71. Maneuvering: Why Iran is Cozying up to Taliban?

Abstract:
Iran is currently making unremitting efforts to further its relations with the Afghan Taliban. Although these attempts are not new, as there have always been unannounced channels of communication between the two parties, Iran is keen to uncover the presence of these channels and its efforts to foster relations with the movement. This was evident in the recent statements of Iranian officials such as its Foreign Minister Mohammad Javad Zarif and the Secretary of the Supreme Council for National Security Ali Shamkhani. This is, without a doubt, inseparable from the Iranian attempts to pave the Afghan arena for the return of elements of the Fatimid militia, and perhaps prepare in advance for a possible and sudden US withdrawal from the country, like the recent US decision to withdraw from Syria.

Abstract:
Idlib has been the delayed battle in the Syrian conflict throughout its various stages, but this seems to be coming to an end, as many indicators reveal. For example, Russia, for the time being, is keen to resolve Idlib’s issue which would reinforce the specter of military intervention. Moscow indicates that there are no options left for the parties to the Sochi agreement, pointing also to the difficulty of implementing its terms. The 10 points-agreement has not achieved its purpose for five months, given the terrorist organizations’ control over the area, in particular al-Nusra Front. This happens amid lack of actions from the Turkish side, which has threatened, more than once, to deter those who jeopardize the agreement, which compelled it to agree, ostensibly, with the other parties on launching a military offensive in Idlib. Despite the challenges and consequences of this option, it is the scenario that looms large over the Syrian scene at present.

Abstract:
Improving the performance of local governments, local administration, village councils, and municipalities in Arab conflict zones face a set of challenges. The most prominent among these challenges are the continued internal armed conflicts with regional dimensions, strengthening the legitimacy of certain political regimes, power struggle between central and local governments, growing partisan and political disputes, severe destruction in areas controlled by terrorist organizations, and the growing fiscal deficits of local councils. On one hand, the fiscal deficits have increased amid a low level of donor support, poor development of councils’ resources, and the enduring conflict between the legitimate government and armed militias. The influx of irregular migrants have also imposed a double burden on already overstretched local bodies.

Abstract:
Despite the focus on the results of the Yemeni conflict, its underlying causes have not been very well understood. It is a complicated story but this essay seeks to highlight three important factors behind the current turmoil in Yemen that are often overlooked. First, the country has major domestic divisions that are the primary reasons for the conflict in the first place. Second, Saudi direct intervention in Yemen is nothing new and is motivated by Saudi leadership’s strong views about the country. Third, American policy toward Yemen has more to do with Saudi Arabia and the region than with Yemen itself.

Abstract:
Attention to the growing number of people caught in crises characterized by extreme and often protracted levels of food insecurity, malnutrition, and mortality is increasing. The information systems that track these conditions and inform humanitarian decision-making have expanded substantially in the past two decades and in many cases have reached a degree of unprecedented sophistication. These famine early warning systems have become increasingly sophisticated in the past decade, but they still tend to be based on several assumptions that are important to understand. This paper briefly describes existing famine early warning systems and outlines some of the assumptions on which they are based— both in theory and in practice. Then it gives four brief case studies of recent famine or “famine-like” events and pieces together the formal analysis process with an attempt to reconstruct events on the ground from a conflict analysis perspective—highlighting the extent to which the formal famine analysis did or did not deal with conflict analyses and the political kryptonite around the discussion of “intent.” It closes with a summary of gaps in the current system and an assessment of the risks of trying to address those gaps through famine EWS or alternative means.

Abstract:
Since 2014, Yemen has been engaged in a civil war between the Houthi group and supporters of Yemen’s internationally recognized government. By the end of 2018, the UN estimated that 15.9 million people—more than half the population—were facing severe acute food insecurity and in need of immediate food assistance. This report analyzes the challenges facing famine analysis in Yemen, including the Famine Risk Monitoring system recently put in place, and the integrated Phase Classification (IPC) system, used globally. The IPC is managed by a technical working group with the support of the food security and nutrition clusters and close involvement of the Yemeni authorities. Following the analysis, the report offers recommendations for ways to improve data collection and analysis on famine and famine risk in Yemen.

Abstract:
This policy brief analyses the official discourse and actual practices of Turkish control and reconstruction in northwestern Syria. It finds that Turkey pursues a strategy that seeks to achieve control and influence through a mix of military occupation and fullscale reconstruction based on the logic of Turkification and the deployment abroad of the domestic apparatus of the Turkish state. The main objective of this strategy is to contain and undo the politico-territorial gains of the Syrian Kurds. In the process, Turkey largely bypasses the Syrian National Coalition. While this ‘reconstruct-the-buffer-zone’ strategy has been comparatively successful in the Al-Bab-Azaz-Jarablus area, it is running into trouble in the Kurdish-dominated Afrin area due to heavy-handed Turkish tactics of repression and the insurgency campaign that was launched by the Syrian Kurds. Yet, the nature of Turkish reconstruction engagement suggest it is there to stay, which in turn is likely to prolong the Syrian conflict. It will also create several problems from an EU policy perspective, including repression of Syria’s Kurds, an uncertain future of Syrian refugees in Turkey and violation of international law.

Abstract:
As Syria transitions into a post-conflict phase, its government is trying to survive in much the same way it has over the last eight years. This involves a series of short-term fixes, heavy reliance on foreign allies, and a process of endurance it calls the “long breath”. Damascus wants to create a functional system that serves its ambitions, particularly its desire to re-establish strong central control rather than succumb to external demands. Crippling Western sanctions have led to increasingly drastic shortages of fuel and electricity, disrupting the supply – and increasing the price – of essential goods such as food. As a result, the state is increasingly relying on an array of racketeers, oligarchs and war profiteers to circumvent the sanctions, further entrenching Syria’s corruption networks. The West’s expectation that an economic war will eventually force the regime to acquiesce to its demands is short-sighted and counterproductive.

Abstract:
The role of human rights abuses in the causes, dynamics, and consequences of conflict illustrate the importance of a human rights approach to conflict resolution:1 if human rights are part of the problem, they must be part of the solution. This essay aims to show how a human rights perspective can improve the odds of transforming violent conflicts into sustainable peace by enhancing the design and implementation of peace processes and conflict resolution practices. In doing so, we will clarify the main characteristics of a human rights approach to conflict resolution and identify a set of human rights standards to guide its implementation. We will then briefly analyze the Colombian and the Israeli-Palestinian peace processes, each through the lens of the human rights approach. These two cases illustrate opposite ends of the spectrum when considering the inclusion of human rights in conflict resolution. At one end, the Colombian peace process illustrates how negotiations and a final agreement can recognize peace as a human right, highlighting the need to transform the structural conditions of injustice and human rights violations that give rise to armed conflict. At the other end, in the Oslo Accords between Israel and the Palestine Liberation Organization, human rights are virtually absent despite the fact that systematic abuses are among the main underlying causes and consequences of the conflict. In the conclusion, we address one of the main criticisms and challenges of a human rights–based approach to conflict resolution.
