Abstract:
Turkey has become an important east-west and north-south gas and oil transit route and an energy hub, thanks to the Turkish straits, and the existing and proposed pipelines that run through its territory. Economic opportunities, however, can present diplomatic liabilities. In a tough and complicated region, Turkey finds itself caught between the interests of competing superpowers and regional players. As the world's 16th largest economy, Turkey's thirst for energy will only increase. Satisfying this thirst requires not only diversification of sources and routes, but also good relations with all neighbors, in addition to traditional partners. An analysis of Ankara's options and new foreign policy vision shows that Turkey has little choice but to use greater caution and engagement. Following its own national interests and security concerns will drive Turkey to new openings in Syria, Iraq, Iran, Armenia and other CIS countries. Energy will be one of the main pillars of Turkey's policy of engagement and integration in the region.

Abstract:
European Union policy towards the Middle East and North Africa suffers from geographic fragmentation and an increasing functional imbalance which reflects a growing trend towards securitisation. While policy towards the Mediterranean is highly institutionalised, the Gulf Cooperation Council states receive much less attention and policies towards Iran, Iraq and the occupied Palestinian territories exist in isolation. A narrow focus on an exclusionist approach to security has taken over to the detriment of political and economic concerns. The shortcomings in European foreign policy towards the broader Middle East in terms of lack of breadth and coherence need to be addressed in order to forge a more cohesive and effective policy.

Abstract:
This paper is based on interviews with diplomats, experts and political analysts and provides an overview of Turkey's foreign policy, particularly in relation to peacebuilding. In the past year, Turkey has moved to the centre stage on the international scene. After making the headlines with its joint mediation initiative with Brazil on Iran's nuclear issue, in May Ankara clashed with Israel over the storming of the Gaza-bound “humanitarian flotilla”. Suddenly all eyes were on a country situated in this most turbulent and strategic region of the world – a country that had appeared at least until recently to be a reliable and predictable ally of the West, and of Israel. However, the country's actions and reactions should not have come as a surprise. Over the past ten years Turkey has been busy developing a very active foreign policy, particularly in the Middle East and Central Asia. It has reached out to countries traditionally considered as adversaries, such as Russia, Iran and Syria. Ankara has also not been afraid to express its differences and diverge from the West on certain issues, from Cyprus to Armenia to Palestine.

A typical outsider's concept of Russian foreign policy might envisage Dmitry Medvedev and Vladimir Putin seated comfortably in the Kremlin, deciding what they want to accomplish, then skillfully selecting from an array of policy tools readily at their command: the military and security services, Gazprom's collections department, state-controlled media (i.e. drivers of public opinion), and state businesses ready to ship arms and build nuclear power plants wherever needed.

Abstract:
Following the post - 2003 US intervention in Iraq, and with a potential US use of force against Iran, one key analytical question stands out, which has major policy implications: Does military defeat by the great powers have stabilizing or de - stabilizing effects on the aggressive behavior of revisionist states? Somewhat similarly to the pre - 2003 Iraq invasion debate, the great powers have a number of options for dealing with the potential Iranian nuclear threat: diplomatic engagement, deterrence, or resort to military power -- either to bring about a regime change, or to destroy Iran's nuclear capabilities. Taking into account the possibility of resorting to force against Iran, an intriguing question emerges: what does IR theory lead us to expect -- and what does the historical record show -- with regard to the effects of military defeats on the war - propensity of revisionist states? In other words, why do some militarily defeated states become war - like, while others peaceful?

A high-level working group, co-chaired by Gary Hart, former U.S. senator from Colorado, and Jack F. This presentation will attempt an overview of Turkish foreign policy but it will dwell in particular on Turkish foreign policy in the Middle East, and with its ramifications or impact on our relations with the US and Europe. I have done this because these are the most prominent aspects in the rethinking or in the new directions of Turkish foreign policy. But this will not be exclusive and I will be happy to answer any questions on other aspects of our foreign policies for example as Russia or the Caucasus or other issues at the end. Foreign policy is something that has constantly to be revised and re-adapted in the light of changing conditions. Countries whose foreign policies are frozen – those of isolationist countries for example – are usually weaker as a result. Today‘s agenda on the world scene has changed greatly since the Cold War when the agenda consisted basically of peace, stability and security. An effective foreign policy today has to take into account matters such as climate change, environment, immigration, energy to cite a few.
