21. Mixing politics and force: Syria’s Constitutional Committee in review

Abstract:
This report examines Syria’s Constitutional Committee process and parallel military developments during the Syrian civil war to reveal that the two have so far been interconnected. It arrives at the conclusion that the Government of Syria and Russia created and subsequently manipulated various linkages between conference room and battlefield to increase their own advantage. This has included the use of the Constitutional Committee as a placeholder to avoid greater Western diplomatic, or even military, efforts to resolve the conflict; the deliberate targeting of civilians and civilian infrastructure to force opposition bodies out of Syria; and polarization of the Committee by engaging in continuous human rights abuses among the Syrian population during negotiations. The Constitutional Committee can still help build bridges, but this requires redressing the balance of forces on the battlefield first. A joint Turkish-European military humanitarian intervention in northwestern Syria can serve this purpose and revitalize efforts to negotiate a (late) solution to the war.

22. The Lingering Stalemate: Qatar’s Blockade Awaits a Mediation Exit

On June 6, 2020, the Qatari crisis entered its fourth year with two parallel political discourses, which have endured the complexity of issues between Qatar and the Quartet [Saudi Arabia, Emirates, Bahrain and Egypt] since early June 2017: a) diplomatic hopes in the U.S.-backed Kuwaiti mediation amidst several gestures of rapprochement between the Qataris and the Saudis; and b) disparity of positions by the disputing parties while maintaining status quo politics. The Trump administration has urged the Quartet capitals to reopen their airspace for Qatari airlines as a step toward ending the open-ended blockade. The Wall Street Journal quoted U.S. officials saying "there is a greater sense of urgency to resolve the airspace issue. It's an ongoing irritation for us that money goes into Iran's coffers due to Qatar Airways overflights." (1) The Trump White House has been irritated by the so-called "overfly fees" that Qatar pays to Iran to use its airspace. There is growing hope Washington’s call will trigger momentum for lifting the land and sea blockade imposed on Qatar as well. Qatar’s foreign minister Mohammed bin Abdulrahman Al Thani hopes “the initiative will produce results, we are open to dialogue and ready to meet each step forward with 10 steps from our side.” (2) Unlike the Saudis, the Emiratis have maintained the 2017 demands, and UAE Foreign Minister Anwar Gargash insists “this issue will stay with us, and we have to manage it in a better way until we reach a future stage.” He has often characterized the blockade as “a result of Doha's interference policies," and argued "the solution for this crisis should be based on dealing with the causes of it." (3) As a result, the three-year blockade is causing a hurting stalemate for both sides of the Gulf conflict. In his new book “Qatar and the Gulf Crisis”, Kristian C. Ulrichsen argues the blockade has become “stuck at a political level where the Saudi and Emirati leadership—and especially Crown Prince Mohammed bin Salman and Mohammed bin Zayed—appear reluctant to make the first move to offer concessions or progress to a negotiated compromise.” (4) This paper examines some major narrative turns of the Quartet-Qatar showdown and the transformation of Trump’s position. It traces the possibility of a de-escalation shift along Washington’s pursuit of mediation in the framework of the Kuwaiti diplomacy; and weighs on the future of the Gulf Cooperation Council (GCC), as a counterbalance of the Arab Gulf strategic (dis)unity and common existentialism in a turbulent region.

On January 3, the United States launched a drone strike in Iraq that killed Iranian Quds Force commander Qasem Soleimani, ramping up tensions between Washington and Tehran. Results from a just-completed Chicago Council survey show that more Americans think the strike has made the United States less safe than more safe, and more name Iran as the country posing the greatest threat to the United States than any other country. If Iran restarts development toward a nuclear weapon, the US public prefers diplomacy, but more Americans now support military action against Iran.

25. Implications of the Proposed China-Iran deal for India

Abstract:
The ambitious $400 billion deal between China and Iran has garnered worldwide attention. The 18-page draft proposal says that China will facilitate the infusion of about $280 billion to Iran. This major economic and security partnership between China and Iran has raised India’s concerns against the backdrop of its ongoing border conflict with China. According to the New York Times report, the proposed China-Iran deal talks about expanding China’s presence in Iran’s “banking, telecommunications, ports, railways and dozens of other projects”, and in return China will receive a steady supply of oil from Iran for the next 25 years at a discounted price. There are more than 100 projects listed in the draft that will see Chinese investments; these include building Free Trade Zones and several very significant ports. The Chinese will also help Iran build infrastructure for 5G networks and come up with an internet filter like the Great Firewall in China. The stronghold of China in Iran could also result in undermining US policy in the Middle East.

Abstract:
Europeans wish to persuade Iran to compromise on strategic issues – but, unless they understand the dynamics of domestic Iranian politics, they will not get far. Three main power blocs compete to influence Iran’s supreme leader, including the ‘modernisers’, who were instrumental in building the case internally for the nuclear deal. The US ‘maximum pressure’ campaign has placed them on the back foot. Improving the economy remains the most pressing issue in Iran. Without a Western economic offer, the other two power blocs – the conservative ‘Principlists’ and IRGC-linked ‘securocrats’ – will continue their recent ascendancy and press for a confrontational ‘maximum resistance’ response. Immediately after the US presidential election, Europeans should embark on shuttle diplomacy with Washington and Tehran to agree an interim deal on the nuclear issue. This could also strengthen modernisers ahead of Iran’s own presidential race in 2021.

Sadness and tragedy come in many forms. One form consists in knowing how to solve a problem in theory, but realizing at the same time that what that would take in practice is not available. That is the case now with the tragedy unfolding in Idlib. There is a way to turn the crisis into an opportunity, but it would take wise and bold leaderships simultaneously in Washington, Jerusalem, Riyadh, Ankara, and the capitals of Europe. And that is precisely what we lack. What should be done? The U.S. government should privately propose, organize as necessary, and backstop as required a joint Israeli-Saudi intervention, coordinated with an on-going Turkish intervention, to save the million-plus refugees now facing imminent annihilation in Idlib Province, in Syria.

29. EU peace mediation in the 2020s: From intervention to investment

The European Union is renewing its Concept on Strengthening EU Mediation and Dialogue Capacities after more than a decade. The new concept is being launched at a time when international peace mediation is at risk of lagging behind in the face of accelerating power politics. The United Nations Security Council seems to be paralysed, and many peace processes frozen solid. Regional actors, such as the EU, now have a window of opportunity to strengthen their role, albeit amid difficult circumstances, as learnt, for example, in Ukraine and Syria. This Working Paper suggests that the EU has special abilities to build on in peace mediation, including exceptional resources for capacity-building and mediation support. Capable of harnessing the resources of the member states, civil society and private mediation actors alike, the EU can build tailor-made, multi-level processes for resolving conflicts, and make the essential change-makers pull together. However, there is still room for improvement in EU action, for example in the evaluation of mediation, to which end this research sheds light on several concrete steps that the EU can take in order to optimize its efforts.

This essay by Dr. George Tzogopoulos, focuses on the multidimensional nature of Greek-Israeli relations. The understanding of the depth of these relations can explain why the two countries – along with Cyprus – are interested in coming closer. On the other hand, the effort of Israel and Turkey to normalize bilateral ties – already under way since 2016 – is a logical development that deserves attention. However, it is not related to the future evolution of Greek-Israeli collaboration. The evolution of Greek-Israeli relations in the last decade and trilateral Greece-Israel-Cyprus summits outline the common interest of the three countries to enrich their cooperation. Israel and Turkey have started since 2016 to normalize their relations. This is an ongoing process that has evolved in a period during which Greece, Israel and Cyprus charted a joint course in the Eastern Mediterranean. Israel and Turkey are expected to find a modus vivendi by agreeing on some issues and disagreeing on others. A potential Turkish-Israeli collaboration against Iran in Syria might pave the way for new synergies between Israel and Turkey. This is a highly controversial and complicated matter that entails risks for Ankara.
