Abstract:
Since the last Arab Barometer survey in Kuwait, conducted in 2022, major changes have taken place, significantly affecting political stability in the country. While political life in Kuwait was saturated with crises, and its indicators were clearly visible in the dissolution of the National Assembly (Parliament) repeatedly before completing its term, the shifts, changes, and political instability that dominated the public arena, between late 2022 and the current period of 2024, included even more severe events. Kuwait faced the unconstitutional dissolution of the National Assembly and the suspension of some articles in the constitution, now for the third time in Kuwait’s history. The first two such crises were in 1967 and 1986. To summarize the events that took place from June 2022 until the dissolution of the Parliament and the suspension of the constitution in May 2024, they are as follows: On August 3, 2022, the National Assembly was dissolved constitutionally, in response to the sit-in of a number of MPs inside the Parliament and their overnight stay there. The Crown Prince (the current Emir) gave a speech in which he emphasized adherence to the constitution, and also presented initiatives in electoral reform. He emphasized that the government would not vote for the candidate for the speaker of the National Assembly, and that the elections would be through the national ID card (effectively changing electoral circuits). The protesting MPs considered these reforms a victory. As a result, Ahmed al-Nawaf was appointed Prime Minister

For more than a decade, Syria’s crisis has caused unimaginable suffering inside the country and a constant stream of strategically significant spillover effects across the Middle East and globally. However, this dynamic changed in late 2024, when armed opposition groups in Syria’s northwest launched a sudden and unprecedentedly sophisticated and disciplined offensive, capturing the city of Aleppo and triggering an implosion of Bashar al-Assad’s regime. In the space of ten days, Assad’s rule collapsed like a house of cards, dealing a crippling blow to Iran’s role in Syria and significantly weakening Russia’s influence. Now, for the first time in many years, Syria has a chance to recover and reintegrate into the international system. If the United States, Europe, Middle Eastern nations, and other stakeholders embrace the right approach, support the right policies, and encourage Syria’s transition to move in the appropriate direction, the world will benefit—and Syrians will find peace. The work of the Syria Strategy Project (SSP) and the policy recommendations in the report “Reimagining Syria: A roadmap for peace and prosperity beyond Assad” present a realistic and holistic vision for realizing that goal. This report is the result of intensive joint efforts by the Atlantic Council, the Middle East Institute (MEI), and the European Institute of Peace (EIP), which have been collaborating since March 2024 on the SSP. At its core, the project has involved a sustained process of engagement with subject-matter experts and policymakers in the United States, Europe, and across the Middle East to develop a realistic and holistic strategic vision for sustainably resolving Syria’s crisis. This process, held almost entirely behind closed doors, incorporated Syrian experts, civil society organizations, and other stakeholders at every step.

3. Jordan: Public Opinion Report 2024

Abstract:
Arab Barometer’s Wave VIII survey captures public opinion in Jordan at a critical time. As the COVID-era restrictions and changes receded, many of the challenges Jordan had been facing over the previous decade returned to the fore. From the early 2010s until Arab Barometer’s 2022 survey, there had been consistent declines in views of government and economic challenges continued to mount. However, in the weeks before the planned survey, the events of October 7, 2023 shook the region, but particularly Jordan as a country bordering Israel. Israel’s subsequent military campaign in Gaza deeply affected Jordanian public opinion, particularly given the large number of Jordanians of Palestinian descent. Results from the survey strongly suggest that the impact from the war in Gaza not only shaped views of international actors, but also influenced perceptions of domestic issues in Jordan. In effect, it is difficult to overstate the importance of this issue for Jordanian public opinion or to accurately understand it separately from the situation in Gaza.

Abstract:
Since 1962, Kuwait has been a relatively open country in terms of freedom of expression and political participation. Although political life in general has faced many challenges and interruptions, political culture is still present and influential. Notably, the Arab Barometer survey ended in June 2022, during a continuing political crisis in the Parliament, in deadlock with the government. The crisis manifested itself in the way several members of the Parliament boycotted the sessions, which led to a political deadlock of sorts. Since the latest elections held before the survey in 2020, the political crisis did witness a considerable escalation. This led, among other things, to a stagnated political process. Surprisingly, the Emir and Crown Prince gave an important speech on 22 June 2022, in which they both expressed their intention to call for early elections, and as such announced the dissolution of the Parliament. This procedure is not new since the Parliament was disbanded ten times out of 18 elections in the past. These reforms led to a general state of optimism in society, which positively impacted the election campaigns. The campaigns became less polarizing and less aggressive against the government. The Parliament was disbanded, and elections were held on 19 September 2022. Results brought new indicators that are worthy of highlighting, but which are outside the scope of the survey. It is likely that if the survey was delayed until after June, the results would have been different from the results that came in before the governmental reforms. It might be useful to conduct a second follow-up survey as soon as possible, even if it will be conducted through phone interviews, and be limited to certain questions only. In any case, the survey results are consistent with earlier surveys. There is a clear sense of dissatisfaction with the government, especially in relation to some specific policies, like public education policies and anti-corruption measures. It is notable also that the government’s policies towards Covid-19 were evaluated positively. Moreover, certain cultural elements and concerns, especially in relation to gender, have showed some important changes worthy of more studies. The same applies to the economic situation. In spite of the generally negative economic circumstances, the overall trend towards the economy shows noticeable optimism. The survey also focused on questions related to the workforce and employment, being largely concentrated in the public sector, with less employed in the private sector. The survey shows the intensive use of social media platforms in the country.

Abstract:
Lebanon’s deep political and economic crisis continues unabated. There has been no resolution to the financial crisis that has plagued the country since 2019 while the port area of Beirut remains a dangerous area two years after the explosion. The COVID-19 pandemic has further compounded the situation. In the onslaught of public health and financial disasters, Lebanon has become a country of extremes. Arab Barometer captured many record highs and lows in views of citizens compared with any previous survey in any foreign country. Among others, all-time lows are seen in satisfaction with the government, interpersonal trust, and economic outlook, while perceptions of government corruption is at an all-time high.

Abstract:
Turkey has long discussed the “issue” of the Greek Patriarchate and the Halki Seminary. Such issues arise more frequently with globalization and Turkey’s EU candidacy. Recommendations on how to solve these issues have very often taken place in the media. Our approach is that in principle, this matter ought not to be recognized as a problem in democratic countries. We emphasize that non-Muslims have the right to educate/ train clergymen in accordance with the Treaty of Lausanne, which established the constituent agreement for Turkey, and also multilateral agreements/treaties signed thereafter which set out concepts such as minority rights, human rights, freedoms and democracies. We aim to provide recommendations based on some of the arguments in favor of a solution.
