Abstract:
Migration studies have seldom dealt with the foreign policy dimensions of refugee migration. Additionally, international relations (IR) theories have barely addressed migration policy. The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. The research also sheds much-needed light not only on dynamism in power-policy relations but also interaction between the international system and internal dynamics in designing migration policies. It aims to stimulate dialogue between IR theories and migration studies, with a particular focus on the foreign policy dimension of state responses to mass refugee migration.

322. Iranian Public Opinion at the Start of the Biden Administration: Report

Abstract:
This report covers findings from two surveys fielded in September and early October 2020 and late January through early February 2021 to assess how Iranians were faring as the covid-19 pandemic intensified the challenges their country was already facing, what they thought about the parliamentary election in Iran and the presidential election in the United States, and how the inauguration of Joe Biden impacted their attitudes towards nuclear diplomacy and regional security. Iran was one of the earliest countries to be hard-hit by the novel coronavirus, with the country’s first cases confirmed on February 13, 2020, two days before the parliamentary election, senior officials among those soon infected, and high death rates reported. Western reporting depicted widespread government incompetence and cover-ups exacerbating the pandemic’s toll. As in other countries, Iranian officials struggled to decide whether to close schools, curtail economic activities, and restrict religious observances in hopes of slowing the virus’ spread, but cases and deaths remained high through 2020. When we fielded the first survey wave, the daily number of new confirmed covid-19 cases in Iran was starting to climb sharply again after having been relatively flat since May. Some world leaders, including the U.N. Secretary General, called for an easing of sanctions on Iran as part of global efforts to fight the pandemic. The United States, which had withdrawn from the Joint Comprehensive Plan of Action (JCPOA) in May 2018, maintained that medicine, personal protective equipment, and other humanitarian supplies were exempt from the steadily increasing sanctions applied as part of its “maximum pressure” campaign. But, the United States’ designation in September 2019 of the Central Bank of Iran as a terrorist organization made most foreign suppliers of humanitarian goods reluctant to sell to Iran. A decision in October 2020 to also designate the few Iranian banks that were not previously subject to secondary sanctions further impeded humanitarian trade, caused another sharp drop in the value of Iran’s currency, and had other negative economic effects. The Trump administration’s stated objective was to keep imposing more sanctions until Iran acquiesced to a long list of U.S. demands articulated by Secretary of State Mike Pompeo. The original twelve points include the types of restrictions on Iran’s nuclear program that the government rejected during previous negotiations and that the Iranian public has consistently opposed. It also included stopping development of nuclear-capable missiles and ending support for various groups throughout the Middle East.

323. Defining a Realistic Policy Toward Erdogan's Turkey: Advice for the Biden Administration

U.S. concerns center on Turkey’s democratic backslide and deepening ties between Erdogan and Putin—but the Turkish president also wants to develop a rapport with Joe Biden and fortify his country’s weakened economy. In the seventh in a series of TRANSITION 2021 memos examining the Middle East and North Africa, Soner Cagaptay offers guidelines for reinforcing the strained U.S.-Turkey relationship. Principal causes for unease involve U.S. concerns about Turkey’s democratic backslide and deepening ties between President Recep Tayyip Erdogan and his Russian counterpart Vladimir Putin, particularly Ankara’s decision to purchase the S-400 missile defense system from Moscow. Yet Erdogan also wants to develop a rapport with President Biden and fortify his country’s weakened economy. Abstract:
NATO stands ready to increase its commitment in a slow and steady manner consistent with Baghdad’s needs, but careful communication will be crucial, as will a more strategic discussion on how to combine different assistance efforts. On February 18, NATO secretary-general Jens Stoltenberg announced a decision to increase the size of NATO Mission Iraq (NMI) from 500 personnel to as many as 4,000. Although he noted that such deployments would be “conditions-based,” “incremental,” and subject to Baghdad’s authorization, the troop numbers were the only element of his announcement widely reported inside Iraq, resulting in swift political pressure on the government to explain the seemingly steep increase. In fact, there is no imminent NATO “surge” planned in Iraq, but rather a greater openness and general intent to gradually provide more advisors capable of assisting local authorities with security sector reform (SSR). When handled appropriately and combined with other efforts, this initiative can create good opportunities for quiet, persistent security cooperation that helps strengthen the Iraqi state, evolve multinational military relations beyond the campaign against the Islamic State (IS), and spread the burden of support more broadly among U.S. allies.

326. Cooperation or Coercion? The Views of US Opinion Leaders on Foreign Policy Approaches

Abstract:
Following four years of former President Donald Trump’s “America first” foreign policy, President Joe Biden is seeking to reorient the US approach to world affairs, placing much greater emphasis on international cooperation. This reorientation has already been evident in Biden’s decisions to return the United States to the Paris climate agreement, extend the New START arms control treaty with Russia, remain in the World Health Organization, reengage with the United Nations Human Rights Council, and commit to rejoining the Iran nuclear deal if Iran returns to complying with it. To what extent do Democratic, Republican, and Independent foreign policy professionals support Biden’s international agenda? The results of the 2020 Chicago Council on Global Affairs-University of Texas at Austin survey of more than 900 US executive branch officials, congressional staff, think tank scholars, university professors, journalists, and interest group representatives indicates there is substantial support among leaders of different political persuasions for a greater emphasis on cooperation and less reliance on coercion in foreign policy. However, this consensus also has a partisan tilt: Democrats and Independents are far more likely to agree on cooperative foreign policy approaches the United States should use, while Republicans are more comfortable with coercive measures. Taken together, these findings suggest that Biden should be able to attract strong support for his foreign policy from Democratic and Independent members of the foreign 2 policy community but will find it much more difficult to gain Republican backing for many of his international initiatives.

Southwest Asia is increasingly dangerous. Negotiations about Iran’s nuclear program appear stuck near a breakpoint. With the Kabul government’s precipitous collapse, President Biden’s courageous decision to remove U.S. troops from Afghanistan has gone badly. Each situation threatens grave consequences for the administration. Together they suggest more deadly chaos looms from the Middle East to China’s borders. Iran is an important common factor, central to the first case, important in the second due to geography and potential leverage. The concurrence of threat – but also perhaps opportunity – justifies a new strategy for dealing with it that cuts across both situations. Joe Biden said before taking office that it was a priority to restore the nuclear deal that was working well until Donald Trump took the U.S. out. He pledged to conclude the endless war in Afghanistan. Today neither objective appears promising. Iran has more enriched and closer to weapons level uranium than when the original deal was signed. U.S. officials acknowledge that negotiating time is limited and, by implication, that military action may be required to keep the president’s pledge never to allow an Iranian bomb. As the Taliban takes over Afghanistan, Washington is focused as it should be on safely extracting U.S. citizens and the many thousands of Afghans whose lives are at risk for having helped the Americans over 20 years. Soon, however, there will be new proposals, including preparations for off-shore responses to what many anticipate will be a revival of the kind of civil war that ravaged Afghanistan in the 1990s. Any reasonable proposal should include at the least a significant diplomatic component in which Afghanistan’s neighbors, Iran prominent among them, apply their weight to persuade the Taliban to rule more moderately than it did its first time in power and in particular to keep out international terrorists. Most acknowledge that a key weakness of that approach is U.S. inability to work with Tehran.

The withdrawal of remaining U.S. and NATO troops in Afghanistan is nearly complete. As they go, the country begins a new, uncertain chapter in a long uncertain history. With the U.S. and our allies having made significant investments and great sacrifices in an attempt to develop self-sustaining Afghan institutions – and the Taliban now rampaging through the countryside – this is the moment of truth for the country’s government and post-9/11 political order. Whether Afghanistan’s institutions, security forces, and civil society prove sufficiently resilient to meet current challenges is not solely a matter of local capacity and resolve (or wisdom of previous donor decisions). Nor is it a matter of free choice between competing political views, as Afghans are not going to the voting booth to decide the outcome. It is equally about the commitment of the U.S. and our allies to continue supporting the equality of Afghan women and minorities, rule of law, free speech, and basic human rights. These are not foreign impositions, as some might argue, but rather vital weapons, absent U.S. troops, in the Afghan people’s own struggle against extremism and political regression. For many, there is justifiable fatigue with America’s “forever war” and its costs; but the Taliban’s repressive rule and its consequences are not a specter of another lifetime. It has only been 20 years since Afghan girls were banned from going to school; women barred from the workforce and life outside the home; and summary justice, including stoning and decapitation, for transgressions against the Taliban’s medieval code meted out in the national stadium. It has only been 17 years since Afghans were first given the constitutional right to choose their leadership at the ballot box. Progress is recent, and the Taliban is determined to make it reversible.

Abstract:
Turkey and the United Arab Emirates are engaged in a decade-long feud that is reshuffling the geopolitical order in the Middle East and North Africa. They see each other as existential rivals and are waging a series of proxy wars between the Horn of Africa and the eastern Mediterranean. Their rivalry also plays out in the halls of Washington and Brussels, the global media discourse, the energy industry, and, lately, ports and the high seas. Europe should avoid being sucked into this power struggle to redefine the Middle East and North Africa. Instead of using the UAE to push back against Turkey or vice versa, Europe should develop its own strategy on their rivalry. Europe should establish a NATO deconfliction mechanism, push ahead with the political process in Libya, and design a constructive new framework to insulate European-Turkey relations from the rivalry.

Changes in the Middle East have not been sufficiently accounted for in U.S. policy towards the region. Instead, policy has lagged, grounded in anachronism. This report provides five policy recommendations to fix this problem: focus Middle East policy on Chinese influence, empower the State Department, re-evaluate the purpose and location of military basing and forces, prioritize business interests, and acknowledge the reality of interacting with authoritarian states. In doing so, the United States can shift resources away from the region and still protect key interests and partners.
