Abstract:
Europe's efforts to keep the Joint Comprehensive Plan of Action (JCPOA) for Iran alive hardly seem effective. On 28 June 2019, during a meeting of the Joint Commission of JCPOA, it was announced that the Instrument in Support of Trade Exchanges (INSTEX) has been made operational. 1 Though it injected new hope into saving the deal, it is unlikely that in the long term INSTEX’ limited scope will meet Tehran's demands. The Middle East is going through tough times since the US unilaterally withdrew from the JCPOA and started to exert 'maximum pressure' on Iran, prompting unparalled tensions between the two nations. Can the EU do more?

682. A Human Rights Approach to Conflict Resolution

Abstract:
The role of human rights abuses in the causes, dynamics, and consequences of conflict illustrate the importance of a human rights approach to conflict resolution:1 if human rights are part of the problem, they must be part of the solution. This essay aims to show how a human rights perspective can improve the odds of transforming violent conflicts into sustainable peace by enhancing the design and implementation of peace processes and conflict resolution practices. In doing so, we will clarify the main characteristics of a human rights approach to conflict resolution and identify a set of human rights standards to guide its implementation. We will then briefly analyze the Colombian and the Israeli-Palestinian peace processes, each through the lens of the human rights approach. These two cases illustrate opposite ends of the spectrum when considering the inclusion of human rights in conflict resolution. At one end, the Colombian peace process illustrates how negotiations and a final agreement can recognize peace as a human right, highlighting the need to transform the structural conditions of injustice and human rights violations that give rise to armed conflict. At the other end, in the Oslo Accords between Israel and the Palestine Liberation Organization, human rights are virtually absent despite the fact that systematic abuses are among the main underlying causes and consequences of the conflict. In the conclusion, we address one of the main criticisms and challenges of a human rights–based approach to conflict resolution.

Abstract:
The rise and evolution of Daesh (al-Dawlah al-Islamīyah fī l-ʻIrāq wa-sh-Shām) marked a new and very interesting debate about the labeling of violent groups that are not traditional terrorist organizations and they are also acting with different roles and using alternate tactics and modus operandi, such as insurgency, within civil and regional conflicts. Furthermore, the establishment of the so called “Caliphate” includes a new parameter in the scientific debate, the quasi state dimension. Daesh is a modern archetype of this vivid scientific debate, but the difficulties in labeling, especially in cases were terrorist groups are taking part in civil conflicts, is not new. Labeling is not only a matter of “name and blame”, is important in order to design an effective and holistic counter terrorism strategy. The aim of this chapter is to discuss the different approaches about labeling nontraditional terrorist groups and to present the terrorist activity of Daesh.

684. Learning Equity Requires More than Equality: Learning Goals and Achievement Gaps between the Rich and the Poor in Five Developing Countries

Abstract:
The Sustainable Development Goals (SDGs) for education include the goal that “all youth...achieve literacy and numeracy” (Target 4.6). Achieving some absolute standard of learning for all children is a key element of global equity in education. Using the Annual Status of Education Report (ASER) data from India and Pakistan, and Uwezo data from Kenya, Tanzania, and Uganda that test all children of given ages, whether in school or not, on simple measures of learning in math, reading (local language), and English, we quantify the role of achieving equality between the richest 20% and the poorest 40% in terms of grade attainment and learning achievement toward accomplishing the global equity goal of universal numeracy and literacy for all children. First, excluding Kenya, equalizing grade attainment between children from rich and poor households would only close between 8% (India) and 25% (Pakistan) of the gap to universal numeracy, and between 8% (Uganda) and 28% (Pakistan) of the gap to universal literacy. Second, children from the poorest 40% of households tend to have lower performance in literacy and numeracy at each grade. If such children had the learning profiles of children from rich households, we would close between 16% (Pakistan and Uganda) and 34% (India) of the gap to universal numeracy, and between 13% (Uganda) and 44% (India) of the gap to universal literacy. This shows that the “hidden exclusion” (WDR, 2018) of lower learning at the same grade levels—a gap that emerges in the earliest grades—is a substantial and often larger part of the equity gap compared to the more widely documented gaps in enrollment and grade attainment. Third, even with complete equality in grade attainment and learning achievement, children from poor households would be far from the equity goal of universal numeracy and literacy, as even children from the richest 20% of households are far from universal mastery of basic reading and math by ages 12-13. Achieving universal literacy and numeracy to accomplish even a minimal standard of global absolute equity will require more than just closing the rich-poor learning gap, it will take progress in learning for all.

Abstract:
Following the so-called Arab Spring, the strategic situation in the Middle East has been one of disorder. A series of critical, complex and interrelated security failures have resulted in chaos and bloodshed unprecedented even for a region with Middle East’s history and legacy. The demand for intervention has been high but the response has been very low. In such an unchartered and rapidly deteriorating regional security setting, this paper argues that the conspicuous absence of US hegemonic engagement has allowed for the return to overt regional balance of power strategies and proxy conflicts. Our hypothesis is that a regional balance of power and the resulting order (or disorder) heavily depends on the type of great power regional engagement. In such a context, the “hands off” or non-hegemonic approach that characterizes US strategy since the Arab Spring eruption has heavily contributed to a highly disorderly regional balance of power landscape. In the absence of US hegemonic involvement, revisionist threats emerge and local rivalries intensify.

Abstract:
The American approach to the problem of Palestine long rested on several recognizable pillars: a basic sympathy with the Zionist program, a sincerely felt belief that Palestinian Arabs had largely been victimized by historical forces that the United States itself had found it necessary to serve, and an unstated—but real—feeling of guilt over the key role Washington played in the 1948 birth of the Jewish state. Donald Trump’s presidency upended the long-held US posture on the Palestine issue, making Washington far more amenable to Israel’s growing appetite for Arab Lands taken in 1967. In his first two years in office Trump instituted a series of administrative and economic measures apparently designed to force the PLO’s acceptance of a still-unannounced peace plan. This article suggests that Trump’s strategy will fail.

687. Fuel Subsidy Reform and Green Taxes: Can Digital Technologies Improve State Capacity and Effectiveness?

Abstract:
Reforming inefficient and inequitable energy subsidies continues to be an important priority for policymakers as does instituting “green taxes” to reduce carbon emissions. Simply increasing energy prices will have adverse impact on poorer consumers, who may spend substantial budget shares on energy and energy-intensive products even though the rich typically appropriate more of the price subsidy. Equitable pricing reforms therefore need to be accompanied by programs to transfer compensation: depending on the situation, this can be targeted or universal. Successful reforms require measures to raise awareness-of the subsidies and the problems they cause, effective dissemination of the reform to the population, and rapid feedback loops to facilitate mid-course corrections. Digital technology, including for unique identification and payments, as well as general communications, can help build government capacity to undertake such reforms and respond to changes in fuel markets. The paper outlines the use of digital technology, drawing on four country cases. The technology is only a mechanism; it does not, in itself, create the political drive and constituency to push reform forward. However, it can be employed in a number of ways to increase the prospects for successful and sustainable reform.

688. In Dire Straits? Implications of U.S.-Iran Tensions for the Global Oil Market

In recent months, Iran has responded to rising tensions with the United States—particularly the US launch of the “maximum pressure” campaign against Iran—by attacking oil tankers and infrastructure in the Persian Gulf region around the Strait of Hormuz (the Strait). These actions have been designed to signal to the United States, the Gulf states, and the international community that the American strategy of strangling Iran economically will not be cost-free, and to Saudi Arabia in particular that it is highly vulnerable to Iranian retaliation. As the Strait of Hormuz is one of the world’s most critical energy chokepoints, the implications of Iran’s efforts merit close scrutiny and analysis. This study was designed to examine three scenarios for military conflict between Iran and the United States and assess the potential impacts on global oil prices—as one specific representation of the immediate economic impact of conflict—as well as broader strategic implications.

On May 21, the Center for a New American Security (CNAS) hosted an all-day tabletop exercise (TTX) in Washington, D.C., to game out three scenarios related to the crisis surrounding U.S.-Iran tensions over Iran’s nuclear enrichment program and destabilizing regional policies. The intent was to understand how key players would respond and act in these potential scenarios. The TTX included seven teams: the United States, Iran, Europe (representing primarily France, Germany, and the United Kingdom but also the European Union), China, Russia, Israel, and the Gulf Arab States (one player as Saudi Arabia/UAE and the other player as Oman). Teams featured American and foreign regional and functional experts with a deep experience in their respective areas. Players were asked to play the most realistic version of their government.

690. Slow and Steady: Improving U.S.-Arab Cooperation to Counter Irregular Warfare

Abstract:
Since 9/11 the United States has struggled with how to respond to the challenges posed by ungoverned spaces in the Middle East, from which terrorist attacks and destabilizing mass refugee flows emanate. The collapse of state authority in Iraq, Syria, Yemen, and Libya has created security vacuums that extremist groups such as the Islamic State of Iraq and Syria (ISIS) and al Qaeda have used to develop local presence, to organize, and eventually to conduct attacks both inside these countries as well as in Europe and the United States. Meanwhile, the refugee flows that have resulted from these conflicts have put tremendous pressure on neighboring countries and also caused a massive wave of refugees into Europe. The question facing the United States and other Western allies is how to deal with these challenges without getting sucked into complex and costly civil wars that the United States has little ability to end on its own. Full-scale American-led counterinsurgency, stabilization campaigns, or other resource-intensive nation-shaping interventions attempted in Afghanistan and Iraq have proven to be unsustainable models given the high costs, indecisive outcomes, and lack of political support at home. However, completely withdrawing U.S. forces and counting purely on intelligence collection to monitor threats and local partners to address them has been ineffective, as this approach leaves the United States vulnerable to attacks. The most successful effort the United States has launched to deal with these challenges in recent years has been the counter-ISIS campaign in Iraq and Syria, where it has succeeded in protecting U.S. interests at a reasonable cost by working “By, With, and Through” local actors. In this model the United States generally: (1) uses a comparatively small number of troops to train, equip, advise, assist, or accompany local forces with legitimacy on the ground; (2) provides airpower and some enablers and logistics; (3) uses its limited military investment as leverage for a broader diplomatic effort; or (4) invests in building local governance and providing aid on the ground.
