2. COVID-19 as a Green Light for the Regeneration of ISIS’ Forces in North-East Syria

- Following the fall of the so-called Islamic State in March 2019, tens of thousands of its fighters, along with their wives and children, were captured and detained in facilities controlled by Syrian Democratic Forces in northeast Syria. Many of which were European. Based on the information provided by scientific institutes and journalists, the outbreak of the Covid-19 pandemic had had a significant impact on the functioning of those facilities. Not only did it aggravate an already severe humanitarian crisis, pushing the detainees to reinforce their attempts of escaping and rioting against the guards, but it also lowered the security level in the controlled facilities, allowing a flourishing of criminal activities. Furthermore, the detainment of ISIS followers turned into a political game between the Kurdish coalition and the United States. The global health crisis put to the test the strategy of many Western governments of keeping European ISIS fighters in the Middle East while pressuring the international community to rethink its approach towards this crescent problem.

3. Perceptions and Trajectories of Youth in Baghdad, Al-Basra, and Mosul after the 2014 Conflict with ISIS

- This infographics report analyzes and interprets quantitative data that was collected by the Arab Reform Initiative (ARI) in Summer 2021 using an extensive in-person/face-to-face survey targeting 676 youth (aged 18-28) in three Iraqi cities (Baghdad, Al-Basra, and Nineveh-Mosul). By doing so, the report aims at assessing the impact of the 2014 conflict with ISIS in Iraq on the perceptions, aspirations, and actual trajectories of youth living in these three cities, namely in terms of education, employment and livelihoods, political participation, civic engagement and peacebuilding efforts, as well as choices for personal life. The survey is part of the Arab Reform Initiative’s broader work on how youth in Iraq and other Arab countries have navigated armed conflicts in the last decade. We find that the conflict has had a significant negative impact on Iraqi youth’s education and employment, and that this impact is more pronounced on education compared to employment. This impact happened mainly through the channel of economic hardship and – to a lesser extent – the channel of fear, uncertainty, and security concerns. This impact has also largely shaped the surveyed youth’s personal lives and choices. Moreover, surveyed youth expressed apathy towards formal politics and fear of engaging in politics or expressing political views/affiliations/support because of security concerns. The 2014 conflict has had a significantly more negative impact on Iraqi youth’s political participation than on their civic engagement. Although our data shows that the overall impact of the conflict on these different dimensions is significant, the magnitude of this impact is substantially less than one may have expected. We found that the negative impact of the conflict is of a higher magnitude on the actual status quo of Iraqi youth compared to their aspirations and their perceptions of its actual impact. For instance, when asked general questions about the factors affecting their trajectories, Iraqi youth did not or rarely chose “the Iraqi ISIS conflict,” whereas when they were directly asked about the impact of this conflict on their trajectories, their answers exhibited a significant importance given to the conflict. In our report, we present various reasons that explain these observations and discrepancies, some of which come from our data and others from our understanding of the Iraqi context.

- The victory over the territorial rule of the so-called Islamic State provides an opportunity for the government of Iraq to restore its state institutions and reassert its authority. Can the Iraqi leadership step beyond cycles of failure in this transition to tackle the systemic issues that sustain state weakness and promote the emergence of groups like ISIS? This paper aims to enlighten the challenges faced by Iraq after ISIS for the restoration of peace between minorities and religious groups, and coexistence after the myth, so that conflicts are going on between minorities and religious groups, particularly in Mosul and other cities under the control of ISIS, the state could not reconcile the displaced people. Correspondingly, this paper intends the focus and role of local, regional, and international media in the process of peacebuilding and coexistence in Iraq after ISIS.

- The increase in women’s engagement with jihadi groups around the globe fueled debates regarding women’s incorporation into jihadi organizations. The current trend in the global labor force clearly demonstrates a discriminatory pattern in favor of men. Surprisingly, despite this traditional restrictive view of Islamic jurisprudence on women’s social activities, the level of women’s incorporation into jihadi organizations has grown rapidly both in numbers and roles. Before the defeat of the organization in late 2018, nearly 20 percent of all members of the Islamic State in Iraq and Syria (ISIS) were women. As ISIS morphed beyond a mere militant organization and into a state builder, its utilization of women also transformed accordingly to address the challenges that a functioning state faces. By using primary data collected from several field trips in the Middle East, this article argues the position of women in ISIS and the mechanisms by which they were incorporated.

- Abstract:
- The article addresses current questions concerning the Kurdish situation before and after the invasion and expansion of ISIS. It applied the theory of securitisation to study the tangled circumstances and frameworks of Kurdish claims, underlining their attempts at gaining their much-desired independence. This elaboration enables one to recognise the genesis and the local, regional and global context of international actions vis-à-vis Kurdish interests, and the possible supporters and opponents of the Kurdish project of statehood in the Middle East. It portrays also the current perception of Kurdish efforts to establish their own national and legal subjectivity that must be recognised by the majority of state actors in order to meet the indispensable criteria of international law. This article is particularly important in the context of recent developments in the Middle East. First of all, it refers to pressures, as well as openly offensive actions targeting the inter- ests and territories controlled by the Kurds in Turkey during the existence of the so-called Islamic State. Secondly, it reflects on actors’ reactions in the international arena, including the countries of the Middle East, towards the independence referendum in Iraqi Kurdistan, as well as on direct actions aimed at shaping a new geopolitical order after the fall of ISIS (attack by Iraqi troops in Kirkuk or the Turkish army in Afrin).
