This paper examines international interventions aimed at protecting Palestinian human rights amid the ongoing conflict in Gaza and escalating tensions in the West Bank. It highlights international humanitarian law as the key legal framework designed to protect civilians during armed conflicts. The paper identifies significant challenges hindering these efforts, notably the overlap between international politics and law, and global polarization, which obstructed decisive measures to safeguard Palestinians—especially given the frequent use of veto power by countries such as the United States at the UN Security Council, allowing Israel to continue its operations without substantial restraint. The study focuses on international efforts, including UN General Assembly resolutions calling for ceasefires, though these remained non-binding due to weak enforcement mechanisms. Additionally, it discusses significant legal initiatives, including South Africa’s lawsuit against Israel at the International Court of Justice, and the International Criminal Court’s issuance of arrest warrants against Israeli leaders for war crimes. The paper further outlines humanitarian and medical interventions by organizations like UNRWA, the International Red Cross, and the World Health Organization, all of which faced substantial obstacles, particularly Israeli restrictions on humanitarian aid access—a tactic identified by the paper as part of a deliberate starvation policy. It emphasizes the necessity of a unified Palestinian political system capable of enhancing diplomatic efforts and confronting these challenges effectively. Finally, the paper calls for re-evaluating current international mechanisms and more stringent enforcement of international law. 3. Attacks on Hospitals from Syria to Ukraine: Improving Prevention and Accountability Mechanisms

Abstract:
When Russia invaded Ukraine on February 24, 2022, it soon began implementing one of its frequent—and criminal—tactics that it had already been using in its military intervention in Syria: bombing healthcare and medical facilities. Syrian government forces first began targeting health workers in Syria in 2011 at the start of the Syria crisis, and Russia joined them in targeting the healthcare system upon its official entrance to the conflict in 2015. Over the course of the conflict, over 90 percent of 601 recorded attacks on medical facilities were attributable to either Syrian or Russian forces. In Ukraine, Russia has reportedly perpetrated more than 200 attacks on healthcare facilities and ambulances since the start of the invasion. The well-documented pattern of targeted attacks on healthcare in Syria and Ukraine undermines long-established and hard-won provisions under international humanitarian law intended to protect civilians during conflict. Despite the scale of the problem, which extends beyond Syria and Ukraine, there has been no prominent criminal prosecution of any alleged perpetrators of attacks on healthcare in any conflict, no establishment of a UN mandate dedicated to this issue, and no task force created by national governments specifically aimed at prevention of and accountability for these crimes. The international community’s failure to compel meaningful action to stop the criminal practice of targeting healthcare in conflict after conflict has resulted in continued deaths of health workers and civilian populations. In a new issue brief by the Atlantic Council Strategic Litigation Project‘s Elise Baker and Gissou Nia, the two propose recommendations to UN bodies, the World Health Organization, national governments and other institutions and decision makers for concrete actions to prevent future attacks and advance accountability for past ones.

4. Iranian Public Opinion at the Start of the Biden Administration: Report

Abstract:
This report covers findings from two surveys fielded in September and early October 2020 and late January through early February 2021 to assess how Iranians were faring as the covid-19 pandemic intensified the challenges their country was already facing, what they thought about the parliamentary election in Iran and the presidential election in the United States, and how the inauguration of Joe Biden impacted their attitudes towards nuclear diplomacy and regional security. Iran was one of the earliest countries to be hard-hit by the novel coronavirus, with the country’s first cases confirmed on February 13, 2020, two days before the parliamentary election, senior officials among those soon infected, and high death rates reported. Western reporting depicted widespread government incompetence and cover-ups exacerbating the pandemic’s toll. As in other countries, Iranian officials struggled to decide whether to close schools, curtail economic activities, and restrict religious observances in hopes of slowing the virus’ spread, but cases and deaths remained high through 2020. When we fielded the first survey wave, the daily number of new confirmed covid-19 cases in Iran was starting to climb sharply again after having been relatively flat since May. Some world leaders, including the U.N. Secretary General, called for an easing of sanctions on Iran as part of global efforts to fight the pandemic. The United States, which had withdrawn from the Joint Comprehensive Plan of Action (JCPOA) in May 2018, maintained that medicine, personal protective equipment, and other humanitarian supplies were exempt from the steadily increasing sanctions applied as part of its “maximum pressure” campaign. But, the United States’ designation in September 2019 of the Central Bank of Iran as a terrorist organization made most foreign suppliers of humanitarian goods reluctant to sell to Iran. A decision in October 2020 to also designate the few Iranian banks that were not previously subject to secondary sanctions further impeded humanitarian trade, caused another sharp drop in the value of Iran’s currency, and had other negative economic effects. The Trump administration’s stated objective was to keep imposing more sanctions until Iran acquiesced to a long list of U.S. demands articulated by Secretary of State Mike Pompeo. The original twelve points include the types of restrictions on Iran’s nuclear program that the government rejected during previous negotiations and that the Iranian public has consistently opposed. It also included stopping development of nuclear-capable missiles and ending support for various groups throughout the Middle East.

When I visited Iran this summer, severe panic attacks, depression, and anxiety—longstanding byproducts of post-traumatic stress disorder—caused me to seek out a trauma therapist. After weeks of contacting Iranian pharmacies, hospitals, charities, and relief organizations, my prescriptions for Zoloft, Xanax, Ativan, and Clonazepam remained unfilled. Since the United States exited the Iranian nuclear deal (JCPOA) and imposed new sanctions, this kind of shortage has become commonplace.

8. The View from Aden: A Shadow State between the Coalition and Civil War

Four years into the war that engulfed Aden since March 2015, the city in the South of Yemen might look tranquil and safe in the eyes of foreign observers as the interim capital of the internationally recognized government of Abd Rabou Mansour Hadi. To its inhabitants, however, it is a satellite out of orbit with no institutions or a state to govern or uphold the rule of law and where civilians face many challenges daily. Civilians were relieved, in July 2015, when Popular Resistance Forces (a mix of different factions from Aden, independent, Salafists, reformers and followers of many factions from the Southern Movement) and forces of the Arab Coalition (led by Saudi Arabia and United Arab Emirate, UAE), defeated the Saleh-Houthi forces, expelling them from the city. They began to dream of a normal life and a fresh start for real institutions that will build a modern civilian state and remedy their decades long suffering, exclusion, marginalization, and inability to run their own city. Simultaneously, fighters raised the flags of Saudi Arabia and UAE along with the flag of the former People’s Democratic Republic of Yemen. Meanwhile, elements loyal to the Southern Movement renewed their demands of secession of Southern Yemen from the North. These hopes died shortly after, however. The mandate of the interim government intertwined with that of the National Council, and so did the interests of the Coalition states that sponsor these two bodies. As a result, Aden slipped into a state of insecurity with a multiplicity of armed militias and widespread corruption. This paper seeks to describe the fragmentation process of the Yemeni State, four years after the Coalition’s offensive to restore legitimate authority. It highlights the practices of Abd Rabou Mansour Hadi and his government in running the country and how rivalry between Saudi Arabia and its ally, the UAE, translated, on the ground, in the form of a contest for authority between the Interim Yemeni Government and the Transition Southern Council. The paper also highlights corruption, insecurity, and the rise of civilian protests against the status quo in Aden.

The plight of Palestinian refugees was catapulted back into the spotlight last month, after a pair of events brought the issue to the forefront of international attention. While the Trump administration unveiled a new peace plan, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) received multinational pledges of $113 million in aid. Although these quick-fix efforts aimed to bring peace to, and improve living conditions for, Palestinians, they were rightfully met with widespread disenchantment.

This is the third of a three-part series of essays on Yemen highlighting the magnitude and impact of the civil war on Yemenis. Yemen is located on the southern edge of the Arabian peninsula, with the Red Sea and Egypt to its west, the Gulf of Aden and the Horn of Africa to its south, Oman on its northeastern border, and Saudi Arabia along its northern border. Once benign representations of Yemen’s geography and sovereignty, those borders now symbolize nothing but profound anguish. The edges outlining a nation whose people remain imprisoned while waiting for life-saving aid which may not come. What at one point was a country grappling with the contradictions of 21st century development and economic growth has been bombed so viciously and blockaded so resolutely that close to a million of its inhabitants may die from a disease easily cured by oral rehydration therapy – a medical expression for treatment by purified water and modest amounts of sugar, salt, and zinc supplements. Condiments and a few bottles from a local pharmacy in any European country, and water. That is all. And yet the international community continues to watch in horror, its reaction anemic, its response stunted.
