Abstract:
Despite several attempts for decades to reach at a political solution between Israel and Palestine, Netanyahu and his supporters offer nothing but permanent oppression while Hamas has resorted to terror. Each party refers to their rights: The right to defend versus the right to self-determination. This attitude has resulted in an escalation of tensions over time that led to a massive loss of life since October 7, 2023, when Hamas killed 1,200 Israelis and Israeli forces have so far killed 11,000 mostly civilians in Gaza. If there is a solution, it can be none other than a political one agreed between the two parties and be supported by an evenhanded approach by the international community within the confines of international law.

US President Joe Biden is walking on thin ice while he attempts to deal with the most serious crisis in the Middle East since the ill-conceived US-led invasion of Iraq in 2003. Biden has orientated his administration’s action along three tracks: supporting Israel; protecting as many Palestinian civilians as possible while also resuscitating the defunct Middle East peace process; and preventing the conflict from extending to the wider region.[1] The problem is, reconciling these three priorities may be impossible.

Abstract:
This essay considers the place of the Gaza Strip in the broader Palestinian context. Israel’s determination to separate Gaza from the West Bank since the signing of the Oslo Accords and its subsequent withdrawal from the territory in 2005 resulted in a process that culminated in the buildup of a Palestinian military front reminiscent of that established by the Palestine Liberation Organization in south Lebanon in 1975–82. In both instances, the military front appears to serve as a Palestinian counterstrategy to achieve linkage. Palestinians demonstrated their determination to break the isolation of Gaza in the war of May 2021 that was accompanied by mass mobilization across and outside Mandate Palestine. The essay probes the question of whether we are witnessing the consolidation of a Gazan military front and points to the minimal political conditions necessary for such a development to advance the liberation struggle.

Abstract:
Over three years ago, Islamic State’s territorial project in Syria and Iraq was dealt its final defeat in al-Baghouz. While the terrorist group’s insurgency in the region remains largely contained, one single and largely unaddressed issue is worsening by the day, threatening to guarantee an eventual resurgence. As of mid-2022, more than 60,000 men, women and children—most with some level of past association with ISIS—remain in makeshift detention and squalid camps in Syria. Thousands are Western citizens. This is an increasingly unsustainable security and humanitarian crisis, and progress on resolving it has moved painfully slowly, if at all.

Abstract:
On June 17, the long-awaited Caesar Syria Civilian Protection Act came into force, imposing the most comprehensive set of sanctions against Syria’s Assad regime to date. Aimed principally at preventing further war crimes by preventing any foreign investment into the Syrian regime, the sanctions will almost certainly have a consequential impact on Syria’s politics and economy. As the act comes into force, Syria is already beset by a spiraling economic crisis, the effects of which have generated unusually defiant and persistent anti-regime protests in the Druze-majority governorate of Suwayda and rising levels of discontent within regime-held territories. Southern Syria faces an expanding insurgency, ISIS is slowly resurging in the central desert, Turkey is doubling down on a permanent presence in the northwest and for now, U.S. troops appear to be staying. How will the Caesar Act’s sanctions be enforced and with what goals in mind? What effect are they likely to have within today’s context? Does a policy of escalating pressure on the Assad regime promise diplomatic progress or humanitarian suffering?

The final months of 2019 were marked by widespread, prolonged protests throughout Iraq, which began in October. Baghdad was the focal point of the demonstrations, which were directed at the ruling political elite and the state backing it: Iran. Prime Minister Adil AbdulMahdi resigned at the end of November, throwing official Iraq into a political vacuum and guaranteeing that any premier appointed to replace him would be considered an interim ruler and as such, his government would only be accepted by the weakened political elite, but not by a significant part of the population. This article reviews the changes that occurred in 2019 in the nature of Israel-Iraq cooperation, as they relate to diplomatic, security, economic and civilian aspects.

The Syrian conflict has produced humanitarian consequences of harrowing and tragic proportions. With an estimated 500,000 Syrians killed, the war has prompted the world’s greatest refugee flow since World War II.1 There are 6.2 million internally displaced persons (IDPs) within Syria and 5.3 million refugees in neighboring countries (a total 13 million people affected—for context, the total population estimate for pre-war Syria was 20 million). From January to December 2018, there were an estimated 1.6 million population movements.2 Civilian protection is the most important focus for international humanitarian efforts given the complexity of the Syrian conflict, myriad state and non-state armed actors involved, and continuing incentives for parties to the conflict to use humanitarian access as a political tool.

10. Squaring the Circle Connecting Current Operations to Policy Ambition in Syria

Abstract:
2017 marked a significant shift in the two wars in Syria. Syrian Democratic Forces (SDF) and Coalition forces drove ISIS from its self-proclaimed caliphate capital in Raqqa, across northern Syria, and down the Euphrates River Valley. Meanwhile, President Bashar al-Assad of Syria, backed by Russia and Iran, secured key population areas and strategic locations in the center and coast, and stretched to the eastern border to facilitate logistics and communications for Iranian-backed militias. In both wars, Syrian civilians have lost profoundly. They also have shown incredible resilience. Still, the outcome of both wars is inconclusive. Although major areas have been cleared of ISIS, SDF and Coalition forces are fighting the bitter remnants of ISIS in the Middle Euphrates River Valley. Enduring security in ISIS-cleared areas now depends on governance and restoration of services. Turkey’s intervention into Syrian Kurdish-controlled Afrin risks pulling the sympathetic Kurdish components of the SDF away from the counterterrorism and stabilization efforts in Syria’s east in order to fight Turkey, a U.S. ally. With a rumbling Sunni insurgency in pockets of Syria’s heartland, Assad and his supporters continue to pummel Eastern Ghouta outside Damascus and threaten Idlib. They are unleashing both conventional and chemical weapons on the remnants of Syrian opposition fighters and indiscriminately targeting civilians. The Trump administration now is attempting to connect the outcome of these two wars. The Obama administration tried similarly but ultimately prioritized the counter-ISIS mission. The drivers of the Syrian civil war and the ISIS war are rooted in the same problem: bad governance. Thus, a sensible resolution of both wars must address Syria’s governance. However, squaring U.S. policy goals with current operations and resources the United States has employed in Syria will require a degree of calibration, stitching together several lines of effort, and committing additional U.S. and international resources. Orchestrating this level of U.S. effort has proven elusive over the last six years.
