Abstract:
After 12 years of civil war, Syrian President Bashar al-Assad’s government has consolidated its power and defeated credible threats to its rule. The anti-Assad armed opposition, which once controlled half of Syria, is relegated to the northwestern province of Idlib. While the Biden administration recognizes that Assad will likely remain in office, U.S. policy remains punitive, maintaining comprehensive sanctions on Syria until Assad negotiates political reforms with his opponents and agrees to free and fair elections. This policy will not produce the desired results. Assad is firmly entrenched, benefits from the help of security partners in Iran and Russia, who prefer that he stays in power, and remains highly unlikely to comply with U.S. demands. The status quo amounts to collective punishment of the Syrian population. Approximately 900 U.S. troops remain in eastern Syria, allegedly to train and advise the Kurdish-led Syrian Democratic Forces against ISIS. But ISIS lost its territorial caliphate more than four years ago. The risk of keeping U.S. forces there in perpetuity which includes sporadic attacks on U.S. positions and escalation risks with various actors, outweighs any rewards. Neither the sanctions nor the occupation of eastern Syria serves U.S. security interests. The former does no good, and the latter risks embroiling the United States in a mission without an end date. The United States should withdraw its remaining forces and offload what is left of the counter-ISIS mission to local actors. The United States should also reduce if not end its failing sanctions regime.

22. Fruitless cherry picking?: EU engagement with the Syrian opposition (Etilaf)

Abstract:
This policy brief examines the EU’s engagement and relationship with Syria’s main political opposition umbrella, the Coalition for Syrian Revolutionary and Opposition Forces (Etilaf), which was founded in late 2012. It discusses the EU’s engagement strategies with the Etilaf and their impact on its development in the context of the Syrian conflict. The brief highlights that the EU did not substantiate the international legitimacy it granted the organisation early on during the conflict with policies that would have allowed it to expand its domestic legitimacy and capabilities. This policy contributed to developments in which the Etilaf rapidly lost its original potential. While the Etilaf today faces a range of structural and operational challenges that need to be addressed, the brief nevertheless recommends EU institutions and Member States to increase their support for the Etilaf and the Interim Government linked with it, if a number of conditions can be met. Such support will help maintain and develop these bodies into a viable centre of political opposition to the Assad regime. Practically speaking, this objective can be pursued by piloting conditional EU support to areas of northwestern and northern Syria that are nominally under the control of the Interim Government. It also requires building a partnership with Turkey to jointly support local Syrian administration(s) in the same areas.

23. Society max: How Europe can help Syrians survive Assad and coronavirus

Abstract:
After nine years of conflict, the US is mounting a ‘maximum pressure’ campaign against Syria, seeking the regime’s demise. But, with Assad having effectively won the war, he is unlikely to succumb to US economic pressure. Assad bears responsibility for the country’s freefall but this strategy will further accelerate societal collapse, especially as coronavirus looms, and will not deliver a transition. European governments should pivot to a longer-term strategy focused on protecting those societal forces that are still standing and that can help salvage a better future aligned with European interests. This should include increased – and cautious – support to them within government-controlled Syria. The unpredictability of the Trump administration means persuading the US down this track is not impossible – Europeans should seek to influence Washington to widen space for societal support.

24. Pandora’s Box in Syria: Anticipating negative externalities of a re-entrenching regime

During 2019, the original Syrian conflict entered its closing phases, except for the battlefields of Idlib and in the north east. As a result, conflict dynamics have become somewhat easier to read, as the regime and its key allies have shifted towards a triumphalist ‘post-war’ narrative and corresponding governance styles, deal-making and decision-making. These developments can be witnessed in three interlinked spheres: security, civil, and political economic practices. Together, they largely form the Assad regime’s political economy, which – although poorly understood due to limited access – is crucial to understand to assess the negative externalities likely to result from its wartime survival and re-entrenchment. The paper analyses six such externalities: 1. risk of conflict relapse due to economic pressures 2. the politics of refugees 3. risks and instrumentalisation of terrorism 4. regional instability 5. humanitarian culpability 6. deterioration of the international legal order. These externalities are interconnected and emerge from the political economy of the regime – the accumulation of its security, civil and political economic practices. Their nature and volume suggest that the Syrian civil war will plague its neighbors, as well as Europe, for a long time to come. These externalities also focus our attention on the fact that adequate containment strategies should be designed as a matter of urgency, to limit their negative impact.

25. Can Assad win the peace?

Abstract:
As Syria transitions into a post-conflict phase, its government is trying to survive in much the same way it has over the last eight years. This involves a series of short-term fixes, heavy reliance on foreign allies, and a process of endurance it calls the “long breath”. Damascus wants to create a functional system that serves its ambitions, particularly its desire to re-establish strong central control rather than succumb to external demands. Crippling Western sanctions have led to increasingly drastic shortages of fuel and electricity, disrupting the supply – and increasing the price – of essential goods such as food. As a result, the state is increasingly relying on an array of racketeers, oligarchs and war profiteers to circumvent the sanctions, further entrenching Syria’s corruption networks. The West’s expectation that an economic war will eventually force the regime to acquiesce to its demands is short-sighted and counterproductive.

Abstract:
Improving the performance of local governments, local administration, village councils, and municipalities in Arab conflict zones face a set of challenges. The most prominent among these challenges are the continued internal armed conflicts with regional dimensions, strengthening the legitimacy of certain political regimes, power struggle between central and local governments, growing partisan and political disputes, severe destruction in areas controlled by terrorist organizations, and the growing fiscal deficits of local councils. On one hand, the fiscal deficits have increased amid a low level of donor support, poor development of councils’ resources, and the enduring conflict between the legitimate government and armed militias. The influx of irregular migrants have also imposed a double burden on already overstretched local bodies.

The Eagles of the Whirlwind are one of the many militias that have fought on the part of President Assad’s forces in the Syrian civil war. The regime allowed it to defend and police Syrian territory and, in some cases, to fight alongside the Syrian Arab Army on the frontlines. The group proved to be a capable and effective paramilitary auxiliary. What makes the Eagles of interest is that its parent political party - the Syrian Social Nationalist Party (SSNP) – was able to increase the space for its political activities in exchange for the battlefield services of its militia. This is not a mean feat under the authoritarian system of decades of Assad-rule that brooked no political diversity whatsoever. It is all the more remarkable because the SSNP has historically been a political rival to the Syrian Ba’ath party. This policy brief analyses the main interests and dynamics by which the SSNP managed to translate the battlefield support and achievements of the Eagles into ministerial positions and open recruitment rallies for party members across regime-held territory. It also examines the SSNP as a novel form of support to the Assad regime that traded greater political auton¬omy for paramilitary mobilization in support of the regime - without, so far, resulting in a more permanent role for the Eagles in the Syrian security architecture. While accepting greater political autonomy for the SSNP was a price the Assad regime was willing to pay for extra auxiliary fighting capacity, it remains to be seen how durable the SSNP’s hard-won autonomy will be.

Syrian society is more socially, politically and geographically fragmented than ever before. None of the social problems that caused the 2011 protests have been resolved. Nevertheless, during recent months the Syrian regime has been trying to foster the image that Syria is entering a post-war phase in which a unified and stable Syria can flourish under President Bashar al-Assad. The fact that more than half of the country’s pre-war population is living in exile and has no part in this new social contract of sorts is conveniently omitted from the image presented of this ‘new’ Syria. These refugees will likely continue to live in precarious conditions, with few prospects for safe and voluntary return. In this policy brief authors Samar Batrawi and Ana Uzelac identify four tools the Syrian regime has at its disposal to control the return of refugees and Internally Displaced Persons (IDPs). It is the second in a series that explores practical considerations of potential European involvement in specific areas of reconstruction in Assad-ruled Syria (the first policy brief on urban reconstruction can be found here.) The brief puts these tools in the perspective of the broader conflict dynamics affecting refugees and IDPs and identifies implications for Western European policy. It concludes that rather than resigning to the limited possibilities for structural political engagement in Syria, Western European policymakers should invest in ways to mitigate the material and political dispossession of more than half of Syria’s pre-war population.

Abstract:
As the Syrian crisis enters its fifth year, regional and international priorities in Syria have changed as a result of Daesh or the so-called Islamic State (IS) group’s expansion. Attempts to repackage the conflict and transform its essence into “fighting terrorism” have increased. In this context, initiatives have been launched to revamp the Syrian regime’s image on the grounds that the conditions that led to the first Geneva Communique no longer exist.(1) However, the prospect that Assad’s regime can be rehabilitated to make it acceptable domestically, regionally or internationally are at best a delusion. The regime’s repressive policies during the years that followed the revolution’s outbreak has made it a polarising rather than a unifying actor, one that has broken all possible lines of political capital and made its institutions even more sectarian during the crisis. In addition, armed groups representing divergent trends have emerged, and they will necessarily play a major role in any future arrangement, one that will not present itself unless power is redistributed in a way that changes the existing system’s structure.
