Abstract:
Achieving state security is considered one of the essential traditional goals of political systems, as states seek to ensure their national security at all levels. The concept of security has evolved beyond the traditional military concept to include political, social, and economic areas. The study addressed one of the important axes in achieving security, especially in recent times, which is food security. This article studies the topic of food security in Algeria and explains the failure of the various policies adopted by the decision-makers in achieving food self-sufficiency. The study concluded that this failure is due to multiple internal and external reasons, especially the rentier nature of the Algerian economy, which perpetuated the reliance on rent income in spending without considering serious policies to enhance food security.

Abstract:
The food security crisis in the Middle East has been exacerbated by several events, including COVID-19 and Russia's invasion of Ukraine, but the greater crisis is the decline in agricultural productivity caused by climate change and the rise of protectionist trade policies. This study examined the impact of drought on regional grain prices, specifically drought, which has the greatest impact on the Middle East region of Africa among weather changes. It was predicted by the IPCC (2019) that weather changes would affect agricultural production systems and that these changes would affect international grain markets and government trade policies. This study found that prices in the African Middle East maize and rice market increased as the drought intensified and the period lengthened, as predicted. Sorghum and millet, however, are relatively inelastic to climate change, so it can be assumed that they will receive attention as climate change intensifies. This study proposes areas for cooperation such as agricultural production, supporting the vulnerable, and crop reserve with the Middle East and Africa.

Abstract:
This policy paper discusses the challenges to food security in Egypt, including climate change, water scarcity, global instability, and disruptions to supply chains. The paper argues that a holistic developmental approach is needed to promote food security as part of human development and social justice. The green recovery approach is suggested as a way to achieve inclusive and sustainable development, protect the environment, and tackle climate change. The paper also examines the gap between strategic objectives and the situation on the ground, and proposes alternative solutions such as promoting self-sufficiency, food sovereignty, rural development, and sustainable agricultural policies under the umbrella of green recovery policies, funds, and investments. The paper highlights the importance of addressing food insecurity in Egypt, as the country heavily relies on food imports, a situation that has worsened since the Russian-Ukrainian war.

Abstract:
This joint Policy Study discusses the vulnerabilities of the Mediterranean agri-food system exposed by the food and energy price spikes caused by the war in Ukraine and the implications for human security in the region. The Middle East and North African (MENA) region, as the world’s largest food importer, faces challenges on both the demand and supply sides, including population growth, urbanisation, dietary changes, macroeconomic constraints, scarcity of natural resources, and climate change impacts. Rural populations and farmers often experience food insecurity, while European countries are not immune to high food prices and their socioeconomic consequences. Existing policies focused on international trade and production have failed to address the complex interplay between food, environment, and society. The concept of food sovereignty provides valuable insights for developing context-specific strategies to foster resilient agricultural and food systems. The proposed ‘Euro-Mediterranean blueprint for sustainable agricultural and food systems‘ outlines six pillars, including agroecological transition, support for traditional agricultural systems, initiatives targeting the agri-food chain, promotion of blue foods strategy, participatory policy-making, and macroregional cooperation. The authors emphasise the need for enhanced regional cooperation in agriculture, particularly in the context of changing geopolitics and the disruptive impacts of the COVID-19 pandemic and the Russian invasion of Ukraine. They suggest various avenues for collaboration, such as involving Southern Mediterranean countries in European Union initiatives, increasing climate funding for agriculture and food, reengaging in regional trade negotiations, fostering partnerships in research and innovation, and promoting unifying narratives. The limitations of the EU’s Common Agricultural Policy (CAP) in driving transformative strategies in the Euro-Mediterranean region are discussed in the study, along with recommendations for targeted CAP payments aligned with climate and biodiversity objectives, conditionalities on trade, and support for sustainable practices. The role of climate and digital agendas in agriculture is highlighted, particularly the challenges and compromises associated with implementing Climate Smart Agriculture (CSA) in the region. The authors emphasise the need for context-driven, climate-smart ideas and solutions, improved water management, policy coordination, strengthened institutions, enhanced access to funding, and increased national investments in climate-friendly agriculture.

Abstract:
Unexploded ordnance (UXO) contamination seriously hinders Syria’s recovery from civil war. The problem not only affects immediate physical safety but also undermines the nation's food security. Omnipresent UXO denies access to arable land, water sources, and infrastructure, exacerbating aid dependence. Additionally, UXO intensifies land degradation by contributing to the overcultivation of uncontaminated lands, leading to intensive farming practices that can degrade soil and deplete its nutrients. Overcultivation also depletes water resources and leads to soil erosion. All these factors further stress Syria’s already weakened food production capabilities.

Download The country’s vulnerability to these impacts has risen due to capacity constraints and a lack of structures and mechanisms that can effectively respond to and mitigate the effects of climate change. The challenges Iraq is currently facing, including those associated with the recent conflict with ISIS, political exclusion, and poor governance, have only been exacerbated by the effects of climate change. This study seeks to delve deeper into the issue of climate change and its links to and effects on conflict dynamics throughout the country. Specifically, it focuses on climate pathways – or the ways in which climate change is contributing to conflict and insecurity – in Makhmur, Al-Rifai and Tal Afar. Overall, the study found that various pathways are present to some degree in the districts, with natural resources, livelihood insecurity, food insecurity, and weak governance the most prominent pathways. In addition, the report gives several recommendation on how to confront the effects on climate change in regards to conflict dynamics in Iraq.

8. Food Insecurity and its Discontents in the Middle East and North Africa

Abstract:
Food insecurity plagues majorities of citizens in six out of 10 countries surveyed as part of Arab Barometer’s seventh wave (2021-2022). Majorities from 53 percent in Libya to 68 percent in Egypt report that they ran out of food before they had money to buy more. And in nine out of 10 countries, more than half of all citizens express concern about running out of food before being able to get more. These findings reiterate a long-standing and often observed quagmire in the Middle East and North Africa (MENA): the high proportion of food insecure citizens in middle income countries with otherwise medium or high levels of human development is staggering. Beyond affirming this quagmire, Arab Barometer’s newest data show that looking at region through the lens of food insecurity and its web of discontents emphasizes seven key challenges facing MENA: “Democracy fatigue” is highest among the food insecure, though they still prefer democracy to its alternatives. Gender gaps in reports of food insecurity reiterate the consequences of extreme gender imbalances in labor force participation. Urban-rural cleavages in food insecurity are a reminder that food scarcity can be higher in rural areas on account of decreased access to credit, reliance on import substitution strategies, shrinking agricultural lands, and climate change. Despite the documented effects of the latter on food availability, food insecure citizens are less likely to want government intervention to address climate challenges. Differences between food secure and insecure citizens on evaluations of the economy are more muted than expected, perhaps because broadly defined economic challenges loom heavily on all. Still, those suffering from food insecurity express a higher desire to emigrate. And finally, food insecurity has devastating effects on present and future outlooks, with food insecure citizens—particularly youth—less likely to say both that their lives are better than their parents’ and their children’s lives will be better than their own. Poor economic conditions broadly defined are not a new phenomenon in MENA. The difficulties posed by intra-regional variation and prevalence of decade(s)- old conflicts notwithstanding, attempts to give regional snapshots of economic health in the region point to a similar conclusion: progress toward alleviating poverty and hunger and addressing inequality is at best stalled. The 2022 global poverty update from the World Bank reports that the MENA region is the only one where the extreme poverty rate has increased between 2010 and 2020, in fact doubling between 2015 and 2018. A World Inequality Lab study1 (summarized here) analyzing data between 1990 and 2016 named the Middle East as the most unequal one in the world with respect to income: the bottom 50 percent of income earners controlled just 10 percent of total regional income.

Abstract:
In 2020, in the midst of a global coronavirus pandemic, food insecurity and crises became more serious worldwide. In October 2020, the United Nations World Food Programme (WFP) was awarded the Nobel Peace Prize for its humanitarian assistance in conflict areas around the world. WFP Executive Director David Beasley said, "Food is the best vaccine." However, in the Middle East and North Africa (MENA) region, where conflicts in Syria, Yemen, Libya and other countries continue, there have been concerns of serious hunger even before the coronavirus outbreak. In addition to conflicts, the region is regarded as one of the most vulnerable to the impacts of climate change, which is considered to have been one of the factors in these conflicts. This short paper intends to offer an overview of the common challenges faced in pursuing food security in the MENA region and discuss their prospects.
