As the conflict in Syria enters its fourth year, US policy has consistently failed to achieve its stated object: a negotiated political transition based on the mutual consent of the regime and opposition. The United States and its Western allies have focused on summits and high-level diplomacy as the most effective means to that laudable end. This approach ignores an essential missing ingredient: an opposition able to coordinate different anti-regime forces, exercise agency on their behalf, and provide decent local governance, without which Syrians will continue to suffer and fight irrespective of whether the regime is overthrown.

Three years into Egypt's post-Mubarak transition, the near-term prospects for democratization are bleak. The military-security alliance that ousted the Muslim Brotherhood's Mohamed Morsi, Egypt's first freely elected president, in July 2013 is consolidating power. Government repression against the Islamist opposition, and more recently against secular dissenters, is harsher and society is more polarized than in any point in recent memory.

Abstract:
Setting out with the premise that the current situation of Israel-Turkey relations is detrimental to all parties in the region, TESEV Foreign Policy Program conducted a series of studies in order to dwell upon alternative areas of cooperation and discuss the current state of relations. To this end, two roundtable meetings were organized: the first one was held on 2 October 2013 in Istanbul and the second was organized in Jerusalem on 22 December 2013. A trip to Israel was organized between 6 and 8 July 2014 to complement these roundtables, during which a significant number of meetings were held with authorities form the Ministry of Foreign Affairs of Israel, as well as journalists and various experts. This report touches upon the historical background of Israel-Turkey relations and the potential areas for Turkish-Israeli cooperation.

Abstract:
Turkey, at the crossroads of Europe, Middle East and Asia, has confronted with the mounting pressure of mixed migration flows in recent decades. Among these, management of irregular migration flows is an issue of particular concern due to the complex interplay between its security, humanitarian and economic dimensions. In broad terms, irregular migration is the movement that takes place outside of the regulatory norms of the sending, transit and receiving countries. Because irregular migrants do not have the necessary authorization to enter, reside or work; the destination country treats their status as illegal. Triandafyllidou clarifies the distinction between illegality and irregularity by defining irregular migrant as ‘a migrant who at some point in his migration contravened the rules of entry or residence’ whereas illegal migration is ‘the act of entering in violation to national law and is confined to illegal border crossing (but not overstaying the terms of visas or residence) referring only a flow and not to stock of persons’.

215. When Proxies Fail, Force Must Prevail U.S.-Iran Relations

Abstract:
For decades, the United States and Iran have pursued fundamentally incompatible strategic objectives. Yet despite having expansive goals and minimal mutual interests, each side has recognized that direct confrontation would jeopardize its ultimate goal. Thus competition between the two countries often has taken less decisive, but also less risky, forms of behavior, namely: diplomacy, sanctions, and the use of proxy forces. Given the stakes involved, however, relying entirely on such measures to convey the seriousness of one’s intentions is insufficient. Indeed, the United States has been most successful influencing Iranian policy when it has demonstrated its own willingness to use force or supported actors using military force directly against Iran – and conversely, least successful when it has failed to do so. ​ The two countries have long held mutually exclusive aims. The United States wants to remain predominant in the Middle East to ensure the free flow of natural resources and the security of its allies, even as it withdraws troops after more than a decade of war and faces an uncertain fiscal future. The Iranian regime pursues nuclear weapons capability to protect against its perceived danger from a U.S.-supported overthrow, provide an umbrella under which it can project unmatchable power against its neighbors, and validate its continuing right to rule, among other goals. Both objectives are highly ambitious and in direct conflict with each other. ​ Therefore the lethargy of peace suits both rivals well, as neither side feels it can afford an overt rupture. For the United States, direct conflict would critically endanger its efforts to maintain regional stability with a receding regional footprint. For Iran, it would seriously delay its approach to a nuclear weapons capability. There is little middle ground for diplomacy to secure, given the two countries’ ultimately irreconcilable goals.

Abstract:
In the present era, the Iran-US relations carry greater significance in the world politics. The diplomatic relations between both countries have remained suspended since the Iranian Revolution of 1979. But now after three decades when Iran has elected its new President, a shift has been observed in Iranian policies towards West and both sides are willing to melt the ice through an interim deal in Geneva. Though this deal has its positive aspects yet the prospects and fears along with its pros and cons in the days to come cannot be brushed aside. This paper is an attempt to analyze how this agreement will have its impact on the Middle Eastern region in reshaping the balance of power. The study will also discuss how Iran will have to face the harsh screening safeguards along with the introduction of Nuclear Weapon Free Iran Act of 2013.

Historically speaking Pakistan and Israel are not directly engaged in any hostility or clash with each other. Pakistan did not recognise Israel since its inception because of her consistent support to Palestine issue and its apprehension that India Israel connections are against her security, ultimately shattering sub-continental balance of power. During General Musharraf regime, the debate to recognise Israel was on high side. It had been debated at academic, official as well as public levels. It was believed at that time that if Pakistan accord recognition to sate of Israel, the sensitivities associated with the issue might change. The cost and advantage quotient of recognition were kept in mind and discussed openly. During Musharraf regime and onwards, the moot point in Pakistan has been the cost benefit analysis of recognition. The existing world scenario has changed the ground realities and placed Pakistan in a difficult situation that how it can move closer to Israel without abandoning historical stand on Palestinian cause. It is also believed that if the transformation and change in Pakistan’s policy is not hasty, only then it might be more productive and successful. The eventuality of recognising Israel might spur the sentiments of public and it may take some time to have popular placement in our society By analysing different and conflicting view points, this paper will investigate primarily the debate held during Musharraf era in the light of historical background and shall see what course Pakistan should take on in this regard after assessing pros and cons of recognition. After going through different approaches on the subject, this will also contribute whether Pakistan should shift her stance about Israel or otherwise.

Russia's institution of a ban on American adoptions of Russian orphans, an appalling response by the Duma to U.S. sanctions against officials involved in the Sergei Magnitsky case,1 was a clear indicator that bilateral relations will assume a lower priority in the next 4 years for both capitals. Russian President Vladimir Putin signed the measure despite open misgivings by some of his own key aides and against the opposition of most of Russia's civil society. The Russian Internet response was scathing, producing an instant winner for best sick joke of 2012: “An educated American family has decided to adopt a developmentally disabled Duma deputy.”.

Turkish-Israeli relations suffered a big blow because of the Mavi Marmara affair. As Turkey and Israel are working now on mending their relations, the question remains whether they will be able to avoid fierce competition in a relentlessly changing Middle East following the ‘Arab Spring’. As there are also mutual concerns and incentives to cooperate, the term ‘Frenmity’ may be the best way to describe the future relations between the two. In such a complex relationship, the United States may be of help in increasing the elements of amity and cooperation.

Kuwait is perhaps America's closest Arab ally; it remains the only country in the Middle East on whose behalf the United States went to war. Although the Islamic Republic of Iran has at times tried to leverage Kuwait's large Shi'ite minority against the Kuwaiti state, it has mostly been unsuccessful. Indeed, Kuwait's Shi'ite ­community has repeatedly worked to prove its loyalty to Kuwait. Recent political instability, however, is again opening the door for sectarian forces to undermine Kuwait and, by extension, an important pillar of US defense strategy.
