islamic Jihad and the Islamic Movement of Uzbekistan. Both groups are fighting the regimes of their homelands but serve the interests of global Jihad as well.

On April 21, the grand mufti of Saudi Arabia, Shaykh Abd al-Aziz bin Abdallah Aal al-Shaykh, said that Islam forbids suicide terrorist attacks. This has raised a storm of criticism from supporters of the Palestinian intifada against Israel. However, the mufti may have been thinking more about Osama bin Ladin than recent Palestinian actions.

The political influence of Islam is increasing in South East Asia. While the collapse of the Soviet Union and the Communist bloc have contributed to the decline of communism as a revolutionary political force in the region, religious and ethnic issues are now assuming renewed and increasing significance. Religious divisions based on Islam have exacerbated ethnic differences, and some religiously-oriented groups are engaging in violent and extreme acts that pose a potentially serious long-term threat to stability in the region.

367. Defining Limits on Religious Expression in Public Institutions: The Turkish Crisis Over Headscarves

Abstract:
On June 10, 1998, Turkish police and Islamist students scuffled at Istanbul University after authorities refused to allow eleven women wearing Muslim headscarves to take final exams. The students attempted to force their way into the examination hall past police who were helping college authorities enforce a long-standing ban on Islamist attire in places of education, government ministries, and other public institutions. Istanbul University, like nearly all educational institutions in Turkey, receives public funding. Similar scuffles had occurred the previous day when police forcibly removed headscarves from some girls' heads, the pro-Islamist newspaper Zaman said. The paper printed photographs of what it said were female students who fainted in distress after their headscarves had been torn off.

Abstract:
This project approaches the political economy of Islamic resurgence in Turkey by exploring different uses of Islam as a strategic resource. The study is organized in five parts: The first section situates Islamic resurgence in its international and domestic context and shows that Political Islam in Turkey derives its strength largely from its ability to respond to the challenges of the current environment. The second section looks at the manifestations of Islam in business life through an analysis of a) MÜSİAD (The Association of Independent Industrialists and Businessmen) that could successfully bring together a large number of enterprises of different sizes located in different geographical regions of the country, and b) special financial institutions as well as other, more informal arrangements used to generate investment funds on the basis of "relations of trust among the believers". In the third section, marketing strategies directed to Muslim consumers are explored through an analysis of certain advertising agencies and TV channels either owned by sect affiliated groups or known by their closeness to Political Islam represented by RP/FP. In the fourth section, the development of the labor union confederation Hak-Is, an important element in the RP/FP constituency, is discussed. Finally, the conclusion presents a summary of the findings. The findings of the study in these areas suggest that what could be called the economic world of Islam in Turkey is formed by networks of social relations which do not constitute a coherent whole, but appear as separate power blocs which try to reach those groups that feel alienated form the secular westernized political and economic establishment for the generation of investment of funds, for the marketing of specialized products, or in organized interest articulation and representation by business associations and labor unions.

When Mustafa Kamal (Ataturk) founded the Republic of Turkey in 1923 (he was its president until his death fifteen years later), he set as his main objective the modernization of the new republic. His preferred means was speedy, intensive secularization and, indeed, every one of his reforms was tied up with disestablishing other Islamic institutions from their hold on Turkey's politics, economics, society, and cultural life.
