231. The Perception of Turkey in Middle East

Abstract:
In recent years, Turkey has gone beyond its traditional foreign policy and increased its political, cultural, and economic presence in the Middle East. This study was prepared in order to measure this interest. Between the 24 – 29th of July, simultaneous interviews were conducted by telephone in Egypt, Jordan, Palestine, Lebanon, Saudi Arabia and Syria, and face-to-face in Iraq. A total of 2,006 people were interviewed. The results were both surprising and confirming. However, three results are noteworthy at this juncture: First, support for Turkey’s role in conflict resolution was high among respondents. The second was that the most important problem for the people of the region was not, as we had assumed, the Palestine problem, but the economy. The third was that Turkey’s relations with the Middle East were not seen as a barrier to European Union (EU) membership. On the contrary, the Arab world supported Turkey’s membership. The main aim of the research was to shed light on the process of policymaking and to inform public opinion of the repercussions of Turkey’s Middle East policy.

232. Ruling Palestine I: Gaza Under Hamas

Abstract:
The policy of isolating Hamas and sanctioning Gaza is bankrupt and, by all conceivable measures, has backfired. Violence is rising, harming both Gazans and Israelis. Economic conditions are ruinous, generating anger and despair. The credibility of President Mahmoud Abbas and other pragmatists has been further damaged. The peace process is at a standstill. Meanwhile, Hamas's hold on Gaza, purportedly the policy's principal target, has been consolidated. Various actors, apparently acknowledging the long-term unsustainability of the status quo, are weighing options. Worried at Hamas's growing military arsenal, Israel is considering a more ambitious and bloody military operation. But along with others, it also is tiptoeing around another, wiser course that involves a mutual ceasefire, international efforts to prevent weapons smuggling and an opening of Gaza's crossings and requires compromise by all concerned. Gaza's fate and the future of the peace process hang in the balance.

233. Cyprus: Reversing the Drift to Partition

Abstract:
One more major effort, strongly encouraged by the UN and European Union (EU), should be made in 2008 to resolve the long-running dispute between ethnic Greeks and Turks on Cyprus and achieve a comprehensive settlement to reunify the island. All sides have much to gain from such a settlement. For the Greek Cypriots, it would end lingering insecurity, give them access to the Turkish economy, the most dynamic in the region, and increase their service industry's value as an eastern Mediterranean hub. For Turkish Cypriots, it will mean being able to enjoy the benefits of EU citizenship of which they are presently largely deprived. For the EU, the unresolved Cyprus problem now hampers its functioning on issues as diverse as cooperation with NATO in Afghanistan and Chinese shoe imports. And for Turkey a settlement would overcome a major obstacle to its convergence with the EU.

Abstract:
Egypt has been scrambling to formulate a new policy toward the Gaza Strip this week after being challenged by Hamas, which opened more than eleven crossings along the Israeli-constructed wall that serves as the Egypt-Gaza border. Up to 750,000 Palestinians have flooded the northeastern corner of the Sinai Peninsula since January 23, spending approximately $130 million in local markets, while tens of thousands of Egyptians took advantage of the lack of immigration, customs, and security controls to cross into Gaza. This massive movement of people caught many by surprise and may have serious ramifications for Israel, Egypt, and the Palestinians.

Against the odds, the U.S. military surge contributed to a significant reduction in violence. Its achievements should not be understated. But in the absence of the fundamental political changes in Iraq the surge was meant to facilitate, its successes will remain insufficient, fragile and reversible. The ever-more relative lull is an opportunity for the U.S. to focus on two missing ingredients: pressuring the Iraqi government to take long overdue steps toward political compromise and altering the regional climate so that Iraq's neighbours use their leverage to encourage that compromise and make it stick. As shown in these two companion reports, this entails ceasing to provide the Iraqi government with unconditional military support; reaching out to what remains of the insurgency; using its leverage to encourage free and fair provincial elections and progress toward a broad national dialogue and compact; and engaging in real diplomacy with all Iraq's neighbours, Iran and Syria included.

237. Rebuilding Israeli-Palestinian Negotiations

Abstract:
On November 27, 2007, President George W. Bush brought together Israeli Prime Minister Ehud Olmert and Palestinian Authority (PA) President Mahmoud Abbas at the US Naval Academy in Annapolis, Maryland to launch renewed Israeli-Palestinian negotiations with the shared aspiration of concluding a permanent status agreement by the end of 2008. This landmark event demonstrated the commitment of the United States and of the parties themselves to realize President Bush's vision, first articulated in June 2002, of two states living side-by-side in peace and security. More than 40 Foreign Ministers attended the conference, representing a broad swathe of the international community including traditional European allies, 15 Arab states (plus the Palestinian Authority), and important Muslim states such as Indonesia, Malaysia and Pakistan. In a sense, Annapolis was the culmination of US and Quartet efforts that were reinvigorated following Israel's war with Hezbollah in the summer of 2006. But most importantly, Annapolis was the starting point for political negotiations now underway. Only such negotiations can lead to the establishment of an independent, viable, peaceful and prosperous Palestinian state that can be a source of stability and security for Israel and the broader Middle East.

Abstract:
The Bush administration is using its final months to try to gain agreement on a twostate solution to the Israeli–Palestinian conflict—but much of the framework supporting a two-state solution has collapsed. In January 2009, a new American administration will face a series of bleak choices. It may still be possible to revive a two-state solution, but it will require the emergence of a more viable and unified Palestinian leadership. Rather than pretending that an agreement is possible now, it would be far better if U.S. efforts in the remainder of this calendar year began to address the underlying problems.

Abstract:
Turkey has been traditionally viewed mostly as a hard power in the Middle East, due to its military and economic strength. In recent years, however, there has been a discussion on Turkey's soft power. This article focuses on two aspects of Turkey's soft power in the region. First, Turkey's relevance to the debate on political and economic reform is discussed. It is argued that because of Turkey's internal transformations its attractiveness has increased. In addition to having assets, Turkey is generally more willing to project soft power as well as having increasing credibility in the region. Second, the article focuses on Turkey's use of soft power tools, especially its eagerness to play third party roles in the management and resolution of regional conflicts. Turkey's roles in the Israeli-Syrian, Israeli Palestinian and Lebanese conflicts are considered as an example. The article argues that Turkey's soft power has increased in these two aspects and yet it also elaborates on existing and possible constraints in this regard.

Abstract:
Since their 2005 inception in Iraq, PRTs have struggled to fully define their mission, overcome structural problems, learn to work alongside their military counterparts and assist Iraqis down the path to self-governance and stability so that U.S. forces can withdraw. While the concept was born in the Afghan conflict, PRTs in Iraq bear little resemblance to their Afghan cousins, which are led and largely staffed by military officers. PRTs in Iraq are largely civilian-led and are required to address a host of issues including local governance, economic and women's development, health, agriculture, rule of law and education. In this respect, they resemble mini development task forces, harnessing civilian expertise sourced from the U.S. and augmented by military civil affairs officers.
