Abstract:
Under Vladimir Putin, Russia’s global ambitions have steadily increased, including in unstable areas of the Middle East, Africa, and the Western Hemisphere. For the most part, Moscow’s activities in these and other areas run counter to Western interests and undermine efforts to mitigate conflict through broad-based, transparent processes. This report outlines the factors that appear to be motivating the Kremlin’s conflict-zone interventions and places them within the larger context of Russian foreign policy interests.

Abstract:
Over the last year, a new form of extraterritorial air war has proved extremely decisive in military conflicts in both Libya and Nagorno-Karabakh. In both instances, the Turkish backed side has emerged victorious, despite initially being on the backfoot. In 2019, it seemed Tripoli was on the verge of falling to the forces of General Haftar's Libyan National Army (LNA.) The LNA had received military assistance in the forms of drones, mercenaries, and diplomatic support from the UAE, Egypt, and Russia. However, following an announced ceasefire, Turkey utilized the brief pause of fighting to turn the tide of battle by backing Haftar’s rival, the General National Council. The Middle East Institute (MEI) is pleased to launch a recent publication, “Turning the Tide: How Turkey Won the War for Tripoli.” Why did Turkey decide to fully engage in Libya’s Second Civil War? 234. The Disaster in Lebanon and Challenge for the Biden Administration

Abstract:
The disastrous state of affairs in Lebanon is mainly a result of failed governance for the past several decades. The 1989 Taif Agreement that defined peace after Lebanon’s civil war created a balancing act among various warlords and political figures who divvied up the government by sectarian affiliation. Since then, government institutions have been weakened, public employment has become a function of constituent services, contracts and social services have been doled out without any transparent process and necessary reforms have been ignored. Humanitarian consequences of this mismanagement are widespread. Social services are lacking. Public schools, health and social services, a pension system and labor laws are inadequate; and there is little protection for civil and human rights and environmental protection. In addition, there are more than 1 million Palestinian, Syrian and other refugees in the country, exerting extreme pressure on the country’s socioeconomic requirements and infrastructure. Infrastructure investment has been ignored, and 80% of hospitals and 70% of schools are run by the private sector. The economy has been running disproportionately on remittances from Lebanese emigres and tourism. The banking system, which was highly praised until a year ago, attracted hard currency and euro-bonds by offering high interest rates in order to feed a deficit-spending government, only to default when the government failed to honor the bonds due. In October 2019, the government blundered by imposing a tax on the popular, free telecom app, WhatsApp, to pay for increasing public deficits of its own making. The people had enough; they were outraged. They lost what remaining faith they had in the government, and on October 17 demonstrations erupted across the country, across all sects, generations and political persuasions. The people were upset as they experienced an increasingly poorer quality of life, especially after the Lebanese lira rapidly declined in value due to the lack of stable reserves to support the currency. In 2019, Lebanon had the third-highest debt-to-GDP ratio in the world, and its bonds are now “junk” on the international markets. It imports 80% of what it consumes. The country is broke, with little support from expatriates and allies and a ruling class that shows no willingness to reform. In 2018, the international donor community, in an effort called the CEDRE program, agreed to support Lebanon once it undertook systematic reforms. These have been neither instituted nor implemented, leaving $11 billion in international aid on the table. Subsidies on food, fuel and medicine are set to stop in December due to a lack of government reserves. Inflation is well over 200% for food items, over-the-counter medicines are almost non-existent due to hoarding and the middle class is rapidly disappearing. Banking-sector capital controls make it almost impossible for depositors to have access to their funds, and the failing exchange rate means that people who withdraw their lira face an immediate decline in purchasing power. The demonstrations were remarkable in their intensity and breadth; and it was only a matter of time before their concerns had to be addressed. The first casualty was the then- (and now again) Prime Minister Saad Hariri, who resigned, along with several of his ministers and Members of Parliament.

Neutrality is one of Oman’s greatest assets. Under the leadership of the late Sultan Qaboos bin Said, Oman successfully navigated the fall of the Shah in Iran, the Cold War and its end, the U.S.-led War on Terror, and the Arab Spring. Through all these global and region shape events, Oman has maintained its neutrality and independence. Oman, for example, maintains longstanding relationships with the United States and Great Britain while, at the same time, it enjoys constructive relations with Iran. Moreover, although Saudi Arabia and the United Arab Emirates (UAE) are aligned against Iran, Qatar, and Turkey, Oman has managed to work with all of these countries to address regional issues.

Abstract:
FLight number LY971 on Monday 31 August 2020, was in many respects anything but a mundane commercial flight traveling to another Middle East destination. Traditionally, the Arab world’s maximum pressure campaign against Israel was designed not only to call into question its existence militarily, but crumble its legitimacy diplomatically – prohibiting Israeli citizens from entering their territories, banning Israeli and other airlines traveling to and from Tel Aviv from using their airspace, much less land in their airports, even referring to it merely as “the Zionist entity”. Much more fundamentally than technical disagreement over policy items or territorial arrangements, the Arab world has made clear what was best enunciated in the infamous 1967 Khartoum “Three No’s”: “No peace with Israel, no recognition of Israel, no negotiations with Israel.” Despite episodic under-the-radar contacts, the Arab world had operated under the assumption that any cracks in this well-fortified wall could have been constructed as de facto recognition of a country considered a red flag.

Yirminci yüzyılın son döneminde en büyük trajediler arasında sayılan Sırplar ile Boşnaklar arasındaki savaş bölgede birçok yıkım ve tahribata sebep olmuştur. Bosna’da Uluslararası hukukun diplomatik yöntemler, uluslararası örgütlerin ve uluslararası yargının müdahalesi vasıtasıyla tüm imkanlarının kullanıldığı görülmektedir. Ancak bu imkanların çatışmaları engellemedeki başarısı tartışmalı olmuştur. Bu çalışma, söz konusu methotların hangi düzeyde etkide bulunduğu sorunsallaştırmaktadır. Uluslararası hukukun eksik uygulanışının meydana getirdiği büyük sorunların gösterilmesi çalışmanın amacını oluşturmaktadır.

Worldwide, millions of people survive severely distressing experiences caused by war and conflict, humanitarian disasters, and displacement. While such events affect the mental health of any population, the psychosocial well-being of persons in humanitarian contexts are rarely addressed in research. In Iraq, sustained and accelerated trauma is a reality, as the local population has endured years of prolonged violence and persecution. Iraq has undergone almost forty years of conflict, including authoritarianism, an eight-year Iran-Iraq war, two Gulf Wars, decades of economic sanctions, a civil war, and the recent occupation by the Islamic State of Iraq and Syria (ISIS).

Recently, much attention has focused on Israel’s drift away from a two-state solution and toward annexation of the West Bank. But hard data shows that the Palestinian public has also clearly moved away from the classic compromise peace deal with its neighbors. When the Trump peace plan was announced in January, it met with wide Palestinian condemnation. More troubling, majorities of Palestinians now oppose a two-state resolution to the conflict, a reversal from previous years. They also say that even if an agreement is reached, unlikely though that may be, it should not end the conflict. Still, surveys show Palestinian pragmatism on a range of short-term issues, from economic cooperation with Israel to compromising on the “right of return” for refugees.
