Abstract:
The COVID-19 pandemic poses a dire risk to the tens of thousands of people imprisoned in Syria’s archipelago of prisons and detention facilities, many in conditions so ghastly that they constitute crimes against humanity. These facilities function as overcrowded torture chambers by design. Thousands have already died in detention due to such circumstances, and those still living are especially vulnerable to the spread of coronavirus. If COVID-19 is permitted to take hold, the devastation among the prison population will be swift and fatal. Nor will it stop at the prison walls. What can be done to avert a catastrophe that threatens not only the up to 100,000 who may still be alive in detention, but also the war-weary Syrian population at large? This briefing outlines a two-step approach to averting the looming disaster, calling first and foremost for immediate and large-scale prisoner releases, because no prevention or mitigation efforts will succeed unless the challenges presented by overcrowding are addressed. While releases are underway, the living conditions of those who remain imprisoned must be radically transformed to safeguard health and prevent the pandemic from taking hold.

The humanitarian crisis in northern Syria is on the verge of becoming a COVID-19 catastrophe. A decade of conflict has left the healthcare system in ruins—and millions of displaced people in Idlib province were already suffering due to a lack of shelter and sanitation. Now, with the coronavirus pandemic posed to spread to an area with just 600 doctors and fewer than 50 adult ventilators for four million people, the situation is dire. Why is Idlib the last refuge for internally displaced Syrians, and what can donors, international humanitarian actors, and local organizations do to ensure that they are not left behind as the world grapples with COVID-19? This policy briefing by Tayseer Alkarim, Hanny Megally, and Leah Zamore delves into roots of the humanitarian crisis in Idlib, details the current capacity of the exhausted healthcare system amid the ongoing conflict, and examines what these constraints mean for mounting a response to the spread of the coronavirus. The briefing explains how donors and international humanitarian organizations can take action now to support local institutions, increase testing and treatment capacity, improve availability of PPE and public information, and press for an immediate ceasefire. The plight of Idlib is one of the most complex humanitarian dilemmas of our time, influenced by prolonged conflict, a looming COVID-19 outbreak, and the ongoing failure of the international community to take effective action. A further failure to minimize the impact of the COVID-19 pandemic on Idlib will cost lives—and risk global health security further by allowing the virus to spread in one of the places that is least-equipped to contain it.

43. Gone Without a Trace: Syria's Detained, Abducted, and Forcibly Disappeared

Tens of thousands of people have been unlawfully detained by the Syrian government and other parties to the conflict in Syria. In most cases, their fate—and if they are alive, their whereabouts—remains unknown. Many families have been waiting for word of their spouses, children, and other relatives since mass protests first began in 2011. This situation is adversely affecting not only Syrians inside the country—including over 6.5 million who are internally displaced—but also many of the 5.6 million refugees who are likewise desperately seeking answers about family members from abroad. This joint report from the International Center for Transitional Justice (ICTJ) and the Center on International Cooperation (CIC) recommends a set of urgent steps that should be taken to assist families in obtaining information about the whereabouts of their loved ones, gaining access to them, and achieving their prompt release. Authored by CIC's Hanny Megally and ICTJ's Elena Naughton, the report details the scope of the detention crisis and argues that answers and coordinated action are needed now. Time is of the essence, as the COVID-19 pandemic appears to be accelerating in Syria, putting those detained in overcrowded and unsanitary prisons at further risk. Any meaningful progress toward a political agreement in Syria will be dependent on more than a negotiated ceasefire or reduction in violence and urgent access to humanitarian assistance. There will be little or no possibility of lasting peace without addressing critical issues, like the question of the missing, detained, abducted, and forcibly disappeared.

Abstract:
Sadness and tragedy come in many forms. One form consists in knowing how to solve a problem in theory, but realizing at the same time that what that would take in practice is not available. That is the case now with the tragedy unfolding in Idlib. There is a way to turn the crisis into an opportunity, but it would take wise and bold leaderships simultaneously in Washington, Jerusalem, Riyadh, Ankara, and the capitals of Europe. And that is precisely what we lack. What should be done? The U.S. government should privately propose, organize as necessary, and backstop as required a joint Israeli-Saudi intervention, coordinated with an on-going Turkish intervention, to save the million-plus refugees now facing imminent annihilation in Idlib Province, in Syria.

45. Beyond the Binary Understanding of Masculinities: Displaced Syrian Refugee Men Living with Disability and Chronic Illness in Jordan

Abstract:
This article analyzes the dynamics of renegotiating masculinities among displaced Syrian men with disabilities in Jordan. The article draws its analysis on the personal narratives of four Syrian men who have experienced disability and chronic illness caused by the Syrian war. Their personal narratives challenge the binary and singular understanding of masculinities in the literature and the gender discourse used by international humanitarian aid organizations, which tend to associate masculine identity with social embodiment. This discourse also perceives the marginalized and subordinated masculinities as either complicit to hegemonic masculinity with its traits of violence, or emasculated by physical disability. The personal narratives provide evidence that disabled men do not completely disavow the normative image of masculinity through loss of their physical strength. Rather, they shape their unique masculinities by composing diverse elements of masculinities that they experienced throughout their life. Their emerging masculinities alter masculine normative traits of domination and aggression with emotional and moral traits of loving, caring, reciprocity, collective responsibility, democracy, and justice. Yet, the emerging composite masculinities of disabled men are still drawn upon the moral virtues of patriarchy.

As COVID-19 continues to devastate global economies and health systems with no end in sight, refugees and IDPs are among the world’s most vulnerable communities. Already facing tremendous challenges including loss of livelihoods, lack of citizenship, psychological trauma, and discrimination, displaced people in the Middle East must now contend with the pandemic and its devastation on the already-strained healthcare systems and economies of their host countries. Refugees are particularly susceptible to illnesses like COVID due to overcrowding in refugee camps, lack of proper sanitation, food, and water resources, and unprotected movement across borders. Meanwhile, the region’s conflicts, outbreaks of violence, and occupation continue, providing little relief in the most fragile environments. How are refugees in the Middle East withstanding the virus in countries such as Lebanon, Iraq, and Jordan? How does the impact of the virus expose existing fragilities in and create new challenges for the region’s healthcare services, particularly for refugee camps, which suffer from overcrowding and lack of proper sanitation? What are the new imperatives for governments and international organizations to provide assistance where it is needed most?

The already bleak prospects of the Syrian economy have worsened in recent months with the Lebanon crisis, the enactment of the Caesar Act and now the coronavirus pandemic. This paper examines their impact on the Syrian economy and the population at large. While the cumulative impact is hard to assess at this stage, Syria’s population will remain heavily dependent on the international humanitarian effort. The future of this effort will itself depend on major donor countries whose own economies are likely to emerge weakened from the coronavirus pandemic.

Data from Lebanon suggests that the country is experiencing a significant decrease in COVID-19 spread. Epidemiologists are monitoring to see if infection rates remain low for at least two incubation periods before declaring a successful containment. The lockdown strategy has come at a great cost to middle-to-low income groups given the absence of any social safety measure and the sustainability of lockdown measures will require urgent relief support.

While not the chief cause of Syria’s economic crisis, sanctions have exacerbated difficulties faced by the Syrian people – in particular as new humanitarian needs arise from the Covid-19 pandemic. This paper argues that sanctions are essential to sustain pressure in the pursuit of justice and accountability and should be maintained but that they must be improved to allow for a more effective use of humanitarian exemptions and to lessen their negative impacts on the Syrian people.

This is due in part to suspicions that the Syrian regime may have been involved in Hariri’s assassination but also because of the growing interest of many Syrians in international options for justice for the grave violations committed in Syria since 2011. This paper examines the lessons that Syrians can learn from the STL’s experience in their goal to hold those responsible for war crimes and crimes against humanity accountable.
