91. The Point of No Return: The 2020 Election and the Crisis of American Foreign Policy

Abstract:
With the international order weakened by COVID-19, economic recession, and receding American leadership, the 2020 presidential election will be even more consequential than that of 2016. There is no reason to believe that President Trump will follow in the tradition of other Republican presidents and pursue a more multilateral and cooperative strategy in his second term. Emboldened and unconstrained, a second Trump administration could spell the end of the alliance system and the postwar liberal international order. A Biden administration would be a reprieve for the US-led international order, and will act on climate change, COVID-19, immigration, and multilateralism, while Biden will need to adjudicate internal debates on China, the Middle East, globalisation, and foreign economic policy.

Abstract:
Europeans wish to persuade Iran to compromise on strategic issues – but, unless they understand the dynamics of domestic Iranian politics, they will not get far. Three main power blocs compete to influence Iran’s supreme leader, including the ‘modernisers’, who were instrumental in building the case internally for the nuclear deal. The US ‘maximum pressure’ campaign has placed them on the back foot. Improving the economy remains the most pressing issue in Iran. Without a Western economic offer, the other two power blocs – the conservative ‘Principlists’ and IRGC-linked ‘securocrats’ – will continue their recent ascendancy and press for a confrontational ‘maximum resistance’ response. Immediately after the US presidential election, Europeans should embark on shuttle diplomacy with Washington and Tehran to agree an interim deal on the nuclear issue. This could also strengthen modernisers ahead of Iran’s own presidential race in 2021.

Abstract:
A key issue dominating Iran’s foreign policy agenda is the future of the Iran nuclear deal with regard to the next US president. Non-state armed groups mark the core of Iran’s leverage in the region, but Iran is currently looking into diversifying its means of influence. Although Iran considers its non-aligned position a strength, it is also a weakness. In an otherwise interconnected world, where other regional powers enjoy partnerships with other states and can rely on external security guarantors, Iran remains alone. By being more integrated into regional cooperation and acknowledged as a regional player, Iran could better pursue its interests, but US attempts to isolate the country complicate any such efforts. In the greater superpower competition between the US and China, Iran is unlikely to choose a side despite its current “look East” policy, but may take opportunistic decisions.

Abstract:
As Americans head to the polls in November the results will have far reaching implications for Americans and the global community alike—perhaps none more so than Israelis and especially Palestinians. Insofar as Israelis and Palestinians are concerned, the differences between President Donald Trump and former Vice President Joe Biden could not be more stark. While Trump has upended one sacred pillar of the peace process after another Biden has pledged to reverse the most destructive of these policies in the hope of salvaging what remains of a two-state solution and to restore U.S.-Palestinian relations, now at an all-time low. Even as the Trump administration has worked to preempt virtually all issues of concern to the Palestinians—from Jerusalem and refugees to the prospect of self-determination—Palestinians are themselves beset by a host of internal and external challenges. Internal political division, institutional paralysis, and a chronic economic crisis, have brought the Palestinian Authority (PA) to the verge of collapse and sapped its legitimacy. Meanwhile, the recent normalization deals between Israel and the UAE and Bahrain, and the possibility further normalizations, have underscored the marginalization of the Palestinian cause, both in the region and in the global policy discussion. What is—or should be—the Palestinian national strategy in light of these unprecedented challenges? Can the PA survive another Trump term? Would an ostensible return to the status quo ante by a Biden administration be enough to save the two-state solution?

Since the October 2019 protests calling for reform and an end to corruption, the Iraqi city of Basra has been the scene of a chilling spree of assassinations of activists. To date, no one has yet been held to account for these crimes that have spread fear in protestors’ ranks. This paper highlights the profile of the activists, the circumstances of the killings, and the possible motives behind them in the context of Iranian influence in Iraq, the approaching anniversary of the protests and the elections scheduled for next year.

Over nearly two decades, Turkey’s Recep Tayyip Erdogan has managed to strengthen his hold on power despite numerous political reconfigurations. With the next presidential election scheduled for 2023, many figures within his camp are already maneuvering for leverage while the opposition mulls how to defeat him. Among his potential rivals are Selahattin Demirtas, head of the pro-Kurdish Peoples’ Democratic Party; Ekrem Imamoglu, the mayor of Istanbul who bested Erdogan’s pick for that post; and Ahmet Davutoglu, the country’s former prime minister and Erdogan’s former ally. In this Policy Note, analyst Nick Danforth assesses current dynamics in Turkish democracy, including rifts within the leading Justice and Development Party and potential alliances in the opposition. He also discusses factors such as the fragile Turkish economy, which is sure to be destabilized further by the coronavirus pandemic. However Turkey emerges from the crisis, an Erdogan triumph in the next presidential vote would likely seal the country’s trajectory away from liberalism and the West for a generation.

This snapshot of reactions should inform leadership in Washington to focus on increasing its commitment to supporting allies and punishing adversaries. While Syrians all closely watched the U.S. elections, there was no single, homogeneous view among them about the outcome of a Biden victory versus a Trump one. Many Syrians’ views differ depending on their geographic location and the entity that governs their region in the fractured country. Given this fractured public reaction, a better understanding of Syria’s future in relation to the new U.S. administration requires analysis of Syrian reactions from four different blocs: the regime in Damascus, the Kurdish bloc east of the Euphrates, Islamist militias in northwestern Syria, and ISIS.

Abstract:
The Conservative Fundamentalist movement in Iran, directly linked to the Republic’s Supreme Leader and the Islamic Revolutionary Guard Corps (IRGC), is apparently heading towards achieving a significant win in the parliamentary elections due to take place on February 21, 2020. This will play a pivotal role in mapping out political forces within the country before the presidential elections of next year, which the Conservatives might also seize from the moderate stream. The Conservatives are trying to take advantage of the heated political dynamics by using the current escalation with the US, after the murder of Qassem Soleimani, leader of ‘the Quds Force’, the rising possibilities of the failure of the nuclear agreement, and the referral of the Iranian case back to the Security Council, all for the sake of boosting their chances of taking control over the Regime’s center of authority.

Abstract:
The elections conveyed a message: The Arab public refuses to be a problem in Israeli society, and strives to return to normalcy. The 1990s were engraved in the memory of the Arab public as a promising period for their rights, but today the tables have been turned. The establishment doubts the ability of Arab Knesset members to represent their constituents and doubts their allegiance to the state. Many in the Arab public understand that the enshrining national-Zionist identity of the state is directed against them. The delegitimization of the Arab minority and its elected representatives reached its peak in the recent elections. The slogan "Bibi or Tibi" is an expression of incitement and racism that should be denounced. The "deal of the century" plan, and in particular its intention to annex the Triangle Region to a Palestinian state, actually contributed to raising the turnout rate on the Arab street. The 15 seats won by the Joint List restored the belief to Arab citizens that change is possible.

The achievement of the Joint List in the elections was made possible by the maturity of its constituents, the presentation of clear vision and objectives, the management of prudent media campaigns, the cumulative experience of parliamentary activity, and the response of Arab citizens to racist statements against them by Jewish politicians. The election of four Arab women for the Knesset on behalf of the Joint List breaks the glass ceiling for the political representation of women in Arab society. Arab women have high electoral potential and can reduce the gender gap between them and men. In the current political configuration in Israel, the Joint List has a significant political power and can no longer be ignored. However, unity has its price as the unique space of each constituent party is shrinking.
