MAAS alum combines language skills, industry savvy, and a bit of “wasta” to bring Arab musicians to Washington audiences. In 2003, MAAS alum David Chambers (‘88) received a call from the family of the late Munir Bashir, the celebrated Iraqi musician widely regarded as “King of Oud.” Chambers had spent much of the 1990s in the entertainment industry in the Arab world—notably, for the Showtime Arabia satellite TV network. Now back in Washington, D.C., he faced a challenge: how to arrange a gig for Omar Bashir, Munir’s son, in the nation’s capital?

32. The Effect of Dernisation: Political Stalemate in Libya

Abstract:
The campaign carried out by the government of eastern Libya and by military forces associated with it (the Libyan National Army or LNA) since 2014 has been mainly finalized towards capturing Benghazi and Derna from the local municipalities. By July 2017 Benghazi was captured, or, to quote eastern Libyan pundits, "liberated" (although, contrary to the LNA reports, the situation in the city is still far from stable), and the siege of Derna began. These advancements of Tobruk and LNA leadership, however, failed to solve harrowing problems affecting the whole of Libya, such as radical Islam, lack of fair leadership or social security, economic stability and development, whose solution remains essential for transitioning Libya from the condition of a failed state to a country on the up-hill track of development. On the contrary, the tendencies to intra-territorial clashes between different seats of power and military forces in Libya contributed to the rise of traditional historic trends: the search for a new strong leader, who will be able to keep Libya safe, the fatigue of the war and the rejection of all contemporary centers of power. In this context the dichotomist relationship between tribes vs urban centers, which allows for a semblance of stability in several regions of Libya, constitutes a major destabilizing factor along the coastal planes. Derna and Benghazi are the stark examples of this socio-political conundrum, which has determined the evolution of the social psyche from 2011 onwards. Every subsequent government, of which there were quite a few since the "February Revolution", promised peace and modernization of the state but, instead, what we have been witnessing lately, is the phenomenon of "Dernisation".

33. Interim Impasse: Is the IRGC’s Military Doctrine Undergoing Real Change?

Abstract:
The announcement by Iran’s Revolutionary Guard Corps, on December 22, 2018, of a change in its military doctrine during recent exercises in the Gulf region, to keep pace with numerous developments in the internal and external fronts, reflect the mounting threats facing Iran due to its aggressive policy. This new move, however, may not necessarily reflect an overall shift in doctrine, as much as a pivot towards adopting new tactics in the military strategy to be better able to confront these threats. Most importantly, it does not involve a development in the tenets of the traditional military doctrine, which is predicated on a central doctrinal pillar that is hard to change, amid the current regime. Moreover, the IRGC has always pursued aggressive policies, as evident in its roles in conflict zones, exacerbating them and hampering the efforts to reach a settlement.

Abstract:
This is the first in a three part series on Turkish constitutionalism one year after the 2017 constitutional referendum. Constitutions are nations’ mission statements, and articulate pre-political commitments that turn residents into citizens, and borders into a nation. In Turkey, generations of political leaders have used constitutional reform as an opportunity to set their political agenda and highlight their priorities. The 2017 referendum must be understood in the context of a democracy where voters have experienced successive constitutional reforms aimed at complementing the mission each new generation of leaders gives itself. A view of modern Turkish history reveals the tendency of leaders to use constitutional reform to address deficiencies in their respective administrations, and reflects the latent tension between populism, military intervention, and constitutional integrity.

Abstract:
After the attempted coup d’état of 15 July 2016, discussion inside expert circles about the construction of a “new” Turkey took on a new urgency. The result of the 2017 constitutional referendum remade Turkey’s political institutions, but the events of the 2016 coup attempt also catalyzed changes to the symbolism of the state. The ruling Justice and Development Party, whose slogans had long promised “a new Turkey,” was at the forefront of the surge in hardened messaging. The cornerstone of this “new Turkey” is а classical concentration of political power in the hands of one person, specifically President Recep Tayyip Erdoğan. Kemalism, Turkey’s founding ideology, is in the process of being replaced by the new ideology of the new president. Although it is still early to characterise this new ideology in Turkey as “Erdoğanism”, the similarities and contradictions of Kemalism and Erdoğanism lend insight on the structure of Turkish politics. The era of Erdoğan has been unleashed in Turkey, and moreover, its eponym is eager to not only replace the personality cult of Mustafa Kemal Atatürk, but also to surpass the historic founder’s titanic image.

Abstract:
Russia and Turkey are dancing a complicated pas de deux—for separate and common reasons. The happy couple has captivated global attention. There are reasons today to anticipate greater collaboration between Turkey and Russia in Syria and against Europe and the United States. However, there are also significant contradictions that could weaken the prospects of cooperation between the two countries. For gains against Syrian Kurds and to fan nationalist flames domestically, Turkey may be ignoring longer term needs. Russia is the major partner in the arrangement and sees little reason to sacrifice its interests to please Turkey. One day this unequal relationship may cause Turkey to question its value.

Abstract:
Large scale urban renewal projects, or ‘urban regeneration’ projects as commonly known in Turkey, are one of the most important political tools for the transition of cities from industry into service-heavy economic structures. Since 1970s regeneration projects have triggered substantial changes in urban economic geographies and caused extensive demographic shifts in the idle industrial, coastal and low socioeconomic residential areas of cities in late-capitalist countries. Yet, in Turkey they have started being implemented much later, with the first comprehensive regeneration policy devised in 2005 when the Justice and Development Party (AKP) came to power. Until 2000’s there existed significant financial and legal barriers to urban renewal. Struggling with budget deficits and high interest rates throughout the 90s, the state was not financially capable of urban renewal, which requires significant resources. On the other hand, Turkey’s local governance policies and financing did not allow municipalities to implement such projects by themselves. Finally, private sector actors (real estate investment trusts, major contractors, finance companies) lacked either any interest or the resources for urban renewal projects in the pre-2002 period characterised by high interest rates and inflation. When all these factors combined, despite serious need for regeneration and renewal in Turkey’s cities, unfortunately regeneration projects almost never came to life.

Abstract:
Uno de los pilares en los que se ha basado la política regional de Egipto desde que en 1979 firmase el tratado de paz con Israel, ha sido su voluntad de jugar un papel de mediador entre israelíes y palestinos. En este artículo se analiza cómo desde la época de Hosni Mubarak el régimen egipcio se ha servido, tanto a nivel regional, internacional e interno, de su papel de mediador en el conflicto palestino-israelí. Este rol ha sido usado no sólo para su reconocimiento hacia el exterior sino también como instrumento de legitimación ante su opinión pública. Ni siquiera bajo la presidencia del islamista Mohamed Morsi (2012-2013) se produjo un realineamiento radical a nivel regional. A partir de 2013, con la llegada al poder del militar Abdel Fattah Al Sisi, los vínculos con Israel se han estrechado a distintos niveles. Se analiza, también, si en el Egipto post-Mubarak, la oposición política y la sociedad civil han mantenido la tradicional movilización por la causa palestina como forma de aumentar su visibilidad pública, habiendo sido esta “tolerada” previamente para que actuase como válvula de escape.

Abstract:
There are a variety of reasons to study geopolitical rivalries, and analysts, officers, and politicians are rediscovering such reasons amid the tensions of the last several years. The best reason to study geopolitical rivalries is the simplest: our need to better understand how power works globally. Power not only recurs in human and state affairs but it is also at their very core. Today’s new lexicon—superpower, hyperpower, and great power—is only another reminder of the reality of the various ways that power manifests itself. Power protects and preserves, but a polity without it may be lost within mere decades. Keith D. Dickson’s article in this issue of MCU Journal, “The Challenge of the Sole Superpower in the Postmodern World Order,” illuminates how fuzzy some readers may be in their understanding of this problem; his article on postmodernism calls us to the labor of understanding and reasoning through the hard realities. Ed Erickson’s survey of modern power is replete with cases in which a grand state simply fell, as from a pedestal in a crash upon a stone floor. Modern Japan, always richly talented, rose suddenly as a world actor in the late nineteenth century, but the Japanese Empire fell much more quickly in the mid-twentieth century. A state’s power—or lack thereof—is an unforgiving reality. This issue of MCU Journal, with its focus on rivalries and competition between states, is refreshingly broad in its selection of factors—from competing for or generating power. Dr. Erickson recalls that Alfred Thayer Mahan settled on six conditions for sea power, all still vital. Other authors writing for this issue emphasize, by turns, sea power (Steven Yeadon, Joshua Tallis, and Ian Klaus); cyberpower (Jamie Shea); alliances (T. J. Linzy and Ivan Falasca); information (Dickson); and proxies (Michael Auten, Anthony N. Celso, and others).

40. Hezbollah’s Evolution: From Lebanese Militia to Regional Player

Abstract:
Starting as a revolutionary Shiite militia, the Hezbollah of today dominates the political and military landscape of Lebanon, and possesses tens of thousands of trained fighters as well as an array of sophisticated armaments. Its intervention in Syria on the side of Bashar al-Assad has expanded its influence and reach in the region. As the war in Syria comes to a close, the risk of conflict between Hezbollah and Israel could increase, particularly over the future of the Golan Heights. But the mutual deterrence between the two foes remains strong for the time being. The United States is searching for strategies to limit the power of Iran’s Lebanese proxy, but given the group’s deep immersion within Lebanon’s political, economic, and social milieu, the number of realistic options for external powers to weaken Hezbollah or persuade it to forsake its armed wing are minimal.
