151. Russia and the Arab Spring

Abstract:
The Russian attitude to the Arab Spring—a mixture of skepticism, caution and mis-trust—was for a long time poorly understood outside the country. In the West, which initially saw in the Arab Spring the familiar battle between “democracy from below” and “dictatorship from above,” many accused Moscow of sympathizing with outdated au-thoritarian regimes, even facilitating their behavior, and of being incapable of keeping up with the times. Later, the situation changed. As democratic revolutions were replaced by civil con-flicts (some more peaceful, others more bloody, all exacerbated by ethnic or religious differences) Russia’s conservative position started to find support, both within the Mid-dle East and beyond. The breakthrough Russo-American agreement on Syrian chemical weapons opened the door to the Geneva II talks, bringing factions within Syria to the same talks table, and also helping regulate the Iranian nuclear issue. To understand the factors that shaped the Russian attitude to the Arab Spring, we need to review recent Russian history and how the situation has changed Russia’s bor-ders. In this article, we will attempt to circumscribe these factors, and offer insights into their true nature.

Abstract:
'Tis the season to reflect upon the course of the Arab uprisings. Over the last few weeks I have participated in three major workshops including nearly 50 scholars – and had to miss yet another in favor of a quick trip to Tunisia. It is not difficult to understand this intense urge to take stock, given the sorry state of the region and catastrophic results of virtually every one of the 2011 uprisings. The overblown criticisms of the field of Middle East political science over its failure to predict the uprisings have been thoroughly aired by this point. But what about the field’s performance during the Arab uprisings? Academics have written an unprecedented amount of real-time analysis and commentary over the last few years. What did we miss, misinterpret, exaggerate or rush to premature judgments about along the way? The first of the workshops focused explicitly on this question. I asked a group of the authors from my edited volume The Arab Uprisings Explained: New Contentious Politics in the Middle East to write short memos assessing their contributions critically after having another year to reflect. Those memos have been published as POMEPS Studies 10 Reflections on the Arab Uprisings. Their auto-critique is full of worthy observations: We paid too much attention to the activists and not enough to the authoritarians; we understated the importance of identity politics; we assumed too quickly that successful popular uprisings would lead to a democratic transition; we under-estimated the key role of international and regional factors in domestic outcomes; we took for granted a second wave of uprisings, which thus far has yet to materialize; we under-stated the risk of state failure and over-stated the possibility of democratic consensus.

153. From Spring to Summer? Revolutionary Change in Tunisia, Egypt and Libya

Abstract:
This article offers an analysis of the early stages of the revolutions that have been taking place in Tunisia, Egypt and Libya. Here we consider the early stages of the revolutions from winter 2010-11 up until the summer of 2012 and offers a comparative study of the experiences of the early stage of the revolutions in each case study. In particular this study considers the roles of six variables on the process of regime change and transition as follows: 1) duration of the uprising up to regime change; 2) the initial outcome of the revolution/uprising; 3) the number of deaths and casualties; 4) the postregime change status of key members of the former governing elite; 5) the existence and nature of post-regime change elections; and 6) levels of international involvement. This study finds that in all three case studies, considering these variables offers insight into the nature and effect of the early stages of the revolutions. Furthermore, in each case there are key similarities in some of these variables but significant differences in others which suggest that the processes of transition are not directly comparable with each other. This article also offers some thoughts on how the early stages of these revolutions could affect the direction and pace of change in each state.

Abstract:
“The Spirit of the Police Laws in Turkey: Legislative Discourses, Instruments and Mentality” is a discussion of the quality of policing in Turkey as is laid out by laws and the authority and powers given to the police. It aims to uncover the dynamics that extend or restrict police authorities through regulations. Looking at police laws in this manner unearths clues – albeit at the level of discourse – about the mentality of policing, the elements of the conceptualizations of “crime,” “criminal,” “order” and “security” within the police force, and the grounds that legitimize police authority. We hope that the report will lead to a more fruitful discussion of the limits of police powers and duties together with the problems of insufficient oversight and impunity.

The report puts forward persisting problems regarding accountability and civilian democratic oversight of the security institutions in Turkey; discusses the implications of these problems in light of recent developments, particularly regarding human rights violations; and highlights a series of legal, institutional and strategic reforms that should be undertaken to address the existing problems in this field.

Abstract:
Research carried out in Turkey in the frame of the MEDIADEM project, which seeks to identify the policy processes, tools and instruments that can best support media freedom and independence in the country, showed that the media in Turkey has always been in a relationship of interdependence with political power. The state has maintained a tight grip over the press through political pressure and has successfully created a proponent media through practices of political favouritism and financial nepotism. The fear of state oppression, the absence of a culture of independent journalism and economic dependence on state support caused the media to align itself with political power, even after the end of single party rule and transition to multi-party democracy.

Few observers foresaw the Arab Spring, but it should not have surprised anyone that the Islamist movements - the most organized movements in the Arab world - became the main beneficiaries of the turmoil that ensued. Islamism, in its gradualist and pragmatic approach embodied by the Muslim Brotherhood and its offshoots worldwide, seems ready to reap the rewards of its three decades-old decision to abandon violence and focus on grassroots activities. This monumental change has created many concerns among liberals, religious minorities and, more generally, all non-Islamists in the countries where Islamists have won. In addition, Arab states ruled by non-Islamist regimes have expressed concern. The former worry that Islamist ideology - even in its more contemporary, pragmatic form - remains deeply divisive and anti-democratic, often at odds with their values and interests. The latter believe that on foreign policy issues, most of the positions of various Brotherhood-inspired parties are on a collision course with the policies of established regimes in the region.

158. Religious Democracy and Civilizational Politics: Comparing Political Islam and Political Catholicism

Abstract:
Much of the recent literature on the evolution of political Islam in the Middle East and North Africa has debated the extent to which Islamist political parties have become “secularized” in their political goals and rhetoric. In these studies, a comparison between the political secularization of Islamism and Christian Democracy is often alluded to, but rarely explored in depth. The two political religious movements share much in common with regards to their historical encounter with political liberalism and their intuitions about an ideal religious society. An uncritical comparison, however, obscures significant differences in the relationship of either movement to democratic institutions, traditional sources of religious authority, and the religious citizens of their nations. This paper qualifies the historical, institutional, and theological similarities of political Islam and political Catholicism. In doing so, it emphasizes the importance of the legacies of Catholic Christendom and Muslim Dar al-Islam as transnational, pre-Westphalian religious political orders and the idea of religious authority found in either. After articulating these bases of comparison, the paper considers how these religious legacies remain present in the transition to Christian or Muslim Democracies by exploring the rhetoric of Catholic civilization or Muslim civilization found in Pope Pius XII and Rachid Ghannouchi’s discourses on democracy.

Abstract:
The Arab spring could be seen as an integral part of a world in transformation. The technology and information revolutions and interconnectedness between cultures make it impossible for tyrants to rule for lifetime while subjugating the people to servitude with no chance for their freedom. Despite the unique characteristics of each country, the common theme of the protests in the Arab world has been largely shaped by the continuing economic inequality and rising social injustices. The Arab youth charge the authoritarian governments as the main source of their socioeconomic problems, lack of freedoms, and injustices and, desire change in the current political systems. Syria has a central position connecting the Arab states to Turkey. As a pioneering state, Turkey needs a democratic Syria to contribute to the transformation of the Arab world. It could be said that the fall of Assad regime and the establishment of a democratic government in Syria can contribute to Turkey’s initiatives for the transformation and regional integration in the Middle East.

Abstract:
Media policy in Turkey has shaped the media-state relationship since the establishment of the first newspaper in the late Ottoman period. While regulations were often employed as an effective disciplinary tool against the press in processes of state formation and modernization, opponent journalists have constantly been suppressed by state and non-state actors who claimed to act in the name of ‘state interests.’ The lack of a strong pro-democracy social movement; the ideological conservatism of the judiciary; the institutional weakness of the parliament; and the lack of democracy within political parties render the government – and future governments – too powerful vis-à-vis the society and the media. On a positive note, however, there is a growing awareness on the need for social monitoring of the media. In the absence of a widely accepted and established self-regulatory framework, various nongovernmental organizations and activist groups started to watch the media in order to expand the culture of diversity and to reduce discrimination, racism and hate speech.
