332. Iran: What Does Ahmadi-Nejad's Victory Mean?

- The surprise election of Mahmoud Ahmadi-Nejad, who is being sworn in as president this week, has given rise to dire predictions about Iran's domestic and foreign policies and relations with the U.S. and the European Union. There are reasons for concern. Based on his rhetoric, past performance, and the company he keeps, Ahmadi-Nejad appears a throwback to the revolution's early days: more ideological, less pragmatic, and anti- American. But for the West, and the U.S. in particular, to reach and act upon hasty conclusions would be wrong. Iran is governed by complex institutions and competing power centres that inherently favour continuity over change. More importantly , none of the fundamentals has changed: the regime is not about to collapse; it holds pivotal cards on Iraq and nuclear proliferation; and any chance of modifying its behaviour will come, if at all, through serious, coordinated EU and U.S. efforts to engage it.

333. The Jerusalem Powder Keg

- While the world focuses on Gaza, the future of Israeli-Palestinian relations in fact may be playing itself out away from the spotlight, in Jerusalem. With recent steps, Israel is attempting to solidify its hold over a wide area in and around the city, creating a far broader Jerusalem. If the international community and specifically the U.S. are serious about preserving and promoting a viable two-state solution, they need to speak far more clearly and insistently to halt actions that directly and immediately jeopardise that goal. And if that solution is ever to be reached, they will need to be clear that changes that have occurred since Israelis and Palestinians last sat down to negotiate in 2000-2001 will have to be reversed.

334. Disengagement and Its Discontents: What Will the Israeli Settlers Do?

- Scheduled for 15 August 2005, Israel's disengagement from Gaza and parts of the northern West Bank has already begun. How Israel for the first time evacuates settlements in the Palestinian Occupied Territories will have profound implications for Israeli-Palestinian relations, but also for Israeli society. Regardless of one's assessment of the settlers and their enterprise -- regarded internationally as illegal, by many Israelis as irresponsible and by others as the embodiment of the Zionist project -- it is bound to be a traumatic event for Israel. If it should be mishandled, accompanied by violent settler resistance or Palestinian attacks, the prospects for subsequent peace would be much bleaker. The international community's interest is to press for complete disengagement and then a credible follow-on political process.

335. Iraq: Don't Rush the Constitution

- The next stage in Iraq's political transition, the drafting and adoption of a permanent constitution, will be critical to the country's long-term stability. Iraqis face a dilemma: rush the constitutional process and meet the current deadline of 15 August 2005 to prevent the insurgents from scoring further political points, or encourage a process that is inclusive, transparent and participatory in an effort to increase popular buy-in of the final product. While there are downsides to delay, they are far outweighed by the dangers of a hurried job that could lead to either popular rejection of or popular resignation to a text toward which they feel little sense of ownership or pride.

- The international impasse over Iran\'s nuclear program is entering a critical phase. The compromise being offered by the international community, whereby Iran would carry out sensitive uranium enrichment work in Russia, is unlikely to be accepted in full by Tehran. The hardline rhetoric of new President Ahmedinejad is further limiting the prospects of a diplomatic solution being found. As a result, the issue is likely to come before the Security Council. Once in New York there are a number of ways it could play out. But at this stage it is not clear what the Council would be able to do to force a change of behaviour from Tehran. Faced with poor options all round, Washington may feel at some point that it has to risk the uncertain results of limited air strikes against Iranian nuclear facilities to delay what it regards as the unthinkable - a nuclear armed Iran.

337. Building a democratic Palestine: an Australian contribution to legal and institutional development in the Palestinian territories

- The current fragile ceasefire between Palestinian militants and Israel has raised hopes of an end to four years of violence. To sustain that ceasefire both Israel and the Palestinian Authority must meet their respective commitments under the "Road Map for Middle bast Peace". For the PA this means preventing terrorist attacks against Israel and undertaking political, legal and security reforms. These reforms are also critical to meeting the Palestinian public's own demands for an end to lawlessness and corruption. Given Australia's expertise in legal and institutional development, the Australian government's commitment to promoting democracy and peace in the Middle bast and its sound relationship with both the PA and the government of Israel, Australia should lend what support it can to the Palestinian effort to establish strong foundations for a stable, prosperous and democratic Palestinian state.

- Is retreat from, withdrawal from, or defeat in Iraq inevitable? Almost all opponents of the Bush administration say it is. As Representative John Murtha (D-Pa.) put it in mid-November, when demanding the “immediate redeployment of U.S. troops” consistent with their safety, “The United States cannot accomplish anything further in Iraq militarily. It is time to bring the troops home.” This was echoed more recently by Democratic National Committee chairman Howard Dean: “The idea that we're going to win this war is an idea that, unfortunately, is just plain wrong.” Advocates of withdrawal point to continuing attacks on coalition and Iraqi targets and to the steady, somber flow of U.S. casualties, as well as the increasing fear that our army will break under the strain of prolonged occupation. Administration supporters of course share these concerns, and some seem (privately) to share the view that the war may be unwinnable. Even a few inside the administration may have their doubts. In any case, the administration clearly believes that it has to promise a significant reduction of U.S. forces in Iraq—“conditions permitting”—in 2006. Reports are circulating that preparations for troop reductions have already begun.

339. Beware the Arafat Model in Iraq

- Iraqis gathered around television sets as midnight approached on August 22. They watched as constitutional-drafting committee members and political elites whispered among themselves. When the speaker of the national assembly, Hachim al-Hasani, declared, “We have received a draft of the constitution,” the assembly erupted in applause. “But,” he added, “there are some points that are still outstanding and need to be addressed in the next three days.” Late into the night, politicians and activists continued to meet in the Baghdad homes of the major powerbrokers, grappling with the roles of federalism and Islam in the new Iraq. While U.S. diplomats and Washington advisers continue to facilitate compromise among Iraq's disparate sectarian, ethnic, and political groups, the reality emerging outside Baghdad is directly challenging Iraq's aspirations to constitutionalism. The U.S. government has spent hundreds of thousands of dollars to bring outside experts to Baghdad for a period of a few days or a few weeks, but Iraqi powerbrokers dismiss their advice as naive or irrelevant. Massoud Barzani in the Kurdish north and Abdul Aziz al-Hakim and Muqtada al-Sadr in the Shiite south have rejected the experts' academic proposals, and have chosen instead a model perfected by Yasser Arafat, the late chairman of the Palestine Liberation Organization.

- The November 10 meeting at the White House between U.S. president George W. Bush and Yemeni president Ali Abdullah Saleh will be the third time the two men have met since the September 11 terror attacks on the United States. Yemen is an oft-forgotten close U.S. ally, arguably as crucial to the success of the war on terror as Saudi Arabia, Pakistan, or Egypt. The south Arabian country, with its rugged, desert landscape, remains a sanctuary for al-Qaeda operatives. With seacoasts along the Red Sea and the Gulf of Aden, Yemen dominates the Bab el-Mandab shipping chokepoint, the route by which oil from the Persian Gulf reaches the Suez Canal and hence the European market. (A French supertanker was badly damaged in an al-Qaeda attack off the Yemeni coast in 2002.)
