21. Human security and energy transition in NATO's South

Abstract:
Energy lies at the heart of human security and development challenges facing the arid and energy rich Middle East and North Africa (MENA) region. While risks such as water shortages, food insecurity, political instability and forced migration have received ample attention from analysts, energy transitions have comparatively received less scrutiny. Energy transitions present more development opportunities than risks for external actors, and these risks transcend borders by entangling the MENA within a broader geography that ultimately affects European security. Within this entanglement lie opportunities that could be harnessed to improve cooperation, sustainability and human security for NATO and Partners in the MENA. Framing energy and climate change as security threats has a long history in international cooperation with the MENA. As NATO responds to the war in Ukraine and rethinks its crisis management tools, raising awareness of new risks while grasping potential opportunities becomes all the more important given the return of strategic competition to the MENA. The implementation of the 2022 Strategic Concept and its focus on “resilience” requires Allies to go beyond traditional securitized views of development. This Policy Brief highlights two trends that will likely impact energy transitions in the MENA for the coming years: transnational critical infrastructure; and the development of new hydrocarbon and alternative energy resources. The first will influence regional geopolitics while the second will impact energy security in the MENA and Europe. Abstract:
This paper aims to assess the Haya Karima initiative, launched by the Egyptian government in 2019, which targets rural communities to achieve inclusive development and eliminate poverty. The paper examines the goals, interventions, and scale of the initiative and uses official data to provide indicators of its operations. Additionally, the paper analyzes rural vulnerability and poverty in Egypt, with a focus on employment opportunities and quality. Hussein Suleiman argues that while the initiative has been scaled up significantly, it has been inadequately planned and disproportionately focuses on infrastructure interventions that are unlikely to eliminate poverty. The paper proposes institutional reform as a necessary route to inclusive development and job creation in rural and urban Egypt, and recommends policy changes to address vulnerability and poverty in the country.

Abstract:
This policy paper discusses the challenges to food security in Egypt, including climate change, water scarcity, global instability, and disruptions to supply chains. The paper argues that a holistic developmental approach is needed to promote food security as part of human development and social justice. The green recovery approach is suggested as a way to achieve inclusive and sustainable development, protect the environment, and tackle climate change. The paper also examines the gap between strategic objectives and the situation on the ground, and proposes alternative solutions such as promoting self-sufficiency, food sovereignty, rural development, and sustainable agricultural policies under the umbrella of green recovery policies, funds, and investments. The paper highlights the importance of addressing food insecurity in Egypt, as the country heavily relies on food imports, a situation that has worsened since the Russian-Ukrainian war.

Bir ülkedeki gelişmişlik düzeyinin ülke genelinde dengeli bir şekilde dağılması ve bölgeler arası farkın az olması önemlidir. Bunu gerçekleştirmek amacıyla hazırlanan bölgesel kalkınma planlarında, ülkeler bölgelere, bölgeler türlere ayrılmıştır. Bu bağlamda homojen, polarize ve plan bölge şeklinde üç farklı bölge türü vardır. Bölgesel kalkınma, bölgeler arası dengesizliklerin giderilmesi ve bölgede bulunan iktisadi ve toplumsal potansiyellerin faaliyete geçirilmesiyle refah düzeyinin yükseltilmesini ifade etmektedir. Türkiye’de özellikle 1950’li yıllardan itibaren bölgesel politikalar önem kazanmış ve ülkenin kalkınması için çok önemli bir politika olarak görülmüştür. Bu kapsamda ülkedeki bölgeler için birçok proje hayata geçirilmiştir. Güneydoğu Anadolu Bölgesi’nin sahip olduğu kaynaklardan faydalanılması fikriyle, bütünleşik ve çok sektörlü bir kalkınma projesi olarak Güneydoğu Anadolu Projesi (GAP), 6 Kasım 1989’da Resmî Gazete’de yayımlanan Kanun Hükmünde Kararname (KHK) ile başlatılmıştır. Bu proje 9 ili kapsamaktadır ve Cumhuriyet tarihinin en etkin şekilde uygulanan projesidir. Proje kapsamında master plan, bölge kalkınma planı, eylem planları ve kalkınma programları uygulanmaktadır. Günümüzde GAP bölgesindeki illerde başta tarım, enerji ve sanayi olmak üzere birçok sektör için iyileştirme süreçleri devam etmektedir. Bu çalışmada 2000’li yıllardan itibaren GAP kapsamındaki gelişmeler resmi veriler üzerinden incelenmiştir. Ardından seçilen sektörlerdeki gelişmeler ele alınmıştır.

Abstract:
Since 2007, the Palestinian Authority has implemented a strategy of financialized urbanization in response to economic crises precipitated by Israel’s settler-colonial stranglehold on the Palestinian economy. This article argues that financialized urbanization operates as a mechanism to expand the local banking sector and as a modality of settler-colonial alienation. Examining the joint-ownership structures of companies whose activities straddle real estate and financial markets, the article shows where land ownership in the West Bank ultimately lies. The study highlights qualitative changes in money lending and the extended reach of finance to emphasize the risks of financial collapse. Understanding finance capital and settler colonialism as systems predicated on managing risk for maximum returns, the discussion draws their relation to each other into a single analytical framework to center the question of land dispossession and racialization at the heart of financialized urbanization.

Abstract:
By committing to long-term investments in Jordan’s communities through support for social enterprises, the United States can contribute to the country’s stability and economic growth. In Jordan, one of the United States’ most reliable allies in the Middle East, economic volatility is a major threat to stability and has led to recurrent protests since 2011. High youth unemployment rates and a large refugee population contribute to its economic woes and political tensions, all of which are now exacerbated in the Covid-19 pandemic. The United States can support Jordan’s recovery from the pandemic through long-term investment in social entrepreneurship. The country’s entrepreneurship ecosystem is in a developing stage, with most resources focused on short-term funding and training, so a shift in U.S. aid to longer-term support can make a significant difference. Increasing funds and providing multi-year mentorship and operational support to select social enterprises (SEs) will allow them to become powerful forces for positive change and civic engagement in their communities.
