11. Houthis Target Southern Ports – The Yemen Review, October 2022

Abstract:
The UN-backed truce between the Houthi movement and the internationally recognized government was allowed to expire on October 2. Efforts to secure its further extension failed following a last-minute demand by Houthi negotiators to add military and security personnel to a payroll of public sector employees. The breakdown of the talks was followed by mutual recriminations, even as Saudi Arabia and the Houthis exchanged delegations on October 14, ostensibly to visit prisoners of war and discuss an exchange. Later in the month, the Houthis targeted two oil ports on Yemen’s southern coast with drones, striking the port of Nushayma in Shabwa on October 18-19 and the port of Al-Dabba in Hadramawt on October 21. The drone attacks followed warnings by senior Houthi official Mahdi al-Mashat that foreign energy companies were “looting Yemen’s sovereign wealth” and should cease operations. Though the facilities were undamaged, the attacks have disrupted exports as foreign ships stay away from Yemen’s coast. On October 31, Canadian oil producer Calvalley Petroleum Ltd. announced a suspension of oil production at Block 9 in Hadramawt due to the “current extremely challenging situation” and a lack of oil storage capacity. In response to the Houthi drone attacks, the government’s National Defense Council officially designated the Houthi movement a terrorist organization on October 23. It is unclear what ramifications the designation will have, as the government currently lacks a mechanism with which to enforce compliance. Saudi Arabia has privately urged caution to prevent derailing ongoing peace talks.

Abstract:
This paper analyses the evolution of Turkey’s capacity to conduct drone-led warfare, an evolution driven by its assertive national security and foreign policy. It connects this feature of Turkey’s war-fighting capability to the debate on the impact drones have on the modern battlefield and on conflictual interstate relations. The paper attributes the underdevelopment of Greece’s drone and counter-drone capacity to the country’s fiscal crisis and to the civilian leadership’s unwillingness to make use of Greece’s alliances, geographical position and R&D ecosystem to develop such capacities. The analysis identifies the factors and processes that can accelerate the speed at which the Greek armed forces ready themselves to meet the evolving challenges—including drones—posed by their assertive neighbour.

Abstract:
Turkey has recently pushed the PKK fight from its own turf and blunted challenges in northern Syria, Azerbaijan, Libya, and the Gulf, all while strengthening its defense export sector. In 2020, military observers took note when the Turkish Armed Forces employed drones to devastating effect in Syria, Libya, and the Caucasus. But this technological achievement must be regarded as just one part of a revamped Turkish approach to regional power projection—a change with economic, diplomatic, strategic, reputational, and battlefield implications. In the past five years, Turkey has notched many associated successes, such as pushing the PKK fight off its own turf and blunting challenges to its interests in northern Syria, Azerbaijan, Libya, and the Gulf. Ankara has also secured significant leverage in other disputes from the Horn of Africa to the Balkans, while strengthening its defense export sector. As military expert Col. Rich Outzen, U.S. Army (Ret.), makes clear in this tightly argued Policy Note, Turkey’s power projection does not always align with U.S. interests, a reality exemplified by anti-SDF military operations and defense industry cooperation with Russia. But ending the U.S.-Turkey military alliance over such differences is neither productive nor tenable. Instead, America can seek to work with an emergent Turkey in the many cases, from Qatar to Afghanistan, where such collaboration advances U.S. strategic interests.

Over the last year, a new form of extraterritorial air war has proved extremely decisive in military conflicts in both Libya and Nagorno-Karabakh. In both instances, the Turkish backed side has emerged victorious, despite initially being on the backfoot. In 2019, it seemed Tripoli was on the verge of falling to the forces of General Haftar's Libyan National Army (LNA.) The LNA had received military assistance in the forms of drones, mercenaries, and diplomatic support from the UAE, Egypt, and Russia. However, following an announced ceasefire, Turkey utilized the brief pause of fighting to turn the tide of battle by backing Haftar’s rival, the General National Council. 16. A short history of the Iranian drone program

Abstract:
Iran has embraced unmanned aerial vehicles (UAVs) as a major pillar of its military strategy. Iranian officials may exaggerate their capabilities, but Western analysts should not dismiss the threat posed by Iranian drones. Iranian authorities have invested in and experimented with drones for 35 years. Iranian authorities use drones for two main purposes: surveillance and attack. Iranian controllers now have the ability to conduct missions over the horizon and in most weather. Attack drones fall in two categories: Those with the ability to drop bombs or launch missiles and return to base and “kamikaze” drones that seek targets of opportunity. Iranian authorities have had more success with the latter. The biggest danger posed by Iranian UAVs, however, in years to come may be the result of Iranian proliferation of its drones to proxy groups, such as Lebanese Hezbollah, and the transfer of the ability to manufacture those drones. This will create some ambiguity in the operational environment as uncertainty about the identity of the drone’s controller can undercut momentum to hold that controlling country or group to account. This ability to escape accountability might actually make the use of drones more likely in surprise and terrorist attacks in the coming years.

Abstract:
This paper assesses the role of drones in furthering or undermining US grand strategy. This is against the backdrop of the thinking that contemporary use of drones in the context of post 9/11 era undermine the successive US administration’s strategic objectives as evidenced by the rise of anti-Americanism in Muslim world, proliferation of drones by US near peer competitors, civilian death toll and weakening support for the US in targeted countries. This implies that while drones has played a historical and significant role for the US in power projection and asserting its unilateralism and military hegemony when dealing with rogue states and terrorist groups post 9/11, the political and strategic utility of drone strikes for US grand strategy is not apparent. Thus, this paper posits that though armed drones has played a quintessential role as a key instrument of statecraft for facilitating US offensive strategy in targeted states, the aftermath of drone strikes and its controversial aspects engender inimical outcomes that serve to undermine US strategic objectives. Based on qualitative analysis of secondary data, the paper questions the wisdom and benefits of using and shifting greater reliance towards armed drones, as a pathway for furthering US grand strategy.

Abstract:
Paul Rivlin examines the economic effects of the recent drone strikes carried out in Saudi Arabia by Iranian proxies. On 14 September, drones and/or missiles hit the Abqaiq processing facility in Saudi Arabia, the world’s largest oil processing plant. In addition, fires engulfed the Khurais oil field after it was also hit. While there is uncertainty about where the attack came from, it is widely agreed that Iran was behind it. Iran, whose economy is suffering badly from the effects of sanctions as well as massive mismanagement, has used proxies in Iraq, Syria, Lebanon and Yemen against its enemies: Saudi Arabia, Israel and the US. The attacks on Saudi Arabia are among the most dramatic and economically significant in this war.

The United States has been using Remotely Piloted Aircraft (RPA) to assassinate terrorist targets since its first RPA strike on November 3, 2002, when a U.S. Predator fired a hellfire missile at a car traveling through the Mar’ib province of Yemen. The intelligence cycle of this targeted killing process is murky at best, and the policy has changed throughout the successive administrations of U.S. presidents. Details exist but there is no defined tangible chain of analysis concerning the selection of the target, the monitoring of the target, and finally, the assassination of the target. This paper attempts to elucidate the intelligence chain of analysis concerning American targeted killing and examine how the intelligence cycle of targeted killing varies through successive presidential administrations. ​ This paper will begin with a short analysis of relevant literature, although sources concerning this topic are scarce. The occurrence of targeted killings of U.S. citizens will also be explained in the literature section. The paper will continue with an elaboration of a generic intelligence cycle model, which will be used to illustrate the intelligence cycle of U.S. targeted killings using both the Reaper and the Predator RPA.[1] The paper will then address differences in the intelligence cycles and processes that have occurred between successive presidents since targeted killing first began in 2002 with President George W.
